Background

The UN Agencies active in Palestine (UN Country Team) requested the one UN HR group to establish a One UN Roster that is made of the most frequently required positions. The following Generic Vacancy Announcements support the establishment of this One UN Roster. The Roster will be a list of pre-vetted, highly qualified candidates, and it serves the purpose of fast-tracking recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed in the respective One UN Roster for a period of 24 months. While placement on the Roster does not guarantee a position, it is going to be an important resource for filling future vacancies. Candidates placed on the Roster will be reviewed when a relevant position becomes available and if found suitable, are offered placements through a direct selection process.

This Generic Vacancy Announcement serves the purpose of creating a One UN Roster in Palestine. The Roster will be used to expedite the hiring of personnel whenever a UN entity/Agency in the State of Palestine needs personnel contracting services in the respective area.

This Generic Vacancy Announcement is exclusively intended for Project Manager Service Contract positions at SB4 level in any UN entities operating in the State of Palestine. The One UN Roster is a list of pre-vetted, highly qualified candidates intended to fast-track recruitment processes as positions become available. 1.  Ensure effective administration of budgets and monitoring of expenditure, focusing on the achievement of the following results: 

  • Prepare and coordinate annual work plan (AWP) development and implementation according to the project document and for relevant projects in the portfolio, as well as manage wider social cohesion initiatives at the project level;
  • Ensure timely and good quality implementation of work plan activities and that the project meets expectations/indicators as specified in the project document;
  • Continuously monitor progress against the approved work plan; identify changes in the external environment and promptly plan and agree on the necessary solutions/actions with UNDP office and Project Board;
  • Monitoring expenditure to ensure that it is in line with approved budgets, AWPs, and UNDP Programmed/Financial policies;
  • Liaising with the project donor(s) on project delivery and updates.

2.  Ensure effective project finance, asset, procurement, and HR management, focusing on the achievement of the following results:

  • Implementation of effective internal controls, proper functioning of a client-oriented financial resources and management system; 
  • Monitors financial exception reports for unusual activities, transactions and investigates anomalies;
  • Periodic monitoring of dashboards and identifying exceptions, providing remedial actions ; 
  • Systematically apply best practice in project/programme management and implementation of the project

3.  Support partnership activities at the project level:

  • Manage the relationship with relevant Ministries and/or government agencies and/or project partner(s) ;
  • Be familiar with the activities of similar initiatives/projects by other organisation(s) and keep up-to-date with their work;
  • Establish and maintain partnerships with local institutions, NGOs, CSOs, private sector, donor(s), and potential partner(s)

4.  Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders focusing on the achievement of the following results:

  • Regular exchange of information/experience with other country offices – cross-learning and sharing results and good practices;
  • Capture lessons learned during the project implementation ;
  • Participation in regular internal meetings ;
  • Participation in training events, communities of practice, codifying and sharing knowledge ;
  • Facilitation and organisation of training for project staff to enable them to perform at the required level

Required Skills and Experience

Education:

University degree from a recognized university, project management certification is desirable 

Experience:

  • Minimum of 4 years of experience of which minimum three in the field of development;
  • Excellent and proven experience in dealing with local governments, NGOs, and bilateral and multilateral donors;
  • Excellent inter-personal, negotiation and team leading skills;
  • Previous experience with International (public or private sector) Organisation is a basic pre-requisite;
  • Excellent reporting and communication skills. Professional skills in standard computer applications
