Background

The need for energy efficiency improvements across the Ukrainian economy is significant. Ukraine’s economy is two or three times as energy intensive as many neighboring countries, including Poland, Slovakia, and the Czech Republic. One of the many sectors, which needs to become more energy efficient, is the housing and communal sector. This sector, directly impacting on the quality of the living conditions of millions of Ukrainians, is four times less energy efficient than in the average Western European country and consumes almost 45% of the country’s energy. Inefficient central heating systems lead to significant gas wastage. 70% of the housing stock, consisting of apartments, situated in multi-apartment buildings, housing some 34 million people, is highly energy inefficient. In 2017, the European Commission adopted a new Energy Efficiency Support Programme for Ukraine (EE4U), aimed at contributing to increased energy efficiency in the Ukrainian residential sector and reduce greenhouse gas emissions. In this context, the EU, together with Germany, will support the activities of the Energy Efficiency Fund in providing grants to energy efficient renovations of multi-apartment buildings across Ukraine.

UNDP is intervening during a period of  34 months to fully prepare homeowners associations throughout the country for projects’ financing and implementation, building on its country-wide network of partnerships with regional and local governments, and its long-standing experience of bottom-up citizen mobilization for common action. The specific objectives of UNDP’s proposed Project are to stimulate and support the creation of Home Owners Associations (HOAs) through a local presence throughout the country, and to prepare them to seek and obtain financing for their home improvement projects.

The Project contributes to increasing the energy efficiency of the Ukrainian residential housing sector by mobilizing and empowering homeowners in multi-apartment buildings across Ukraine for establishing of HOAs and supporting HOAs as they make energy efficient renovations of their houses with financial support from the Energy Efficiency Fund (EEF). The large-scale creation of home-owner associations as entities for active bottom-up engagement and civic responsibility also has other benefits on overall housing sector reform.

To reach the abovementioned goals the Project is seeking to contract a Consultant to develop and conduct a survey to collect data on establishment and management of the HOAs.

Duties and Responsibilities

2. OBJECTIVE

The overall objective of the assignment is to assess the level of satisfaction among HOAs created or trained by the Project with their HOA management, to access Project influence on motivation to apply to the Efficiency Fund. This survey will use results of the survey done in 2020 and proceed with the same HOAs but on the level of homeowners, not including HOAs management. The Project will provide Consultant with survey report done in 2020 for reference.

 

3. SCOPE OF WORK

Under the supervision of the HOUSES project Team Leader, the Consultant will be responsible for the following tasks:

  • Develop a work plan and approve with the Supervisor for further actions.

Design the criteria for HOAs to be interviewed and the criteria for their selection HOAs members to be interviewed.

  • Evaluate the level of satisfaction among HOAs created or trained by the Project with HOA management (including plans for renovations and energy efficiency retrofitting).
  • Compare results between macro regions (west, each, center-north, south). The key indicators to be assessed within the survey are:

1) Percentage of homeowners, in territories covered by the Project, satisfied with HOAs management (including plans for renovations and EE retrofitting, gender and age disaggregated data).

2) satisfaction of pre-created HOAs (before 2019) with HOUSES trainings and provided support

  • Provide database of homeowners’ responses.
  • Prepare an analytical report in Ukrainian and a final presentation in Ukrainian and English.

5. PROPOSED PAYMENT SCHEDULE:

UNDP will pay the negotiated amount in three tranches according to the following payment schedule:

  • the first payment (50% of the contract amount) upon successful completion of the Deliverable 1 and approval of the Interim Report #1.
  • the second payment (50% of the contract amount) upon successful completion of the Deliverable 2 and approval of the Final Report and indicated tasks.

The payments will be processed upon the full completion and acceptance of contractual obligations whereupon the Consultant signs the certification of acceptance.

 

6. REQUIREMENTS FOR MONITORING/REPORTING:

The Consultant will work under general leadership and direct supervision of the Project Team Leader. He/she will receive necessary guidance, clarification that may be needed for this task. He/she will duly inform Project Team Leader of any problems, issues or delays arising during implementation of assignment and take necessary steps to address them.

The Consultant will report to the Supervisor on the progress of the work performance according to the developed time schedule. Deliver a campaign assessment report.

UNDP will be the final authority to control the quality and evaluate the work. No reports, documents, communications should be published or distributed to third parties without prior approval of UNDP. Should any travel be needed for the assignment, the incumbent should include this cost in his/her financial proposal.

Education:

University degree (at least Specialist degree) in the fields of social science, sociology, statistics, mathematics.

Experience:

  • At least 3 years of proven practical experience in the development and conduction of sociological research (at least 5 samples);
  • Solid analytical skills (proven by samples of analytical reports and\or papers).

Language:

  • Fluency in Ukrainian and working level of English is required.

Applicants shall submit the following documents:

  • Letter of interest, explaining why they are the most suitable for the work including relevant experience;
  • Personal CV, including information about experience in similar projects/assignments and contact details for referees;

Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (includes financial proposal with fees and all other expenses foreseen for the delivery of the assignment).

 

9. FINANCIAL PROPOSAL 

Lump sum contract 

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the ToR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including number of anticipated working days).

10. EVALUATION METHOD

Evaluation Criteria

  • Advanced University degree in the fields of social science, sociology, statistics, mathematics – 10 points max (10 – PhD,  – Master’s degree, 5 - Specialist degree);
  • Professional experience in development and conducting of sociological research at the national level – 25 points max (25 points for 5 and more years; 22 points for 4 years of experience, 20 points for 3 years); at least 5 samples of work to be indicated and provided on request if any;
  • Proven solid analytical skills (supported by samples of similar analytical reports) – 30 points max (30 points for 5 and more reports; 25 points for 4 reports, 20 points for 3 reports);
  • Language Skills – 5 points max (5 points –fluent Ukrainian and English), 4 points- fluent Ukrainian and working level of English)

Maximum available technical score – 70 points.

Evaluation method:

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

  1. responsive/compliant/acceptable, and
  2. having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates meeting the minimum requirements and obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
