Background Information

Meaningful Activism, Knowledgeable Engagement and Responsible Solutions (MAKERS) Project aims to improve social cohesion among various ethnic groups in partner municipalities, by improving municipal governance practices on public participation, supporting community activism and capacitating youth for leadership in their communities and beyond and promoting joint action on shared priorities.

This project posits the hypothesis that if members from different (ethnic) groups in the country, and especially youth, are provided structured opportunities (spaces for interaction) to identify social cohesion priorities and communicate them to their elected leaders and relevant institutions through dialogue platforms, and address them through joint projects and activities, then this will improve community participation and create partnerships in pursuit of commonly identified priorities because  identification of common social cohesion priorities and joint action to address them will help break down barriers among various groups and help build a sense of connectedness and understanding, which are requisite in resilience to conflict.

To ensure maximum impact possible, institutional partners (local governments, mayors) will be actively engaged throughout the project so that ownership of project results and Local Dialogue Platforms (LDPs) is sustained. A well-coordinated public outreach campaign and targeted engagement with media professionals will focus on promoting objective reporting and positive storytelling. Therefore, if  local institutions and media outlets promote and embrace content that reinforces greater social cohesion, then this will improve connectedness and enhance trust among various (ethnic) groups, ensuring institutional sustainability for proposed measures and offsetting negative media rhetoric, because changing individual and group perceptions of the other through dialogue, skill-building and joint problem solving, and removing institutional barriers to social cohesion through political endorsement and policy change recommendations can contribute to durable peace and stability in the country. This consultancy will contribute to achieving the project outcome of LDP institutionalization through greater ownership by the partner municipalities, as well as empowerment of local youth leaders to contribute to positive transformation in their communities. Ultimately, this should contribute to a greater social cohesion in the community, where citizens can jointly assess and identify common priorities, recommend actions to the local government or partake in shaping actions to address those priorities.

Main Project objectives:

Objective 1:

Neighboring municipalities coordinate across boundaries and with other levels of government to address local, regional, national issues

Objective 2:

Municipalities, citizens and young active citizens work together in partnership to take effective action on community challenges at the local level

The Project will be implemented in the period from March 2020 until end of February 2023.

Purpose:

The consultancy will also provide analysis of the LDP functioning through case studies which will serve as a monitoring tool for the Project.

In this context, the scope of work for this consultancy will affect the effectiveness of partner municipalities in terms of consultative processes, as well as identified youth leaders in those communities who have demonstrated activism and interest at LDPs meetings. It will also provide an overview of the challenges and impact on the social cohesion in Bosnia and Herzegovina (BiH) in selected municipalities.

Objective:

The main objective of the consultancy will be to:

  • Provide mentoring to selected municipalities representative in organization and facilitation of LDPs
  • Provide mentoring and training for the organization of inter-municipal LDP in 4 selected clusters
  • Deliver a training of trainers on LDPs for the municipality staff in selected municipalities,
  • Deliver tailored capacity building on critical thinking, leadership and advocacy to youth in selected municipalities.

Duties and Responsibilities

The Project activities are using the existing programmatic structure built during the Dialogue for the Future I and II Projects. The DFF Projects have set up a ground for LDPs institutionalization which will be further strengthened through the MAKERS Project. The consultants are expected to, under direct supervision of MAKERS Project manager, prepare training agenda and materials for event facilitation, deliver training of trainers and capacity building on critical thinking, leadership and advocacy to youth in selected municipalities, and provide mentorship support to identified moderators in partner municipalities.

More specifically, the Consultants will:

Task 1: Provide on-site and remote mentorship support to identified moderators in partner municipalities on independent organization of LDPs in 15 selected municipalities and support establishments of peer learning hubs.   Consultants have to ensure that the trained facilitators would be fully equipped to carry out similar facilitation processes independently in their municipalities.  Progress report document includes reports on mentoring provided, LDP minutes. Expected duration of the assignment of selected consultants is 34 days in duration per consultant.

Task 2: Provide on-site and remote mentorship support to identified moderators in partner municipalities on independent organization of Inter-municipal LDPs in 4 selected clusters (formed by Project team from partner municipalities).  Consultants must ensure that the trained facilitators would be fully equipped to carry out similar facilitation processes independently. The Progress report document includes: reports on mentoring provided, inter-municipal LDP minutes.  Expected duration of the assignment of selected consultants is 15 days in duration per consultant.

Task 3:  Organize and provide 3 trainings for trainers of the municipal staff (participating 15 Municipalities). Training will be done in close collaboration and support of local stakeholders and UNDP. Draft and final versions (Training plan and agenda) of standardized 2-day training will be approved by UNDP. Progress report includes: Training evaluation report on the training conducted for at least 30 municipal staff. Expected duration of this task is 6 days in duration per consultant.

Task 4: Provide 5 tailored capacity building on critical thinking, leadership, and advocacy to youth from selected municipalities. Train a minimum of 100 youth activists from 15 selected municipalities. Activity will be done in close collaboration and support of local stakeholders and UNDP.  Document includes: training curriculum and agenda for the training, report from the training conducted for youth activists from 15 selected municipalities and training evaluation report. Draft and final versions of standardized 2-day tailored capacity building training will be approved by UNDP.  Expected duration of this task is 15 days in duration per consultant.

*All logistical and organizational arrangements for participants of the trainings prior to and during the training will be done by the UNDP MAKERS Project team in liaison with the consultants.

Task 5: Prepare and submit final report on all completed tasks. It is envisaged that the level of effort will not exceed 1 days per consultant.

Total number of days will not exceed 71 workdays per consultant.

Report will be used to authorize the final payment.

Academic Qualifications/Education:

  • University degree in public administration, economics, law, political sciences, social sciences or related field.

Experience:

  • At least 5 years of relevant experience in preparation of surveys/assessments and delivering trainings and training of trainers (ToT) in skills of facilitation, moderation, etc. in Bosnia and Herzegovina;
  • Previous concrete work at municipal level in the country and experiance with usage of Local Dialogue Platform methodology is considered a unique asset;
  • Proven skills and previous experience in facilitation of public consultative policy development processes in Bosnia and Herzegovina, engaging a diverse set of public, non-governmental and civic participants;
  • Proven communication and advocacy skills, and ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives, donors and other stakeholders;
  • Facilitators’ certificate will be considered as asset.
  • Excellent expertise in the area of adult learning.
  • Excellent communication and group-facilitation skills.

Languages Requirements:

  • Fluency in languages of Bosnia and Herzegovina (excellent writing, editing and communication skills).
  • Fluency in English

Other Requirements:
