  1. UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
  2. Any travels related to official performance of duties will be covered by UNDP.

The position of the Digital Culture and Learning Specialist will be part of the team under Chief Digital Officer and report to the Capability Building and Networks Lead.

Duties and Responsibilities

Scope of Work

The primary responsibility of the Digital Culture and Learning Specialist is to design learning systems and be a facilitator for organisational transformation. This will include:
Learning design

  • Assess the current digital knowledge and learning needs of UNDP teams;
  • Assess and design appropriate learning experiences for diverse teams, learning styles, cultures and languages;
  • Design a range of scalable, effective and engaging digital learning experiences for UNDP staff;
  • Assess and select existing digital learning products and platforms (such as LinkedIn Learning) to potentially use at UNDP;
  • Work collaboratively with the OHR (UNDP’s HR division) to develop digital literacy paths;
  • Collaborate to enrich existing online learning platforms with learning content on digital and new ways of working;
  • Design assessment and evaluation methods to measure learning programme effectiveness and behaviour change towards 'digital first';
  • Facilitate learning experiences online and in-person.

Facilitating workshops and change processes

  • Effective facilitation of workshops with UNDP teams to assess the current state effectiveness, efficiency and experience of the 'Operating System' of that team and the wider organisation;
  • Co-design with UN teams solutions, experiments and new processes to radically improve teams’ ability to do great work;
  • Work alongside teams to facilitate new ways of working, the creation of new processes, and the implementation of new systems;
  • Help teams to evaluate and learn from change initiatives, and make a plan to continue evolving or embed change;
  • Work with CDO team members to take leaders on a change journey, identifying opportunities for organisational-wide systems change;
  • Support the recruitment and coaching of 'product owners' or 'initiative owners' to own and drive specific change initiatives in UNDP teams or units;
  • Engage support from the extended CDO team and beyond to provide specialist expertise and strategic advice where required.

  • Find ways to encourage greater self-awareness among team members to increase staff wellbeing, engagement and growth;
  • Help to create a positive working culture through the use of relevant digital tools and facilitation of team rituals, collaboration, connection, and positive communication;
  • Empower teams to incorporate higher levels of feedback, psychological safety and inclusion within their daily work.

Required Skills and Experience


Min. Academic Education

Master's degree or equivalent in education, innovation, change management, business management, psychology, philosophy, international relations, behavioral science or related fields.

Bachelor’s degree in above fields with  additional two years of relevant work experience can be accepted in lieu of Master’s degree.

Min. years of relevant Work experience

Minimum 7 years of relevant work experience (with Master’s degree) or 9 years of relevant work experience (with Bachelor’s degree) across the following:

  • Demonstrated experience in designing and  delivering learning systems curricula and learning experiences for diverse learners;
  • Demonstrated experience to collaborate with different teams including but not limited to strategic planning, IT, communications, partnerships, operations, human resources, etc.

Minimum 5 years of experience in Capability building and Design thinking.

Required  skills

  • Demonstrated ability to build capability in agile ways of working, innovation, co-design and design thinking Outstanding facilitation skills with diverse participants and political and cultural sensitivities;
  • Proficiency with digital communications platforms and tools;
  • Excellent skills in written and verbal communication;
  • Understanding of international development, international relations, and the humanitarian sector.

  • Ability to build strong and sustainable relationships and capability to interact at all levels within the organization;
  • Ability to deliver in a high-pressure environment;
  • Ability to handle complex situations and multiple responsibilities simultaneously, mixing long-term projects with the urgency of immediate demands;

  • Demonstrated ability to thrive within a complex multicultural and multinational environment strongly preferred.
