Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

In Kenya, the UN Women Country Programme contributes to the Third Medium Term Plan of Kenya’s Vision 2030 and President Uhuru Kenyatta’s Big 4 Agenda. It is aligned to the United Nations Development Assistance Framework (UNDAF) of 2018-2022. UN Women’s Strategic Note 2019-2022 envisions a state where gender relations empower women and men to make informed decisions, have equal access to and use of quality services, and control resources and assets in a secure, accountable and inclusive nation. The Strategic Note has prioritized the following four impact areas: 1) Women leadership in decision making, 2) Women’s Economic Empowerment, 3) Ending Violence against Women and Girls, and 4) and Women, Peace, and Security. In addition, UN Women is also mandated to coordinate and promote the UN system’s work in advancing gender equality, and in all deliberations and agreements linked to the 2030 Agenda.

The UN Women-supported Country Gender Equality Profiles (CGEPs) are in-depth, national-level analyses of the status of women and men based on both statistical and qualitative data. The purpose of the CGEPs is to strengthen national understanding and data on the advancement of international, regional, and national commitments towards GEWE. They will also be a primary source for evidence-driven advocacy and programming for national stakeholders, international development partners, and the UN System to advance the gains and overcome bottlenecks at the national, regional, and global level. The CGEP goes beyond only a quantitative analysis and to includes qualitative analysis framed around root causes and international norms and standards. The focus and nature of the qualitative analysis are to be driven by national needs and contexts.

The Kenya CGEP will be produced in close alignment with other like-minded development partners who are planning complementary analytical work. A CGEP Advisory Group consisting of gender experts drawn from the UN, government, development partners, and civil society will support the process, providing advice on the key aspects and stages of the CGEP’s development, including methodology, approving the proposed outline, and clearing the final content.

The CGEP will have two key sections. The first section will be an in-depth gender analysis of the economic, legal, political, and social situation and challenges in Kenya. The second will focus on in-depth sectoral gender analysis. The focus of this consultancy will be to contribute to the first section of the CGEP which will elaborate:

  • An in-depth analysis of the economic, legal, political, and social situation and challenges in Kenya, which provides the context in which to analyze gender equality issues, framed against international norms and standards and the national/international commitments made. 
  • Prevailing policies at both the macro and sectoral level that impact GEWE—for example, on labor markets and job creation, social protection, and services, rural development and infrastructure, electoral systems or reform, ending violence in the home and public spheres.
  • Specific analysis of laws and policies aimed at addressing different aspects of gender inequality, how they are being implemented, any blockages or bottlenecks encountered, and how these realities may differ for those groups most at risk of being left behind, exploring differences in how women and men in all their diversity can enjoy and exercise their human rights and can seek redress if these rights are denied or abused.
  • Political analysis of government and other key stakeholders on gender equality in the country and how they are involved in shaping policies, including the gender machinery, relevant sectoral ministries, and key actors in civil society, including women’s movements and organizations working in diverse sectors but also trade unions, academics, the private sector, and others.
  • Identify and document key gender discrepancies, barriers, and challenges that need to be addressed, especially in the context of the SDGs, including a comparative analysis of the current situation of women and men, in all their diversity, looking at macro-level (national, macro-policies, laws, social norms and practices), meso level (institutional, sectoral), and micro (community, family), paying particular attention to different backgrounds, gender and other diversity factors, such as age, ethnicity, beliefs, sexual orientation, income level, disability status, geographical location, and race.
  • Identify gaps in research and disaggregated data concerning gender equality and in the capacity of the National Statistics Office and propose how these could be addressed.
  • Identify good and promising practices and, through participatory methods, key entry points and opportunities for future gender programming and how UN Women and others can best support the country’s gender equality policies and programs and their implementation and monitoring through programming and normative mandates.

Duties and Responsibilities

Functions 

Carry out an in-depth gender analysis of the economic, legal, political, and social situation and challenges in Kenya, paying particular attention to the situation of women and men, girls and boys from different backgrounds, gender, and other diversity factors, such as age, ethnicity, beliefs, sexual orientation, income level, disability status, geographical location, and race.

Deliverables 

  • Inception report - The desk phase should include a thorough analysis of all existing documents available. The resulting report will set out the precise methodology and plan for the consultations and workshops, and for the drafting of the Gender country profile and sector analysis.
  • Organization of consultations and workshops with key stakeholders identified during the desk phase. These consultations/workshops will be organized – to the extent possible – jointly with the EU.
  • Brief reports for each consultation/workshop.
  • Country Gender Equality Profile for Kenya, including country profile and sector analyses (no longer than 50 pages, plus annexes), on an agreed-on template.
  • Presentations of draft findings to UN Women, government, other development partners, and the CGEP Advisory group.
  • Presentation of the final report to UN Women and other key stakeholders in the gender sector including government, development partners, and civil society groups.

Required Skills and Experience

Education and Certification

An Advanced University degree in gender studies, international development, economics, or related disciplines is required; a Ph.D. is a plus.

Experience 

  • Minimum of 10 years of demonstrated extensive experience that combines research and programs in gender and international development at the national and international level is required.
  • Specific experience and expertise in gender analysis, gender mainstreaming, and women’s rights work in Kenya.
  • Specific expertise in one or more of the sector focus areas outlined in the terms of reference.
  • A track record of evaluations, analytical reports, and publications on gender issues.
  • Knowledge of the socio-cultural, economic, and geopolitical contexts of Kenya is an advantage.
  • Excellent writing and analytical skills.
