Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is looking to leverage technical advice provided by UN-Women to the public and private sector for the opportunity to create a sustainable financing stream for UN Women through a global advisory services platform. This assignment is to pilot the creation of such a platform, which, in a systematic way, can build upon the foundation of the Women’s Empowerment Principles (WEPs) and other technical assistance activities, collect UN Women’s experiences and good practices to create an advisory business line, promote the exchange of experiences, and monetize these efforts, creating a pricing policy and thus, ensure the sustainability of the initiatives as well as UN Women’s funding base.

Under the supervision of the Deputy Executive Director, Resource Management, UN System Coordination, Partnerships and Sustainability, the Consultant will be responsible for identifying and working with relevant units to implement advisory services opportunities related to UN Women’s work, including but not limited to innovative financing mechanism(s) for sustainable funding for UN Women and supporting the achievement of SDG 5 by 2030 by Member States.

 

Duties and Responsibilities

  • Building on ongoing work on innovative financing and gender bonds, develop an innovative finance advisory services global platform based on the analysis of information about various products and experiences of technical advisory that UN-Women has been implementing globally in the public and private sector.
  • Lead the business development aspects to secure funding partners to support the global innovative finance platform.
  • Support UN Women country/regional offices in establishing formal engagements with relevant high-level authorities in the public sector, in a select group of priority countries for UN-Women with the objective of supporting governments in the process of issuing gender bonds.
  • Starting with a pilot plan for gender bonds in Colombia, promote its replication and standardize the product of technical advisory associated with the bond for other countries/regions.
  • Develop private sector business lines for advisory services, including analyzing experiences that can be replicated at the global, regional and/national levels, for example, products and initiatives successfully implemented through the WEPs  partnerships.
  • Develop new ideas of how to promote a greater involvement of the private sector in new and existing business lines like the WEPs, and other private sector initiatives.
  • Systematically analyze previous attempts to develop advisory business lined to ensure experiences are integrated into proposed initiatives.

  • Establishment of the innovative financing advisory services global platform with revenue generation business lines clearly identified.

Required Skills and Experience

Required Qualifications, Experience and skills:

  • At least 15 years of progressively responsible experience working on advisory services programmes.
  • Experience in sustainable development in a global development institution.
  • At least 10 years of experience working with public (national and local) and private sector in implementing advisory programmes, including developing new business lines.
  • Knowledge of cost-recovery policies, pricing policies and other policies needed to develop a new revenue stream.
  • Experience working in and/or with international financial institutions is an asset.
  • Extensive and demonstrable experience in interacting with the highest levels of government and business is required.

Language:

  • Excellent oral and written command of English is required.
  • Fluency in oral and written Spanish is required.
  • Knowledge of another UN working language desirable
