Purpose:
The Photographer/Videographer roster represents a pool of experienced professionals who will be employed to produce photos and videos featuring UNDP organized events, field trips, visits, campaigns, human interest stories, interviews, photo-essays, etc.
Objective:
Creating Roster of Photographers/Videographers who will be tasked to produce photos and videos for UNDP, ensuring consistent application of UNDP’s visual branding elements, video standards for social media and high-quality of all communication products.

UNDP is the UN's global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP works in nearly 170 countries and territories, helping national actors (governments, civil society, businesses and citizens) to find their own solutions to the development challenges they face.
Duties and Responsibilities
Description of Responsibilities
Under overall guidance of UNDP Communications Unit and upon request of UNDP the Photographer is expected to take high quality photos; the Videographer is expected to record videos (AV recording) and edit videos. All photos and videos recorded/produced for UNDP need to be delivered in raw file format and exported in format optimized for use in publications, dissemination or broadcasting via various media platforms (as per video standards for TV and social media). Consultants are expected to work in close cooperation with and report to the UNDP Communications Unit.
The consultant will be responsible for the following duties:
Photographer
- Capture high resolution images of individuals, families, groups and events related to the implementation of the UNDP activities and programmes, at various locations countrywide;
- Provide an edited/processed set of no less than 30 selected images from each event/assignment, adjusted to web and print, unless otherwise requested by UNDP;
- Provide specific details such as geographical location, name of the person in the photo, time of photo taken, for each photo;
- Captions should be embedded in the jpeg images and provided in a separate text document.
- Secure signed UNDP subject release form from individuals participating in photo stories or reportages.
Videographer
- Set up audio, and video equipment for interior and exterior location shoots;
- Set up lighting as required/if any, to provide a professional set for video production;
- Operate video cameras, video/audio equipment to produce high quality footage;
- Secure signed UNDP subject release form from individuals participating in video stories;
- Process/edit video (and audio), including making of opening and end credits for the video, subtitling, making of simple CGI (signatures for interviewees, etc.) in line with broadcast video standards.
Scope of work
The Photographer/Videographer shall provide the following goods/services:
Photographer
- Take high-resolution photographs (and provide basic info on where and when photos are taken);
- Select best photographs related to each task (no less than 30) in consultation with UNDP Communications Unit;
- Photographs shall be provided in raw format and optimized resolution to UNDP on external memory medium or via file transfer service;
- Photographs must be provided in high quality suitable for printing, processing or publishing on web;
- Secure signed UNDP subject release form from individuals participating in photo stories or reportages;
- Work in close cooperation with and report to the UNDP Communications Unit.
Notes: Assignments can take place at various locations countrywide, which will be noted in request for services. In case assignment requires a field trip to be undertaken, Photographer will be asked to provide estimate costs for travel within the price offer.
Photographer should use his/her own professional equipment for photography and photo processing.
Photographer will abide with the UNDP copyright rules and regulations. Any/all material produced for UNDP (per request of UNDP) is sole ownership of the UNDP and as such cannot be distributed or shared with any third party (media outlet, publishing agency, organization or person) except per specific request of UNDP Communications Unit.
Videographer
- Record and produce HD videos in English and BCS languages to document events, activities, human interest stories, including interviews or statements by staff/partners/beneficiaries per request of UNDP to ensure capturing of UNDP’s activities in a video format; Videos shall be produced in a high-quality broadcasting and web publishing format;
- Record and edit narration / voice over where needed in according with guidance from UNDP Communications Unit;
- Export and deliver audio track of videos per request of UNDP;
- Embed and/or provide sub-titles as a separate file as per the need;
- Edit videos and produce simple graphic animation as per request of UNDP Communications Unit;
- Export final version of a video in formats optimized for HD traditional (TV broadcast) and online distribution (video standards for social media);
- Videos shall be provided in raw format and optimized (as per video standards for social media) to UNDP on external memory medium or via file transfer service;
- Secure signed UNDP subject release form from individuals participating in video stories;
- Work in close cooperation with and report to the UNDP Communications Unit.

