Background

  1. Project Context:

For years prior to the introduction of UNDP’s Community Security and Stabilization Programme (C2SP)/Humanitarian Development Peace Nexus Project (HDPN), communities in states bordering South Sudan have been at risk of being destabilized and or being drawn into violent conflicts due to numerous threats facing these communities, unless something was done to stabilize these communities. C2SP/HDPN intend to contribute to the stability and resilience of affected communities including unemployed youth who lives in these communities. C2SP/HDPN aim to achieve this by: (i) Strengthening the resilience of community through provision of diversified and sustainable livelihoods primarily focusing on unemployed youth with conflict carrying capacity’; (ii) Provision of economic infrastructure and facility in targeted communities to stimulate local economic development (iii) Enhancing social cohesion and peaceful co-existence between displaced populations and host communities through strengthening conflict management capacities of local community institutions such as community management committees (CMCs) (iv) Promote renewable energy use among project beneficiaries at household and community level in line with climate change mitigation.

Since its commencement in 2015, the C2SP programme has been implemented in 42 communities in South Kordofan, West Kordofan, North Kordofan, White Nile, Khartoum, and Blue Nile States respectively. Communities supported by C2SP/HDPN host lot of displaced population, most of whom rely greatly on firewood and charcoal for preparing meal for the family. Reliance on firewood collection and charcoal production has to a large extent contributed to environmental degradation, and thus contributing to climate change issues. Support to renewable energy use among project beneficiaries is a major component of C2SP/HDPN projects. However, much success has not be achieved to the level required by UNDP, especially renewable energy use in household cooking. Against this background, UNDP would like to hire an international consultant to produce and introduce to communities, efficient cooking stoves with 100% reliance on solar energy to be piloted in few communities in C2SP/HDPN project areas. Outcome of the pilot project will inform further programming decision in regard to scale up/expansion of the project.

 

 


Duties and Responsibilities

The consultant will carry out separate pilot project in each location mentioned in Table I table. For each location, the following activities must be conducted by the consultant:

  1. Produce sample units of solar cooking stoves and demonstrate the use and maintenance of the stoves to beneficiaries in each of the locations in Table 1 above. UNDP will provide the necessary materials for producing the sample stoves. In each location, three categories of sample solar stove should be produced for the following family size:
  1. Solar stove for cooking meal for a family size 5
  2. Solar stove for cooking meal for a family size 10
  3. Solar stove for cooking meal for a family size 15
  1. Manufacture 15 - 20 samples of solar decontaminator to be piloted in C2SP operational areas
  2. Provide training to communities (one-week minimum duration per community) targeting 10 community management committees – CMCs and 10 youth on the production, use and maintenance of solar cooking stove.?
  3. Provide training to three organizations on the production, use and maintenance of solar cooking stove. The purpose of the training is to enable these organizations to rollout solar cooking stove production and distribution to wilder part of rural areas sold at minimum cost to rural population. UNDP will provide the name of the organizations to be trained upon the consultant’s arrival in Sudan.
  4. Provide full and detailed information to the trained organizations on where and how to access raw materials to produce solar cooking stove.
  5. Develop a simple and user-friendly manual (in English) on how to produce, use and maintain solar cooking stove so that anyone wanting this stove could easily fabricate and put into use.
  6. Knowing that solar stove will be operated under the sun, the consultant is required to install each fabricated solar stove in a location where the beneficiaries can avoid staying too long under the sun in operating the solar stove.
  7. Provide full advice to communities and end users on the efficiency of the fabricated solar stove vis-a-vis timeframe in a day when the solar stove could be operated with maximum outcome of energy sufficient to cook the different meals.
  8. Key among the meals produced by rural households in Sudan are mostly derived from sorghum or maize (mostly in the form of local ‘asida’, ‘Kisra’), rice, meat, chicken, vegetables, etc. Hence the solar stoves produced should be strong and efficient enough to cook these types of meals with minimum time use.
  9. Knowing that some of the pilot communities experience high rainfall during the wet season, the consultant should provide comprehensive advice to the beneficiaries on how to use the solar stoves during raining season as well as how to prevent them from damage by the rains.
  10. To set up a village scale production unit or establish a small scale manufacturing units to serve the local communities in each of the piloted locations.
  11. Pursue the possibility of obtaining carbon credits with the appropriate authorities/institutions in Sudan using UNDP’s renewable energy project.
  1. Liaise with the private sector company to purse solar water disinfection system for households of our targeted beneficiariesExpected Deliverables and Milestone Payments:

 

The individual consultant is expected to produce the following deliverables as specified below ensuring highest level of quality of the output. The individual consultant shall always seek advice from UNDP focal points when uncertain situations arise and are outside the scope of regular day-to-day business. The IC will not be entitled for any living allowances as the daily rate shall cover professional fee as well as living allowance .UNDP will be responsible to procure and transport the materials needed for the work. The total amount of the individual constancy will be paid by UNDP in accordance to the agreed milestone in the below table of deliverables/outputs;

Qualifications?

  • Minimum a Master’s Degree in renewable energy or relevant fields. ???

Experience:

  • At least 5 years field experience in working with rural communities in the production, distribution and maintenance of solar stoves
  • At least 2 years of experience in promoting the use of solar stoves in rural communities.
  • Proven record of preparing analytical reports and presentation to multi-stakeholders etc.;

Language Requirements

Good communication and report writing skills in English
