Travel:   

  1. UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
  2. The positions will be home-based until travels to the assigned duty station can resume. Once in the duty station, some travels are expected (when travel restrictions are lifted).

Within this context, UNDP invests in a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

UNDP’s presence in the Bangkok Regional Hub delivers a full range of policy, programme, and operations support to 24 Country Offices (COs) in the Asia-Pacific region. The Global Policy Network (GPN) Asia-Pacific aims to be a cutting-edge provider of timely development advice, providing support to COs and programme countries in an integrated and coherent manner, to instantly connect countries to the world of knowledge, resources and networks of best practices they need to achieve development breakthroughs.

The Gender Specialist, under the guidance of the Asia-Pacific Gender Team Leader, and as part of the Asia-Pacific GPN, works closely with the regional teams responsible for CO support (COSQA) and strategic oversight (MAST).

Institutional Arrangement

The Gender Specialist will be based in Bangkok, Thailand, with possible travels when travel restrictions are lifted.  The Gender Specialist will report to the Asia-Pacific Gender Team Leader.

Duties and Responsibilities

Scope of Work

  1. Collaborate with UNDP’s regional programming and projects, including inclusive climate action, youth empowerment, COVID19 responses & recovery, Economist Network, SDG finance, Disaster Risk Reduction, Women, Peace & Security, to ensure the effectiveness and impact of UNDP’s interventions in all areas are aligned with the UNDP’s gender equality agenda;
  2. Support design and implementation of the regional gender equality programming to develop regional gender equality insights, with focus on promoting gender equality in the economy through policy advocacy, leveraing behavioural insights, and private sector engagement;
  3. Contribute to policy advisory work on gender equality issues in the areas of inclusive climate action, youth empowerment, COVID19 responses & recovery, SDG finance, Disaster Risk Reduction, Women, Peace & Security, and with RBAP Economist Network;
  4. Facilitate regionally coordinated knowledge management (eg. online newsletters, social media campaign, advocacy events), capacity building, technical backstopping, and monitoring & reporting, vertically and horizontally across the organization, engaging UNDP Asia-Pacific Gender Community of Practice and Global Gender Community of Practice, and act as Asia-Pacific Spotlight Initaitive coordinator.
  5. Support positoning UNDP as a partner of choice on gender equality and women’s empowerment through collaborative programming, strategic partnerships, and resource mobilization, with intergovernmental organisations, UN agencies, CSO and Private Sector partners, and other development partners.
  6. Respond to requests from RBAP Country Offices, in particular China and Thailand Country Offices, to help them strengthen their gender equality contributions.

Required Skills and Experience

Min. Academic Education

Masters Degree in Social/Political Science, Gender or Women’s Studies, Development Studies, or relevant disciplines

 

Min. years of relevant Work experience

Minimum of 5 years of professional experience in policy analysis and advocacy, programme/project management, and knowledge management, addressing the promotion of gender equality and women’s empowerment

 

Required skills and competencies

Demonstrated, substantive skills in research, analysis and policy development and policy advocacy

 

Demonstrated, substantive skills in design and implementation of gender equality and women’s empowerment initiatives

 

Demonstrated skills in design and organisation of gender equality advocacy and communication campaigns, including online actions

 

Competency in effective coordination, strategic partnership building, and innovation

 

Experience in the use of office software packages, and  handling web-based management systems and web-based interactive conferencing tools

 

Desired additional skills and competencies

Previous experience in the Asia-Pacific region is desirable

 

Previous engagement with UNDP and other UN agencies in the areas of gender equality and women’s empowerment is a strong advantage

 

Required Language(s) (at working level)

Fluency in English, including excellent drafting and presentation skills
