The European Union Support to Agriculture Competitiveness and Rural Development in Bosnia and Herzegovina (EU4AGRI) is a 4-year project (2020-2023) primarily funded by the European Union (EU) under the Instrument for Pre-Accession Assistance (IPA). Worth EUR 20 million, the project is implemented jointly by United Nations Development Programme (UNDP) and Czech Development Agency (CzDA). In line with the Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021) – Framework Document, the project objective is to increase the competitiveness of agricultural production and rural jobs and services. In this context, the project will focus on raising investments in the agri-food sector and increasing the knowledge and skill levels of agricultural producers and other participants in the value chain through the expanded provision of advisory services, as well as on improving economic opportunities in rural areas. The project will also enhance the policy environment through a coherent and complementary set of activities, including strengthening of institutional capacities and services, as well as improvements in policy and regulatory frameworks.

Accordingly, the project expected results are as follows:

  1. Higher levels of production of safe and quality food based on introduced innovative practices, while preserving the natural resources and the countryside, are sustained; and
  2. Policy actions are implemented in EU aligned manner, based on sector services and systems improved.

The purpose of this consultancy is to provide support to the project team in review of submitted investment project proposals that include constructions works and to assist with field monitoring of approved investment projects.  

Duties and Responsibilities

EU4AGRI Project expects to publish six public calls in the next 12 months. As part of these calls, the Consultant will review up to 30 projects during the evaluation phase and actively work on monitoring and field verification of up to 20 approved investment projects, which might include procurement of machinery, equipment, construction and/or reconstruction of production facilities/markets/infrastructure/tourism facilities or other support facilities, etc.

Under the direct supervision of the Project Manager, the Consultant will undertake following tasks:

Task 1. Technical assistance to the EU4AGRI project team in evaluating project proposals that include construction components

  • Review of the public calls’ documentation to get acquainted with the purpose, provisions, procedures and other relevant information.
  • Review of the technical documentation related to construction works submitted as part of the project proposal (construction project, construction permits, building project etc.).
  • Review of the proposed bill of quantities and detail price schedule for submitted projects including validation to current market prices.
  • Review technical feasibility of proposed construction projects in order to comply with required standards, regulations and design requirements and provide concrete suggestions for corrective measures (if any).
  • Provide written recommendation to the Evaluation Committee.

The estimated level of effort for this task is 15 expert/days.

Task 2. Undertake monitoring and quality assessment/verification for construction works

  • Conduct field visit(s) - verification of quality and quantity of conducted construction works (planned/reported vs used) including assessment if completed works are in line with the relevant construction design documentation and agreed conditions.
  • Evaluate executed construction works in accordance with the public safety regulations and good practice, Entity Spatial Planning and Construction Acts and relevant by-laws, technical regulations, general and special technical conditions and professional codes etc.
  • Prepare report for each construction project that at least include cost verification, identified inconsistencies, identified risks and recommendations. The report will be used to support payments according to approved budget.

Anticipated field visits to the construction sites are at various locations within BIH. Each project/site should be visited at least twice during the construction phase.

The estimated level of effort for this task is 50 expert/days.

Required Skills and Experience

Academic Qualifications/Education:

  • Minimum advance degree in civil engineering/architecture or University degree for a 5-year Study Program from a recognized University.

Experience:

  • Minimum 5 years of professional experience in the relevant field of civil engineering or architecture, especially in construction supervision and quality assurance.
  • Professional licensure in the area of civil engineering or architecture in accordance with the Entity Spatial Planning and Construction Acts and relevant by-laws.
  • Proven experience in work of construction supervision and quality assurance regarding relevant regulations and by-laws

Languages Requirements:

  • Excellent writing and oral communication skills in in the official languages in Bosnia and Herzegovina. English language proficiency will be considered an asset.

Other Requirements:

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

Award Criteria: The consultancy will be awarded to the highest qualified applicant through the combination of technical qualifications and financial offer.
