Background

The United Nations Development Programme (UNDP) is the UN’s global development network, working in 177 countries and territories. In Bosnia and Herzegovina, UNDP is committed to helping the country through strengthened national and local capacities to carry out political, economic and social reforms and promote development. In the programmatic period 2021-2025, United Nations Sustainable Development Cooperation Framework will guide the work of authorities in Bosnia and Herzegovina (BiH) and the United Nations (UN). Commitment to work together and achieve priorities in BiH is expressed by: The 2030 Agenda for Sustainable Development and selected Sustainable Development Goals (SDGs), future accession to the European Union, the Joint Socio-Economic Reforms (Reform Agenda) 2019-2022, and the human rights commitments of BiH, including other agreed international and regional development goals, and treaty obligations and conventions.

The Public Enterprise Integrity Project (PEIP) is part of the Local Development Programme and is a Norway-funded initiative aimed at improving the performance and fiscal responsibility of public companies and institutions, operating primarily in Canton Sarajevo. The Project entails the design and administration of a series of in-depth reviews, looking at how key companies and institutions discharge their mandates and manage the public funding they are entrusted with. In addition to the reviews, the Project entails the design and deployment of a Corruption Risk Mapping tool, aimed at identifying the prospective corruption exposure of public entities, as well as a comprehensive capacity building programme for key personnel of both public corporations and line ministries, tasked with overseeing their work. 

The purpose of this consultancy within the PEIP is to review management and corporate procedures employed by a selected public enterprise - KJKP ZOI'84, as well as to suggest recommendations for improvements and provide technical assistance during their implementation, in line with the findings of the performance review undertaken by a UNDP contractor. 

The main objective of the consultancy is to improve the quality of operations for the targeted public enterprise, thus leading to better, and more cost efficient service delivery.

Duties and Responsibilities

In 2019 and 2020, PEIP conducted the performance review of several public companies and institutions in Canton Sarajevo, among them KJKP ZOI’84. The analysis provides a detailed scan of the company’s internal structure, strengths, weaknesses, as well as a brief overview of relevant legal framework. Based on these findings, PEIP would like to further examine and deliver a more substantial analysis encompassing specific processes, expert recommendations and practical guidance, for the company’s management, to ensure a successful implementation. 

More specifically, the Consultant will undertake the following tasks:

  1. Desk Review and initial work plan;
  2. Assessment of book-keeping, contract management, HR practices in ZOI 84 and provision of expert recommendations;
  3. Provision of technical assistance for the implementation of the recommendations;
  4. Preparation of final report.

Task 1. Desk review and preparation of initial work plan

Under this task the Consultant will become familiar with the overall purpose and goals of PEIP project, the performance review report for KJKP ZOI’84, relevant legal provisions and framework, and other documents that may be relevant. The Consultant will also prepare the initial work plan for the consultancy, with timeframe, sequence of tasks and sub-tasks, as well as the list of counterparts whose participation/cooperation needs to be secured. The initial work plan will be approved by PEIP Project Team.

Anticipated level of effort: 5 days.

Task 2. Assessment of book-keeping, contracts storing system, HR practices in KJKP ZOI’84 and provision of expert recommendations

Under this task the Consultant will perform the following:

2.1 Book-keeping assessment :

  • Conduct analysis of existing hardware and software in the book-keeping department;
  • Adjust book-keeping patterns after needs assessment and introduce daily update system;
  • Identify the sources of gains and losses (analysis and sub analysis);
  • Introduce and develop daily Cash Flow reports;
  • Introduce or improve invoicing procedures;
  • Design periodical reports for the Management and the project Board.

2.2 Contracts storing system assessment:

  • Introduce and develop book of contracts/digital register of contracts;
  • Adjust and design uniform standard contracts (e.g. lease, rent, etc.);
  • Establish filing and data base system with documents concerning ongoing and completed legal obligations, and processes (including relevant corporative acts);
  • Design periodical reports.

2.3 HR Assessment:

  • Review and upgrade organisational structure of the company;
  • Review required and existing staff profiles and hierarchy;
  • Review ToRs for each post;
  • Introduce staff member history/files;
  • Design periodical reports.

As the final result of this task the Consultant will provide a report which will include the list and description of all the recommendations s/he produced.

Anticipated level of effort: 52 days.

Task 3. Provision of technical assistance for the implementation of the recommendations;

Under this task the Consultant will provide expert assistance to the company’s management in the process of implementing the recommendations designed under the Task 2. To that purpose, the Consultant will develop a time and activity plan that will clearly identify where the assistance is needed and how it will be provided. The plan will be approved by PEIP Project Team.

Anticipated level of effort: 30 days.

Task 4. Preparation of final report

Within this task, the Consultant will be responsible for preparation of the final report upon the completion of the tasks described above. The report should be prepared in the form agreed and approved by UNDP, and should be submitted in BHS language. The report should contain information on the achievement of objectives, measurable results and outputs and should be submitted to UNDP in electronic form.

Required Skills and Experience

Academic Qualifications/Education:

  • University degree in business management, business administration, law or similar. Advanced degree will be considered as an asset;

Experience:

  • Minimum 10 years of professional experience with extensive knowledge of public enterprises;
  • Extensive experience on similar projects with focus on implementation/ supervision/ quality control in regard to improvement of book-keeping and HR practices;
  • Good knowledge and understanding of the relevant legal provisions  and framework;
  • Familiarity with UN system and the UNDP rules, procedures and regulations would be advantage.

Languages Requirements:

  • Fluency in both written and spoken languages of Bosnia and Herzegovina;
  • Knowledge of English language would be an asset.
