Background

The United Nations in Cambodia is providing support to the Royal Government of Cambodia (RGC) through the Council for Agricultural and Rural Development for the conduct of the National Food Systems Dialogues leading up to the UN Food Systems Summit in September 2021. Government ministries and institutions at all levels, UN agencies, donors, civil society and the private sector are all to be engaged in the National Food Systems Dialogues.

The Dialogues will take place over multiple events, which may be conducted virtually or face to face, according to the situation regarding restrictions on travel or gatherings. The Facilitator for National Food Systems Dialogues will support the process by conducting training and providing on-line and face-to-face support for planning events, facilitating discussion and reporting.

Duties and Responsibilities

Scope of work:

 

  1. Undertake online training as a Facilitator for the Food Systems Dialogues and prepare for training and facilitation roles, fully understanding the global and national guidelines for the conduct of the Dialogues.

  2. Analyse the dialogue transcripts to determine the key issues for food systems in Cambodia.Relate these issues to the National Strategy for Food Security and Nutrition 2019-2023, cross cutting issues of Gender and Youth, Equity and Environment and the Socio-economic Response Plan for COVID 19, the Nutrition Accelerator for the SDGs and the UNDAF 2019-2023 to assist with targeting, coordination and alignment of the plans.

  3. Assist with planning and support for dialogue events in various locations and with diverse stakeholders using Zoom meetings as required.

  4. Ensure that the outputs of the Dialogues are collected and translated into English suitable for further editing and submission to the National Convenor for the Dialogues for use in presentations to be made in the Pre-Summit (July 2021) and Global Summit (September 2021).

  5. Linking dialogue commitments directly to planning and actions for food systems improvements and socio-economic recovery, leading up to and post the Global Summit in September 2021

  6. Other duties as required to support policy dialogue and capacity building for counterparts.

     

    Expected Outputs:

     

  7. Demonstrate proficiency in live dialogue facilitation and using Zoom and MS teams for virtual meetings.

  8. Provide facilitation for selected events (approximately 6 events)

  9. Conduct analysis and provide summary reports in English and/or Khmer for national level dialogues and in-depth dialogues on specific topics

  10. Mapping linkages between the National Roadmap and implementation of substantive actions for COVID-19 recovery and the Nutrition Accelerator for the SDGs on the part of the UN in Cambodia

  11. Final Report

Required Skills and Experience

Education: 

  • At least a Bachelor’s Degree in agriculture, agro-industry, food technology, environment, development management or other relevant field.

 

Experience:

  • At least 5 years’ experience working in applied fields, including in capacity building, community dialogue and event management.

  • Extensive experience in organizing and facilitating dialogues in various locations and with diverse stakeholders

  • Extensive experience working with government, development partners, the private sector and civil society in Cambodia in areas contributing to food systems.

Language Requirement:

  • Excellent written and spoken command of English and Khmer
