Background

The United Nations Development Programme (UNDP)’s Advocacy, Marketing and Communications Group is the organisation’s lead for external communications and sits within the Bureau for External Relations and Advocacy (BERA). It provides editorial guidance and develops and implements global communications strategies to reach the media and other key constituencies with UNDP’s core messages. The Communications Group is responsible for expanding and enhancing UNDP’s global presence through engagement with international media.

As part of a UNDP-wide anti-racism and racial discrimination advocacy objectives, BERA is leading on the development and roll-out of an internal campaign to achieve awareness amongst staff of issues related to racism and discrimination. Under the guidance of the Advocacy Specialist and in line with the recommendations of a UNDP antiracism and racial discrimination review in 2020, the Anti-racism and Racial Discrimination Coordination Consultant will build and implement the BERA-led responsibilities in achieving organizational objectives.

The consultant will work alongside UNDP’s anti-racism and racial discrimination core team to ensure products, materials, and other deliverables that amplify campaign designed by the United Nations Secretary-General’s Task Force on Addressing Racism and Promoting Dignity for All in the United Nations.

Duties and Responsibilities

Under the supervision of the UNDP Advocacy Specialist, the consultant will be responsible for the following:

  • Research and develop an internal anti-racism and racial discrimination programme that can be drawn on as a toolkit for UNDP offices, bureaus, and management teams to conduct internal dialogues and learning sessions;
  • As part of the programme, develop and expand on a list of discussion topics for UNDP Dialogues Series, compile a list of potential speakers and associated costs, identify internal speakers, and any other assets for the Dialogue Series;
  • Participate in working groups internally in UNDP and across the United Nations family, especially with the Department of Global Communications, UN Secretariat;
  • Develop the content and in some cases, lead in UNDP Dialogues Series on issues related to anti-racism and racial discrimination, also include guiding facilitators (if necessary), organizing the meeting or webinar and promoting to UNDP staff or respective audience;
  • Identify stories and voices that showcase UNDP’s diversity and achievements towards anti-racism globally and contribute to the UN-wide “fighting inequality and standing for inclusion” public communication strategy;
  • Continuously update actions and products to improve the Dialogue Series, and internal and external awareness campaigns throughout the contract duration;
  • Work closely with UNDP bureaus including the Executive Office, Policy Bureau (BPPS), and Management Bureau (BMS) to provide guidance and to ensure BERA products and events are in line with the corporate agenda;
  • Provide guidance to BERA’s digital team and other UNDP offices to mark the International Day for the Elimination of Racial Discrimination (21 March) and UN Day (24 October);
  • Establish a monitoring framework to track dialogues and events across UNDP; and
  • Compile a summary of events, lessons learned, general feedback of sessions and recommended workplan for 2022 to continue the effort toward an anti-racist organization.

Expected deliverables:

  • Produce an Anti-racism and Racial Discrimination Dialogue Series toolkit for UNDP bureaux and offices to rollout dialogues comprising topics for discussion, possible facilitator profiles, and objectives;
  • Produce and maintain a monitoring template to track dialogues across the organization;
  • Facilitate at least one dialogue for the global UNDP family and one for the Executive Group;
  • Develop a global internal communications strategy around anti-racism and racial discrimination;
  • Facilitate UNDP’s support to the UN anti-racism and racial discrimination campaign with UNDP-specific stories and messages
  • Facilitate internal and external communications celebrating diversity of the UN system issued on the International Day for the Elimination of Racial Discrimination (21st March) and the UN Day (24thOctober).

Required Skills and Experience

Education:

Master’s degree in Communications, Public Relations, Advocacy, or related field is required, or Bachelor’s degree plus additional two years above minimum required years of relevant experience acceptable.

Experience:

  • Minimum five years of work experience in the field of internal or external communications or advocacy is required;
  • Proven ability to organize high level events, both in terms of content and logistics;
  • Proven ability to work to deadlines is required;
  • Relevant experience working with organizational diversity and anti-racism issues;
  • Communications or campaigns experience preferably within the UN system and other international public-sector organizations is an asset.
  • Strong emotional intelligence and demonstrable sensitivity within discussions around racial discrimination and anti-racism discussions is required.

Language Requirement:

  • Fluency in written and spoken English is required; 
  • Working knowledge of Spanish or French would be an asset.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weigh 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (70 points)

Desk review of applications based on the following criteria: Only top 5 candidates obtaining a minimum score of 15 points in the criteria A and B will be invited for the interview.

  • Criteria A (Desk review – At least five years working in a large and diverse organization) – max points: 10;
  • Criteria B (Desk review – At least five years of experience implementing internal and external communications campaigns – max points: 10;
  • Criteria C (Interview – Proven experience in anti-racism or discrimination corporate work) – max points: 20;
  • Criteria D (Interview - Proven experience in building internal corporate communications/awareness or educational campaigns) – max points: 15;
  • Criteria E (Interview – Proven experience in producing training/workshops) – max: 15 points.

Financial evaluation - Total 30% (30 points)

  • Only the shortlisted candidates will be invited to submit a financial proposal.
  • The financial proposal should specify a lumpsum per deliverable.
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, if required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Payment modality:

  • Payment to the Individual Contractor will be made based on deliverables accepted and upon certification of satisfactory completion by the manager.
