Background
The project intends to prevent the release in Persistent Organic Pollutants (POPs) in the environment through the improvement of health care waste management, implementation of green chemistry initiatives in the industry and agriculture along with destruction of identified POPs waste stockpiles.
All these substances pose a global threat to the environment and human health due to their long persistence in the environment, their long term and cumulative toxic properties, and their capacity to bioaccumulate in living organisms.
The overall objective of the project is to reduce risk for people’s health and the environment through the prevention of U-POP releases, shifting from POPs toward non-POPs chemicals in the plastic industry, and sound destruction of at least 50 tons of POPs waste.
The establishment of database/registry of appliances and equipment that contain Ozone Depleting Substance would enable the implementation and improvement of the existing legislation in BiH and further steps of toward fulfilment of obligations of Bosnia and Herzegovina under implementation of the Montreal Protocol on Ozone-Depleting Substances (ODSs) and their alternatives.
Database/registry of appliances will provide information about number of units containing refrigerants with impact of 5 or more tonnes of CO2 equivalent by refrigerant type and quantity. Database/registry would provide information about total amount of refrigerants inside of these appliances by refrigerant type and their impact expressed in tonnes of CO2 equivalent, by municipalities, by entities including district Brcko which would provide information for further activities for fulfilling the obligation according to the Montreal Protocol. Prevention of leakage of ozone depleting substances and/or replacement with proper substitute substances, as well as servicing of the equipment by authorized repairers, checking for leakages of refrigerant from the equipment and systems would be obligation for equipment operators in accordance with the applicable regulations in BiH.
Owners of Equipment and device operators should be registered and properly entered in the database/registry accompanied with appropriate obligations imposed, to ensure proper maintenance of these equipment and to prevent the leakage of ozone depleting refrigerants, contributing to climate change and harmful to human health.
Database/registry would also provide information for RAC service companies and certified RAC service technicians.
The establishment of this database/registry is currently in a process, and filling the data for equipment operators, RAC service companies, Certified RAC service technicians and R&HVAC equipment containing refrigerants with impact of 5 or more tonnes of CO2 equivalent would be provided by templates created in Microsoft Excel.
The objective of this assignment is to ensure correct, transparent and accurate managing process of recording and storing information as well as control over the equipment containing different refrigerants.
Software for inventory of R&HVAC equipment (Database Management System), will use registries developed in SQL databases such as:
- register for trained and certified service technicians
- register for certified RAC service companies
- register for R&HVAC equipment owners
- register for recorded/labeled equipment containing refrigerants
- register for reporting on recovered, recycled and reclaimed quantities of refrigerants

Duties and Responsibilities
The consultant’s main responsibilities are as follows:
1. Providing possibility for importing initial data from MS Excel template into database
- Development of forms for filling data such as:Compressor types
- RAC service companies
- RAC service technicians
- Equipment operators
- Recorded/labeled equipment
- Reports on RRR quantities of refrigerants
Easy accessible and user friendly forms for filling data in prepared SQL databases, establishment of all necessary relationships between the forms and databases
2. Development of login module for at least four types of authorization users - authorization users in entities and district Brcko
3. Development of different types of reports, based on the requirements of Ozone Unit of Bosnia and Hercegovina

- Proven experience in working with equipment manufacturers, service technicians and owners of refrigeration and HVAC equipment
- Prior work experience with UNDP/UN Agencies would be an asset.
Languages Requirements
- Excellent writing, editing, and oral communication skills in English
- Good command of local languages would be an asset.

When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
