UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

One of the key areas of concern is the economic empowerment of women. It is expressed in targets and indicators of SDG 5 (Achieve gender equality and empower all women and girls) and SDG 8 (Promote inclusive and sustainable development, decent work, and employment for all). Progress toward it depends not only on the adoption of a set of public policies by governments, but also on the existence of an enabling environment and active engagement of the corporate sector. This is also relevant to the achievement of SDG 1 (Poverty Reduction), SDG 10 (Reduced inequalities) and SDG 17 (Revitalize the global partnership for sustainable development).

The Gender Park, established in 2013, is an initiative of the Government of Kerala to strengthen gender equality in the state. Headquartered in the state capital Thiruvananthapuram, with its main campus at Calicut (Kozhikode), the Gender Park drives policy, research, economic and social initiatives that work for a just and equal society. The Gender Park is the first space of its kind in the world and aims to become a premier convergence point for gender-related activities in the region.

UN Women has partnered  with the in the Gender Park initiative, building on previous collaborative efforts forged during the International Conference on Gender Equality I in 2015. Gender Park will function as a South Asian hub for all gender-related activities covering countries such as Bhutan, India, Maldives, and Sri Lanka providing an avenue for sharing knowledge and experiences.

Objectives of the Assignment

UN Women seeks the services of a genderconsultant to provide technical expertise and draft a Sustainable Entrepreneurship and Social Business policy framework informed by an analysis of existing global policy frameworks.

Under the guidance and supervision of the CEO, Gender Park andCountry Programme Manager - WEA, UN WOMEN, the Technical Consultant will undertake the following key tasks and other responsibilities as may be assigned.


Duties and Responsibilities

Technical advisory and support to Gender Park on: 

  • Conceptualizing and operationalizing its Gender Data Centre;
  • Undertake desk review and policy analysis for conceptualizing Gender Data Centre;
  • Identify and coordinate  with relevant stakeholders and lead consultative processes to conceptualizing and operationalizing Gender Data Centre;
  • Undertake desk review and policy analysis for conceptualizing Sustainable Entrepreneurship and Social Business policy framework;
  • Identify and coordinate  with relevant stakeholders and lead consultative processes to conceptualizing Sustainable Entrepreneurship and Social Business policy framework;
  • Lead meetings with relevant stakeholders for expert advice/guidance for above;
  • Preparation of monthly performance reports;
  • Any other tasks assigned by Supervisors from time to time.

Deliverables:

  • Develop and submit concept note and operationalization plan for Gender Data Centre.
  • Develop and submit the Sustainable Entrepreneurship and Social Business policy framework.
  • Technical support to the Gender Park  on mainstreaming gender in their ongoing programmatic and policy initiatives.
  • Identify areas of collaboration around UN Women’sprogrammes on promoting women’s entrepreneurship and develop a work plan for UN Women’s collaboration with Gender Park.
  • Periodical reporting.
  • All the information related to the assignment.

Required Skills and Experience

Education:

  • Master’s degree in social sciences, women’s rights, international studies, gender and development, law or any other related discipline.

Experience:

  • 8 years of professional experience, preferably with the government or civil society sector on promoting women’s social entrepreneurship;
  • Substantial and demonstrated understanding/experience of working with gender data and data systems.
  • Experience of Government functioning;
  • Demonstrated verbal and written communication skills;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) required and advance knowledge of spread sheet and database packages desirable.

Language:

  • Fluency in English and Hindi.
  • Fluency and working knowledge of Malayalam is preferred.

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points);
  • Minimum Experience relevant to the assignment (10 points);
  • Working knowledge and experience of working with National /State Government (5 points);

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interview - 80 Points
  • Written Test - 20 Points
