Background

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) conducts independent country programme evaluations (ICPEs) to capture and demonstrate evaluative evidence of UNDP’s contributions to national development priorities, as well as the effectiveness of UNDP’s strategy in facilitating and leveraging national efforts for achieving development results. The purpose of an ICPE is to support the development of the next UNDP country programme and strengthen accountability of UNDP to national stakeholders and to the Executive Board.

The IEO will conduct an independent evaluation of the UNDP country programme in Nigeria in 2021 with a view to contributing to the preparation of the next country programme for the period 2023-2027.  The IEO is recruiting three international/national/regional evaluation consultants to support the ICPE team in the assessment of the following country programme components: (i) inclusive growth and COVID-19 response; (ii) governance and peacebuilding; and (iii) environment and energy. The consultants will also support the assessment of cross-cutting issues such as gender equality, partnerships, coordination, and capacity development within their areas of focus.

The assignment duration is between May 2021 – January 2022. The main data collection, analysis and report writing will be completed between July/August – October 2021.

Duties and Responsibilities

Under the overall guidance of the IEO Lead Evaluator, the consultants will contribute to the evalaution’s  research, data collection and analysis in assigned country programme thematic area(s) and provide relevant technical expertise and knowledge leading to the preparation of the draft and final ICPE report.

The consultants will:

  • Conduct preliminary desk review of the assigned thematic/outcome area(s) and prepare desk review report with emerging findings, data gaps, and plan for data collection and validation (including the list of stakeholders to be interviewed);
  • Participate in data collection activities (virtual) and contribute to the evaluation team’s working sessions;
  • Prepare and deliver a debriefing presentation on the main findings, preliminary conclusions, and areas for recommendation at the conclusion of data collection activities;
  • Prepare draft outcome/thematic area analysis paper(s) building on the findings of the desk review and primary data collection phases, and revise it per comments received from the IEO;
  • Contribute to the preparation of the final ICPE report, as well as the revisions based on the comments received from the IEO, Country Office, Regional Bureau, and other stakeholders.

Required Skills and Experience

Education

  • A post-graduate degree or higher in the thematic area(s) indicated above, Social Sciences, Public Policy, International Relations, or other relevant fields.

Experience

  • At least 10 years of substantive knowledge and experience on issues related to the thematic areas indicated above
  • Good understanding of international development cooperation/assistance in regular and conflict-affected settings;
  • Extensive experience in programme evaluation in development settings and quantitative and qualitative data collection and analysis techniques;
  • Experience in gender-sensitive programming and/or evaluations; and
  • Experience in evaluating UNDP or other international development agencies programmes in the country or region will be an asset.

Languages

  • Fluency in English is essential.
