Background

The United Nations (UN) and the Government of Sri Lanka signed the 2018-2022 UN Sustainable Development Framework (UNSDF), on the 3rd of August 2017. The UNSDF provides the overarching framework for the work of the United Nations in Sri Lanka in line with the national priorities of the political manifesto Maithri Palanayak, Sthaavara Ratak: A Compassionate Governance, A Stable Country, the National Vision to 2030, and the Public Investment Programme (2017-2020), within the framework of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals.

 

The UNSDF 2018-2022 cycle nears its end and is in requirement to start the next cooperation framework (CF) building process. In line with the updated (July 2020) UN Sustainable Development Cooperation Framework (UNSDCF) guidance, in order to learn from past and current work and to inform the future UNSDCF design and implementation, the UNSDF 2018- 2022 evaluation was launched in April 2021.

 

The Evaluation process requires a team of independent consultants to conduct the UNSDF 2018- 2022 evaluation process. The team will comprise of an international consultant who will be leading the evaluation process with their guidance and a national consultant who will facilitate the evaluation process from Sri Lanka.

 

SCOPE AND OBJECTIVES   

To conduct the UNSDF evaluation process providing technical guidance and support along with facilitation of theory of change workshop, producing the inception report, data collection, drafting &  finalising the final evaluation report and conducting the stakeholder workshop.

Duties and Responsibilities

The evaluation team will comprise of two consultants: 1) International Consultant 2) National Consultant. This ToR is to recruit the international consultant.

 

International Consultant:

The international consultant will take the role of “Evaluation Team Leader” and will lead the entire evaluation process, working closely with the national consultant based in Sri Lanka.

He/she will conduct the evaluation process in a timely manner and communicate with the Evaluation Management Group on a regular basis and highlight progress made/challenges encountered. The team leader will be responsible for producing the inception report, overlook the data collection and analysis, producing the draft & final evaluation reports and supporting towards the stakeholder workshop.

 

TIMEFRAME

 

The envisaged time frame of the consultancy is 3.5 months from June till September 2021.

Competencies

CONSULTANT PROFILE    

  • Minimum fifteen years of relevant professional experience.
  • A strong record in designing and leading evaluations.
  • Extensive knowledge of, and experience in applying, qualitative and quantitative evaluation methods.
  • Demonstrated managerial competence and experience in organizing, leading, and coordinating evaluation teams at the international level.
  • Technical competence in undertaking complex evaluations which involve use of mixed methods.
  • Prior experience in working with multilateral agencies.
  • Knowledge of UN role, UN reform process and UN programming at the country level, particularly UNDAF/UNCF.
  • Strong experience and knowledge of the UN programming principles including leaving no one behind LNOB, human rights, gender equality and women's empowerment, sustainability and resilience, and accountability; and
  • Fluency in English, excellent oral, written, communication and reporting skills.

Required Skills and Experience

Advanced University Degree (Masters or PhD) in political science, public administration, development studies, law, human rights or other relevant field.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

 

For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. 

 

PAYMENT FOR SERVICES

Payments will be based on milestones certified by the RC. Payment Milestones will be as follows:

  • Inception Report: 25%
  • Final Evaluation Report: 50%
  • Stakeholder workshop: 25%
