Background

The UN Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 46 least developed countries (LDCs). With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. This last mile is where available resources for development are scarcest; where market failures are most pronounced; and where benefits from national growth tend to leave people excluded.

UNCDF’s financing models work through three channels: (1) inclusive digital economies, which connects individuals, households, and small businesses with financial eco-systems that catalyze participation in the local economy, and provide tools to climb out of poverty and manage financial lives; (2) local development finance, which capacitates localities through fiscal decentralization, innovative municipal finance, and structured project finance to drive local economic expansion and sustainable development; and (3) investment finance, which provides catalytic financial structuring, de-risking, and capital deployment to drive SDG impact and domestic resource mobilization.

By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to SDG 1 on eradicating poverty with a focus on reaching the last mile and addressing exclusion and inequalities of access. At the same time, UNCDF deploys its capital finance mandate in line with SDG 17 on the means of implementation, to unlock public and private finance for the poor at the local level. By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile, UNCDF contributes to a number of different SDGs and currently to 28 of 169 targets.

Duties and Responsibilities

Scope of Work

  • Support procurement of supply and services, reviewing specifications, collecting price offers from international and national suppliers and consolidating selection reports;
  • Support budget monitoring and financial reporting exercises;
  • Manage donor/partner agreement update, donor/partner report, quarterly report, tranche request/disbursement and agreement amendment or closure. 
  • Support with updates for programme activities, provision of inputs to various online databases, worksheets, presentations;
  • Monitor, catalogue, and update regularly the project database and filing;
  • Supporting the organization and coordination of workshops, conferences and inter-organization meetings including organizational and logistical support to the national and/or regional events, developing tracking tools for events, prepare budget projections, communication with internal and external clients, prepare invitation letters, facilitate and participate in the events, note taking and drafting the discussions points for comments and finalization;
  • Support and maintain good relationship among project team members, partners, stakeholders; and 
  • Perform other office duties.

Duration of Assignment, Duty Station And Expected Places Of Travel

Duration of assignment:       JUN to AUG 2021 with possibility of extension

Duty station:                          Full-time, UNCDF Office in Dhaka, Bangladesh

Places of travel:                     Possible travels to districts in which UNCDF operates.

Travel costs associated to the assignment will be paid following the UNDP/UNCDF rules and regulations which state that consultants shall only be paid the most direct and most economical ticket, as will be quoted by the official UN travel agency.  Any amount in excess of the said quotation, such as class and airline preference of the consultant, shall be borne by the consultant. Daily living allowance will be paid in amounts that will not exceed UN DSA Rates.

Payment

Payment to an Individual Contractor will be made based on the acceptance of final output(s) agreed with UNCDF, and upon the submission of invoice and the certification of payment form. Final payment shall require a signed performance evaluation of the consultant.

The following supporting documents will serve as conditions for disbursement:

  • An invoice and a complete Certificate of Payment (COP);
  • A written acceptance of each deliverable by the direct supervisor;
  • A copy of relevant deliverable for UNCDF filing purpose; and
  • An authorization of payment disbursement from relevant manager.

Provision of Monitoring and Progress Controls

The consultant will work under the direct supervision of the UNCDF Project Officer based in Bangladesh. The consultant will also have weekly communication with the operation team in Bangkok Regional Office via email and/or skype, for coordination and to provide guidance regarding the consultant’s outputs.

  • Minimum 3 years of hands-on experience in procurement, budget planning and reporting, HR management, administrative as well as logistic and workshop arrangement;
  • Excellent computer literacy (e.g. MS Excel, Word, PowerPoint) 
  • Experience working with non-profit international organization is an asset but is not a requirement. 

Languages

  • Strong writing and speaking abilities in English and Bengali

Evaluation of Candidates

Applications will be rated on both technical and financial submissions. The following selection method will be used: Highest rated proposal using the combined scoring method, which assigns the weight distribution between the technical and financial proposals. The overall combined score will be 100 points, where weight distribution shall be 70% technical (20% desk review + 50% interview) and 30% financial.

Step III: Technical interviews (100 points x 50%)

A competency-based Interview shall be conducted with the top candidates who score the highest in Step II (minimum of 70 points). Candidates will be tested on the same key work areas, in greater depth, with the same weighting.

Only candidates obtaining a minimum of 70% on the total of Step II: Desk Review and Step III: Interview will be considered as technically qualified and will be reviewed further for financial evaluation.

Step IV: Financial Evaluation (30%)

The following formula will be used to evaluate financial proposal: Lowest priced proposal/price of the proposal being evaluated x 30%.

Award Criteria

The contract shall be awarded to the applicant whose offer have been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest combined weight (technical scores) 70% + financial 30%= 100%.
