Travel:

a)   UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

b)   Any official travel expected to be associated with performing the functions will be paied by

UNDP  subject to  prior  authorization by  the  supervisor.  The airfairs  and Daily  Subsistence

Allowance (DSA) will be determined by the UNDP’s travel policies and guidelines.

Office/Unit/Project Description

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia. The Consultant will report to the Programme Manager at UNEP West Asia Office.

The consultancy will be conducted within the overall government approach to performance reporting as indicated in Saudi’s vision 2030, the national transformation program and the national environment strategy of the Kingdom of Saudi Arabia.

Duties and Responsibilities

Scope of Work

Under the direct supervision of the Programme Manager in UNEP West Asia Office and in coordination with the respective department in the Ministry of Environment, Water and Agriculture in Saudi Arabia and the National Centre for Meteorology, the Consultant will carry-out, inter alia, the following duties & responsibilities:

Support the National Centre for Meteorology in improvement of existing weather forecasting capabilities, including:

  • verification of quality of local forecasting products
  • accuracy analysis of satellite precipitation estimates
  • inclusion of new modelling data sources into the local meteorological forecasting
  • Provide advice on the inclusion of assimilation processes in the local models
  • Provide support in further enhancements of the local meteorological models

Support the National Centre for Meteorology in data format, data flow and data processing for meteorological forecasting

Develop trainings materials and provide trainings on:

  • Access to automatic weather station data and use of GTS resources
  • Data projections
  • Introduction of assimilation of weather radar and satellite data in forecasting models
  • Meteorological data formats

Support the National Centre for Meteorology in weather radar analysis and processing

Undertake assessment of other training and capacity development needs on meteorology in the centre and develop corresponding report and training plan.

Required Skills and Experience

Min. Academic Education

Master’s degree (or higher) in meteorology, hydrology, environmental

science, or any related field. Bachelor’s degree with additional 2 years of relevant work experience may be accepted in lieu of the advanced university degree.