Workflow and approval process
1. Photographer/Videographer will receive a request for submission of a bid for performance of a task from UNDP Registry registry.ba@undp.org.
Note: Request will by default be sent to several photographers/videographers to ensure competitive and transparent selection process.
The request will include information on the location, type and purpose of the task – including any other information that can influence costs of tasks completion.
2. Photographer/Videographer replies with an e.mail and submits the initial confirmation of interest to undertake the task along with his/her financial offer which has to be in line with the agreed pricelist (Annex to IC) and set timeline. Photographer/Videographer will also, in a written form, confirm agreement with the proposed timeline for the task completion or recommend changes, which will need to be accepted by UNDP.
When required, the initial confirmation will include short explanation of the approach to the task and list of any/all issues that need to be taken into consideration for successful performance of the task (such as travel, additional equipment to be used, etc.).
Acceptance of the design offer by UNDP
3. Selection of the offeror will be done based on lowest price offered for the service requested.
4. Upon decision on acceptance of the offer, selected photographer/videographer will be contacted by UNDP via Registry.
Task completion
5. Photographer/Videographer continues with the task respectful of agreed timeline in close collaboration with UNDP Communications Unit representative. UNDP withholds the right to remand changes to final versions of photographs/video.
6. Upon approval of UNDP, the Photographer/Videographer delivers final set of photographs / final version(s) of video as per agreed timeline and in accordance with the Scope of Work. All materials have to be delivered in both raw and processed/optimized formats.
Payment of photo/video services is conducted upon successful completion of the task.

- Excellent technical capacity to ensure smooth and high quality production (including availability of professional video production equipment and software.
- Must have the ability to use different video cameras and other video recording tools.
- Experience with on-call assignments, preferable with international organizations.
- Ability to work on a strict deadline.
- Proactive approach to delivering tasks .
- Understanding of UNDP values, mandate and activities.
- Demonstrates high level of professionalism and ethics.
Required Skills and Experience
Academic Qualifications/Education:
- Eligible candidate should hold professional degree and/or professional training in photo documentary, photo journalism, video production or awards in a related field. This can be replaced with additional 3 years of professional experience in photo, video production or both.
- Experience in producing photo/videos focusing on social, humanitarian and development work will be considered an advantage
Experience
Photographer
- Should have minimum 5 years of practical experience in photography/photo journalism and/or video documentary.
- Solid experience in processing and editing photo, creating photo and photo stories.
- Experience with on-call assignments, preferable with international organizations.
- Ability to travel in BiH.
Videographer
- Should have minimum 5 years of practical experience in video production.
- Have extensive experience in producing news, documentary films, TV programmes, short and medium video formats for TV and/or online platforms.
- Demonstrated experience of development, production and editing of mini video documentaries and PSAs.
- Ability to travel in BiH.
Languages Requirements:
- English and B/C/S
Specific requirements:
Delivery on DVD, CD, HDD, USB or sent electronically via file sharing service;
- Images should be optimized for color, cropping and sharpness and delivered in highest quality jpeg format;
- Photographer should provide a copy of photos in RAW and jpeg formats;
- Pixel dimension: 3000x2000 at the minimum.
- Videos should be shot in HD using professional microphones (ensuring high quality of sound). No less than 10 minutes of raw video footage should be taken during any given task, with various shots (from wide to extreme close-up, cut-in, cut-away, etc.) to enable easy and meaningful editing of the video into appropriate short format. UNDP’s video standards for social media will be provided to all videographers and used as default standards for final versions of the video materials produced for UNDP.
Copyrights
- Image acquisition includes reproduction rights for non-exclusive world rights in perpetuity;
- Before Photographer/Videographer moves any photo on the wire or uploads it to an online Image database as a photo essay or extended photo caption story, he/she should contact UNDP to obtain consent;
- UNDP can provide the image(s) and video(s) to other UN organizations or the media at no cost, as is the practice.

When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
