Bosnia and Herzegovina (BiH) became a member of the United Nations Framework Convention on Climate Change (UNFCCC) on December 6, 2000, and the Kyoto Protocol was ratified on April 22, 2008. The Initial National Communication (INC) of BiH to the UNFCCC was submitted in 2010.

The TNC was completed in 2017.  The TNC has advanced the state of climate modeling, impacts assessment, and policy analysis in Bosnia and Herzegovina and it has also established a measurement baseline for public awareness and outlined key capacity needs. Furthermore, work on the TNC has enhanced the individual capacity of climate researchers in Bosnia and Herzegovina in government, academia, and NGOs, and it has strengthened the organizational capacity of the UNFCCC focal institution in Bosnia and Herzegovina. 

This Project will not only support the country of Bosnia and Herzegovina in meeting its above specified obligations as a UNFCCC signatory but will also serve as a significant strategic document for sustainable development. The cross-cutting nature of the FNC process will foster relationships across entities and economic sectors, by establishing linkages between environment and other sectors.

The overall project’s objective is to enable Bosnia and Herzegovina to prepare its FNC and TBUR to the Conference of Parties. Preparation of the FNC and TBUR will attain higher level change by contributing to the achievement of the national environmental objectives in several ways: (1) It will enhance the ability of Bosnia and Herzegovina to participate actively in addressing the global environmental threat of climate change; (2) It will further develop capacity in climate change-related research and analysis that can support effective environmental policies and provide important data related to environmental challenges to sustainable development in Bosnia and Herzegovina that go beyond climate change; and (3) It will provide improved information and analysis for policies in key areas, such as water resources, agriculture, etc. Preparations of NCs represent an obligation of signatory countries of the United Nations Framework Convention on Climate Change but also a valuable insight into the efforts that countries are taking to integrate climate change measures to policies, strategies and planning. In parallel to development of FNC and TBUR the UNDP is providing support to BiH in preparing drafts of National Determined Contribution (NDC), draft Climate Change Adaptation and Low Emission Development Strategy and National Adaptation Plan (NAP). Also, under different initiative BiH is developing National Energy and Climate Plan (NECP).  All this strategies and plans will support BiH in addressing climate change issues on strategic and evidence based manner. Moreover, by developing the strategies, BiH will show its strong dedication to work on climate change issues to ensure sustainable development. Thus, it is of vital importance to unify BiH starategic approach to more effectively address mitigation and adaptation to climate change.

In accordance with the Law of Environmental Protection of RS (Official Gazette of Republika Srpska, 71/12, 79/15 and 70/20) and the Law on Environmental Protection of Federation of BiH (Official Gazzete of FBiH 15/21) the development of environmental strategies, action plans and other plans and programes must undergo Strategic Environmental Assessment (SEA). The SEA of the NECP will be undertaken to ensure that the proposed objectives, targets and actions put forward account for any significant potential environmental impacts and will integrate all relevant environmental, socio-economic and sustainability considerations at the early stage of its development.

Devoirs et responsabilités

The consultant should work in close consultation with and under the guidance and supervision of the UNDP.

Develop a SEA report for the NECP in accordance with the Laws on Environmental Protection of Republika Srpska and Federation of Bosnia and Herzegovina, and Annex 1 of the EU SEA Directive, as well as other relevant guidelines and best practices. This includes, but is not limited to:

• analysis of the compliance of the NECP with environmental policies and obligations under environmental conventions and agreements that BiH is party to, as well as laws in force in BiH;
• assessment of the likely significant impacts on the environment and potential transboundary impact arising from the implementation of NECP;
• assessment of the likely significant environmental and socio-economic impacts on most vulnerable groups;
• identified mitigation measures which will reduce or offset those significant impacts (as described in points above);
• early consideration of realistic, reasonable, viable and implementable alternatives that promote environmental and socio-economic benefits and an assessment of alternatives (what the potential environmental impacts of the preferred alternative and other reasonable alternatives are) and outline the reasons for selecting the preferred alternatives;
• monitoring programme which will be used to cross check significant effects which arise during the implementation stage of the NECP;
• description of public participation in the SEA process and
• a summary for a non-technical audience, for public display, in accordance with existing Laws and legislation in BiH and EU SEA Directive.

The Consultant will also consider the comments and proposals submitted by the relevant public authorities and the public during the public displays and public hearings of the SEA report, adapt them accordingly or provide justification for ignoring them (within the response matrix) and develop a Report on participation of stakeholders, organizations and the public. The response matrix will be annexed to the SEA report, respectively.

Qualifications et expériences requises

Academic Qualifications/Education:

• Advanced university degree in Engineering, Technical science, Sustainable Development or related fields; MSc will be taken as an asset.

Experience:

• Minimum 8-years experience in working in environment sector, experience in energy sector will be taken as asset;
• Minimum 5 years of professional experience preferably focused on development of strategic and planning documents related to environmental protection and climate change;
• Knowledge of the environmental issues in BiH, especially climate change and energy related issues;
• Knowledge and understanding of the relevant EU directives, EU energy community regulations and UNFCCC.

Languages Requirements:

• BiH languages- native;
• Knowledge of English is an asset.

Individual  will be evaluated based on the following methodology:

When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
