Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

As part of the UN system in Ukraine, UN Women supports national partners to implement their commitments to Women, Peace and Security Agenda (WPS), since 2015. UN Women has been providing technical assistance to develop, implement and monitor the first and the second National Action Plans for the implementation of UN SCR 1325 as well as other relevant international and national commitments related to the advancement of gender equality and women’s empowerment (GEWE) in Ukraine. In doing so, UN Women has partnered with and provided demand driven technical assistance to the key governmental institutions of the National Machinery for the Advancement at national, regional and local levels, and women’s CSOs and grassroots women, especially those affected by conflict and marginalized.

In 2020 the world commemorated the twentieth anniversary of the adoption of the landmark UNSCR 1325 on WPS, and Ukraine has adopted  the second NAP 1325 covering the period 2021-2025. In April 2020, Ukraine also joined the UN Group of Friends of Women, Peace, and Security. The renewed country commitments to the advancement of gender equality and implementation of WPS agenda create a momentum to effectively address areas of WPS agenda, which require special attention. These, according to the UN Secretary General’s Report to the UN Security Council (2020) globally include  a) radical shift in women’s meaningful participation in decision-making and in all states of peace processes, b) unconditional defense of women’s rights as part of WPS agenda, c) greater investment in social infrastructure for human security d) increase investments in women’s organizations, and e) improve gender data for WPS.

UN Women is seeking for Project Coordination Analyst, who will be responsible for the programme coordination of the Women, Peace and Security portfolio at UN Women in Ukraine, that in the next 3 years will focus on the above priority areas.  Project Coordination Analyst is overseeing the day-to-day programme management and as such coordinates working relationships with national partners and identifies their needs, coordinates with other relevant stakeholders, leads the implementation, monitoring, reporting, the finances, and personnel of the WPS portfolio. 

Duties and Responsibilities

Coordinate and oversee the overall implementation of the Women, Peace and Security Programme/Portfolio (WPS portfolio) in all regions

  • Coordinate the overall work WPS portfolio plan development and implementation according to UN Women Strategic Note/ programme document.
  • Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports to the Steering Committee consisting of key national partners, donors and UN Women;
  • Establish systems for project planning, implementation and monitoring, in collaboration with national partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

Guide programme coordination with national partners and other stakeholders

  • Coordinate relationships with national partners to support implementation and expansion of the WPS portfolio raise potential problems and suggest solutions;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, and capacity development initiatives, as needed in collaboration with the Technical Programme Analyst.

Coordinate the monitoring and reporting on the WPS portfolio

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
  • Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from WPS portfolio programme activities and results to Country Office reporting.

Manage people and finances of the WPS portfolio part of the programme

  • Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Monitor the allocation and disbursement of funds to participating partners;
  • Supervise relevant portfolio personnel

Build partnerships and support in developing resource mobilization strategies

  • Provide inputs to the development of partnerships and resource mobilization strategies;
  • Provide inputs to inter-agency coordination on WPS to achieve coherence and alignment of UN Women programmes with other partners in the country;
  • Provide support to the Representative on inter-agency coordination related activities by providing inputs to background reports and briefs.

Advocate and facilitate knowledge building and management and communication

  • Document the programme implementation process and products;
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
  • Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.

  • Timely and quality implementation of WPS portfolio activities against set workplans, timelines, and budgets, in line with the Strategic Note

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to thematic area;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is an asset.

Language Requirements:

  • Fluency in English and Ukrainian is required;
  • Working knowledge of Russian language is an asset.
