Antecedentes

As part of the Rohingya humanitarian response in Cox’s Bazar, Bangladesh, UN Women has  established “Gender Hub’ with the objective of strengthening accountability of all humanitarian actors for gender equality and empowerment of Rohingya refugee and host community women and girls in line with the Inter-Agency Standing Committee (IASC) Policy on Gender Equality and Women’s Empowerment in Humanitarian Action and its Accountability Framework. The Gender Hub is the part of the Inter-Sector Coordination Group (ISCG) Secretariat and support humanitarian actors in Cox’s Bazar more effectively integrate gender equality and women’s empowerment including prevention, mitigation and response to gender-based violence and sexual exploitation and abuse into their programmes through systematic gender mainstreaming for better service delivery and empowerment outcomes for the Rohingya refugees and host community women and girls.

 

The Gender Hub built on ongoing efforts and expertise of the different gender and protection related coordination groups (Protection Working Group, Gender in Humanitarian Action Working Group, Gender-Based Violence sub-sector, Preventing Sexual Exploitation and Abuse network). It offers integrated technical advisory support to sectors, humanitarian agencies, government and local partners to help them translate policies and commitments and various assessments and study recommendations on gender and women’s empowerment into tangible actions. It is a capacity development hub and deliver and manage training, facilitate reflection events, provide coaching for humanitarian workers and local counterparts engaged in the refugee response on gender awareness, sensitivity and gender equality, gender and diversity . The Gender Hub also act as a knowledge management hub that contributes to strengthening the knowledge and evidence-base for designing interventions.

 

Considering the above mentioned role of Gender Hub, it requires to produce and adopt manuals, documents and other learning materials in line with IASC guidelines and policies. Given this background, Gender Hub required a National Consultant to develop a manual on Gender Mainstreaming in Nutrition Sector in Rohingya and host community response.

Reporting to the National Gender and Capacity Development Specialist of Gender Hub, the Consultant will work in adapting the IASC Gender Handbook Training Manual for Nutrition Sector.

 

Objectives:

To adapt the IASC Gender Handbook Training Manual of Nutrition Sector and to adapt case studies and other training materials in the context of Rohingya response and host communities.

Deberes y responsabilidades

The consultant will:

  • Review the IASC 2018 Gender Handbook and the Training Manual to draft the outline of the Nutrition Sector.
  • Consult the relevant sector lead and Gender Hub staff: Head and National Gender Capacity Development Specialist for their inputs on the core subject of the training.
  • Develop the draft training manual content out of the agreed outline. The consultant needs to follow the template of the existing IASC Training Manual.
  • Adapt and develop case studies and other key training materials relevant to the context in Rohingya response and host communities.
  • Develop training slides presentation and handouts with relevant diagrams and pictures to accompany the training manual.
  • Finalize the training manual and materials after the comments from Gender Hub and Nutrition Sector and the field testing conducted by Gender Hub.

Travel Cost: No need DSA and other travel cost.

 

Duration of contract : 10 working days from 15 June to 30 July,  2021.

 

Supervision and Performance Evaluation:

The consultant will report to the National Gender and Capacity Development Specialist of Gender Hub . Consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of training manual and relevant training materials (ie. case studies) produced.

Duty station:

The consultant will be based at their home with engagement with key staff through skype while adapting the training manual.

 

 

 

Competencias

Competencies:

  • Substantive knowledge and experience related to current policies and practices in the fields of gender equality, protection and humanitarian action, including humanitarian coordination; 
  • Excellent analytical skills;
  • Excellent writing skills in developing training Manual, design training session, training slides presentation, case studies and other relevant training materials.
  • Strong knowledge of programme development, implementation, results-based management and reporting.
  • Knowledge and experience of developing Training Manual or exposure to Nutrition related programmes from Gender perspective.

Habilidades y experiencia requeridas

Required qualifications:

  • Master’s degree or equivalent in gender, international relations, international development, international law or other social science fields is required
  • At least 5 years’ experience in supporting development and implementation of projects that mainstream gender in disaster management and humanitarian response to address gender equality and women’s empowerment in disasters and emergencies;

Additional Capacity:

  • Experience in developing training manual, slides presentation and training materials (eg. case studies) related to gender and humanitarian action.
  • Knowledge of IASC policies and tools for gender mainstreaming in humanitarian action and Nutrition Policies in Bangladesh.
  • Knowledge and experience with Rohingya refugee response;
  • Experience of working with UN Women and Gender Hub.

Language:

  • Excellent writing and editing skills, as well as strong communication skills in English and Bangla.

 

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all
costs components required to perform the deliverables identified in the TOR, including professional fee, only  and any other applicable cost to be incurred by the SSA in completing the assignment.
The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon
completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria:
Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:
1. Responsive/compliant/acceptable; and
2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the
solicitation;
Only candidates obtaining a minimum 70 mark in technical evaluation will be considered eligible for financial evaluation.
Technical Criteria for Evaluation (Maximum 70 points out of 100)


Criteria-01; Academic Qualification- Max Point 10
Criteria-02; Experience in different approaches in capacity development ie. training, coaching etc; experience in training cycle management- Max Point  25
Criteria-03; Developing training session, training slides presentation, case studies and other relevant training materials; - Max Point 25

Criteria-04; Number of years    experience in supporting development and implementation of projects that mainstream gender in humanitarian response  to address gender equality and women’s empowerment in emergencies;- Max Point 20

Criteria-05; Knowledge and experience with Rohingya refugee response;- Max Point 10

Criteria-06; Knowledge of IASC policies and tools for gender mainstreaming in humanitarian action- Max Point 10

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points (70) will be considered as technically-qualified candidate.

Individual subscribers over 65 years of age are required to undergo a full medical examination including x-rays at their own cost and obtaining medical clearance from the UN Medical Director prior to taking up their assignment;
