Prevention and Illicit Arms Reduction in Bosnia and Herzegovina (Project PILLAR) seeks to implement a comprehensive awareness raising regarding the dangers of illegal possession of firearms and to educate targeted audiences on how to recognize individual and collective threats to security. Furthermore, the project aims to contribute to behavioral change and comprehensive understanding of the threats posed by SALW within families, community and society in general.  These shall be achieved through the following project results/outputs:

Associations of women police officers capacitated to act as 'agents of change' in raising awareness and increasing understanding of SALW threats by the general population:

  • Raised awareness through structured countrywide campaigns, outreach activities and advocacy addressing the devastating impact and threats posed by illicit SALW to general public, especially vulnerable groups (women, children, young men).

Completed and ongoing projects in the field have been focusing on building policy, institutional and operational frameworks and capacities resulting in improved preparedness and efficiency of the law enforcement community in BiH to monitor, track, seize and investigate illicit SALW trade. However, it becomes apparent that without enhanced cooperation with the communities with an emphasis on the awareness of responsible ownership, risks that SALW poses and mobilization of the relevant stakeholders within the communities, successful control might be difficult to establish.

Therefore, the PILLAR Project and proposed project activities have been designed in such a manner to be fully aligned and contribute to the achievement of goals of the Small Arms and Light Weapons (SALW) Control Strategy in Bosnia and Herzegovina[1] (BIH SALW Strategy) and Regional Roadmap for SALW Control in the Western Balkans (Roadmap)[2].  Implementation of the project and its envisaged activities directly contribute to the achievement of several goals and activities envisaged by the BiH SALW Strategy and the Roadmap action plans. Furthermore, the project shall build on the previous and ongoing interventions within the UNDP’s CIAT and HALT projects. 

The main partner in the implementation of the project shall therefore be Coordination Board for Small Arms and Light Weapons in Bosnia and Herzegovina (SALW CB BiH) as an overall coordination body for all project activities.  Beneficiaries of the project are all cantonal, entity and national level law enforcement agencies along with two formal Networks gathering women police officers in BiH.

Overall objective of the assignment is to provide training for approximately 50 members of the Networks. Selected consultant shall be tasked to develop 4-5 days training curricula (the length of the training shall be determined through mutual agreement with the project team) to be approved by the UNDP project staff and to deliver training which shall consider the main topic of the project which is pertinent to SALW control and threats posed by irresponsible possession and misuse of SALW.  Furthermore, the recipients of the training shall be trained to shift their focus to innovative solutions and approaches in law enforcement as well as to the advantages of digital solutions in policing.  Consequently, the trainees, hence the Networks and their respective LEAs, shall develop internal capacities for project development by gaining hands-on experience and skills to write and develop projects. Parallelly, members of the Networks shall gain general knowledge for strategic planning and development of strategic and action plans ensuring that the results achieved through this project are sustainable and efforts in this field continued.  Once the training is delivered, the incumbent shall provide mentorship and assistance to the recipients of the training in writing/developing four mini-projects.

Duties and Responsibilities

Under this assignment, the Consultant shall be responsible, within a given timeframe of up to 21 working days, until 30 September 2021, for delivering the following:

  1. Conceptualization of specialized training for approximately 50 members of the Networks focusing on strategic planning and project development. The incumbent shall develop training plan, curricula, and training materials for approval by the PILLAR project team. 
  2. Deliver 4-5 days training for approximately 50 members of the Networks (2 iterations with approximately 25 participants per group) on strategic planning and project development.
  3. Provide mentorship and assistance to the recipients of the training in writing/developing four mini-projects.

Aside of active engagement and empowerment of women professional police officers as constitutional part of the project activities and beneficiaries of the project, the aim also to enable law enforcement agencies to acquire in-house capacity for bi-lateral or multi-lateral opportunity to programme, structure and seek support and funding from international partners for their respective needs.

Required Skills and Experience

Academic Qualifications/Education:

  • University degree in the area of Economics, Business Administration, Criminal and Security Studies, Political or Social Sciences or other related field

Experience:

  • At least 8 years of the relevant work experience pertinent to project development and project writing, strategic planning and training.
  • Proven relevant professional experience in education and training of adults.
  • Proven knowledge of project development and strategic planning.
  • Previous experience within an international community organization.
  • Previous experience in project and team management is considered an asset.
  • Previous experience in partnering and interaction with governmental institutions (law enforcement agencies/police agencies) and international organizations is considered an asset.

Languages Requirements:

  • Fluency in English and one of the official languages in BIH, with excellent drafting and presentation skills.
