Background

The UN Agencies active in Palestine (UN Country Team) requested the one UN HR group to establish a One UN Roster that is made of the most frequently required positions. The following Generic Vacancy Announcements support the establishment of this One UN Roster. The Roster will be a list of pre-vetted, highly qualified candidates, and it serves the purpose of fast-tracking recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed in the respective One UN Roster for a period of 24 months. While placement on the Roster does not guarantee a position, it is going to be an important resource for filling future vacancies. Candidates placed on the Roster will be reviewed when a relevant position becomes available and if found suitable, are offered placements through a direct selection process.

This Generic Vacancy Announcement serves the purpose of creating a One UN Roster to be used to expedite the hiring of personnel whenever a UN entity/Agency in the State of Palestine needs personnel contracting services in the respective area.

This Generic Vacancy Announcement is exclusively intended for HR Assistant Service Contract positions at SB3 level in any UN entities operating in the State of Palestine. Purpose for the job

The HR Assistant will be responsible for providing a variety of specialized tasks in the area of human resources, in compliance with UN rules and regulations. The below tasks are expected to be carried out with a high level of independence.

Duties and Responsibilities

1.  Ensures implementation of HR strategies focusing on achievement of the following results:

  • Full compliance of HR processes and records with UN/UN Women rules, regulations, policies and strategies.

2. Implements HR services focusing on achievement of the following results:

  • Assist HR associate in recruitment process; drafting job descriptions and vacancy announcements,  posting VAs, preparing necessary recruitment documents,
  • Organizing the interview panel, informing the candidates and function as secretary to the interview panels.
  • Maintenance and regular update of the country office staffing table and HR data  base
  • Collection of background information for submissions to the Compliance Review Panel (CRP).
  • Maintain and update the country office rosters including e-rosters.
  • Maintaining proper filing system for HR records and documents and taking care of personnel folders.
  • Provision of information for cost-recovery bills in Atlas for HR services provided by UNDP to other Agencies.
  • Prepare monthly attendance sheets for national and international staff, update and monitor leave balance and leave records 

3. Ensures conduct of UN-related surveys focusing on achievement of the following results:

  • Collection of information for comprehensive and interim local salary, participation in the work of LSSC (Local Salary Survey Committee), hardship and place-to-place surveys as alternative

4. Supports knowledge building and knowledge sharing in the country office focusing on achievement of the following results:

  • Assist in organizing the trainings for the operations/projects staff on HR related matters
  • Provision of HR briefing to newly hired staff
  • Assess the staff training needs and submit it to related supervisor for final recommendations
  • Contribution to knowledge networks and communities of practice.

Required Skills and Experience

Education:

Completed secondary education, specialized certification in HR is an asset, or bachelor degree in Human Resources, Business or Public Administration or related fields.

Experience:  

  • High school with minimum of 5 years progressive Human Resources experience with international organizations.
  • Bachelor degree with minimum 3 years relevant experience.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.

Language Requirements:

Fluency in both Arabic and English. 

Knowledge of Hebrew is desirable.
