Office/Unit/Project Description

In 2014 the Government of Timor-Leste created the Special Administrative Region (SAR) and established the Special Zone of Social Market Economy (ZEESM) in Oé-Cusse district (an enclave nestled within Western Timor province of Indonesia and with an estimated population of 75,000). 

UNDP has been providing policy advice to the SAR-ZEESM Office since its establishment and has developed a program to help the ZEESM establish and operationalize institutional and developmental structures and systems.

The framework for UNDP’s support to Oé-Cusse ZEESM is built around two components: (i) governance (ii) sustainable and innovative development. Thus, as part of the roll out process of ZEESM there is a need to formulate policies and provide high quality advice to support priority areas that have clear and strong forward linkages to the ZEESM.

The SAR and ZEESM project focuses on policy innovation in order to improve service delivery in key areas of regional development: tourism, business development, agriculture, and water.

The Communications Officer will contribute to:

  • Project implementation in all mentioned areas communicating efficient, timely, responsive, client-friendly, and high-quality.
  • Increase SAR and ZEESM project visibility within the UNDP community and the Project’s partners and increase integration within programmatic areas related to communication.
  • Build and share knowledge on communications with the project staff and partners. 

Institutional Arrangement

The Communications Officer will work under the supervision of the UNDP Programme Manager and advice/guidance of the CTA, and will be will actively support the Project Management Unit (PMU), and will be responsible for supporting communication to all project components under SAR and ZEESM project.

Duties and Responsibilities

Scope of Work

 The Communications officer will undertake the following functions:

  1.  Develop, implement and monitor the SAR and ZEESM project’s communication strategy in line with the two project components and UNDP's Country Development Programme.
  2. Conduct social media analysis for SAR and ZEESM project platforms, measure audience engagement and contribute to building ZEESM TL’s social media fan base through assessment of key audiences, content planning, content management, search engine optimization, analytics and assessment of effectiveness of platforms and content.
  3. Lead in moderating social media platforms, engage with ZEESM TL’s social media audience, and respond to online queries.
  4. Prepare press releases, project presentations and other communications materiales related to meetings, launches, inauguration ceremonies, and other related project events.
  5. Produce, edit and archive at the sharepoint, the project’s audio visual material such as photo gallery, videos and web content.
  6. Edit/re-write human interest stories and photo esssays contributed by non-communication staff.
  7. Produce information communications products including proposing topics, determining appropriate medium and target audience, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design approval, printing procedures and distribution.
  8. Oversees production of graphic design content for social media, such as fact graphs, info graphs, and prepare other documents that require simple design such as brochures.
  9. Ensure facilitation of knowledge building and knowledge sharing focusing on organization of trainings for the projects staff and partners on communications.
  10. Performs any other related duties as may be requested by the SAR and ZEESM Programme Manager.

Ability to apply various United Nations administrative rules and regulations in work situations. Conceptual analytical and evaluative skills to conduct independent research and analysis. Ability to identify issues, formulate opinions, make conclusions and recommendations.

Required Skills and Experience

Min. Academic Education

Advanced university degree (Master's degree or equivalent) in communications, journalism, international relations or related field. A first-level university degree (Bachelor degree) in combination with two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

Min. years of relevant Work experience

A minimum of two (2) years for bachelor degree and zero (0) year for master’s degree of progressively responsible experience in public information, journalism, international relations or related area is required.

Experience in drafting public information materials (e.g. news articles, opinion pieces, feature stories, press releases, etc.) is required.

Experience in media is required.

Experience working with digital communication tools and web-based media is required.

Experience in building capacity in related areas to communications is required.

Experience in developing and implementing communication strategies.

Working experience in the United Nations common system or similar organization is desirable.

Work experience in an international organization and at the intergovernmental level is desirable.

Good communication skills

Proficiency in using computer applications (Microsoft Office Suite, email/internet, other IT applications.

Skills and technical competence in producing for various media formats: print, web, social media).

Desired additional skills and competencies

Experience in producing and editing Video


Required Language(s) (at working level)

Fluency in oral and written English is required.

Portuguese is desirable
