Travel:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Office/Unit/Project Description 

UNDP serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs) and its policy work, carried out at HQ, Regional, and Country Office levels, supports deep local knowledge and cutting-edge global perspectives and advocacy to realize 2030 Agenda. In this context, the Effectiveness Group within UNDP’s Bureau for Policy and Program Support assists UNDP and its partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. It seeks to do so by enabling UNDP and others to be more innovative and knowledge and data-driven by identifying, testing, learning, sharing, and institutionalizing what works, and by acting as a hub for quality UNDP programming, all aspects of results-based management and development performance monitoring and analysis, South-South cooperation, and global effectiveness partnerships. 

Drawing on the comparative advantages of UNDP in strengthening country capacities to manage and coordinate development cooperation, the Effectiveness Group also coordinates the Secretariat of the International Aid Transparency Initiative (IATI), a coalition of more than ninety members including donor and partner country governments, foundations, multilaterals, and civil society organizations. IATI seeks to address challenges facing a range of development stakeholders in the sharing and use of information on development cooperation resources. It was launched at the Accra High Level Forum on Aid Effectiveness (2008) and since September 2013, UNDP has co-hosted the IATI Secretariat in a Consortium together with UNOPS (which leads on financial management and logistics) and UK-based NGO Development Initiatives (which administers the development of the IATI data Standard as well as IATI’s website, tools, and technical support). UNDP leads day-to-day management of the Secretariat, including support to improving the systematic use of IATI data for decision-making; outreach and engagement with IATI stakeholders; and provides substantive support and policy advice to IATI’s governing bodies, including its annual Members’ Assembly and Governing Board.

In 2019, IATI members approved a Strategic Plan (2020-2025) that sets out a bold and decisive direction for IATI over the next five years, in order to improve the quality of data published to IATI, strengthen the systematic use of IATI data for decision-making, and strengthen the IATI community and the IATI technical estate. As such, the IATI Secretariat is looking to engage a Project Management and Data Use Analyst to provide substantive, project management and logistical support, bolstering the Secretariat’s human resource and substantive capacity to meet these key aims. This position will work closely with all members of the IATI Secretariat but will be overseen by the UNDP Outreach and Partnerships Specialist, under the overall supervision of the IATI Secretariat Coordinator.

Institutional Arrangement

The Analyst will report to and work under the general guidance of the IATI Coordinator.

 

Duties and Responsibilities

Scope of Work

Contributes to IATI data use work (40%)

  • Supports data use work, including data analysis and direct support to data users, under the lead of the UNDP Project Analyst and in coordination with consortium partner Development Initiatives.
  • Produces or contributes to the preparation of high-quality policy briefs and papers on IATI, development cooperation, and / or transparency, including analysis on barriers to using, or successful use of, IATI data.
  • Supports development of advocacy materials and / or case studies for use by the IATI Secretariat and UNDP Senior Managers to support global and national policy discourse on transparency or the effectiveness of development cooperation data.
  • Supports substantive work conducted under the UN Transparency Task Force to bolster IATI implementation efforts and support stronger visibility of IATI in UN processes.

Support to IATI Working Groups (25%)

  • Facilitates logistics / operations for all IATI Working Groups (approximately three Working Groups at any one time), as well as the UN Transparency Task Force, including supporting Governing Board approval of Terms of Reference and composition, setting meetings and managing calendar invites, supporting agenda preparation, coordinating presentations, writing bullet points, taking minutes, working with the Communications Adviser to message externally on their work, preparing financial reports as necessary, etc.
  • Acts as liaison with grantees / vendors on projects contracted under the Data Use Working Group (DUWG), including coordinating kickoff calls and substantive inputs between vendors / grantees and the IATI / UNDP substantive team (Project Analyst and Outreach and Partnerships Specialist) and members of the Working Group, as appropriate.
  • Liaises with UNOPS colleagues to facilitate and expedite procurement and grant proposals for the DUWG, and subsequently monitors progress of contract implementation, keeping the DUWG Chair updated as needed. 
  • Procurement support as needed to other IATI Working Groups.

Monitoring and Evaluation (20%)

  • Ensures effective application of RBM tools in monitoring the IATI workplan across the three Secretariat Consortium entities and develops monitoring policy and protocols in support of effective program delivery and achievement of results. 
  • Conducts annual monitoring of the IATI Strategic Plan Results Framework, working in consultation with other members of the IATI Secretariat (Q1 of 2022). 
  • Synthesizes the outcomes of annual monitoring efforts for the IATI Strategic Plan Results Framework for inclusion in the IATI Annual Report. 

Project management support (15%)

  • Ensures scheduling of regular UNDP team meetings and supports the Secretariat Coordinator in setting agendas and preparing for regular Secretariat calls. 
  • Provides support to resource mobilization efforts: drafts narratives for grant applications or reporting, as requested. 
  • Supports the UNDP team in logistical and operational planning for virtual and in-person events. 
  • Contributes to broader Secretariat work, as requested. 
  • Undertakes procurement and HR activities, as needed.

Required Skills and Experience

 

Min. Academic Education
  • Master’s degree in International Development, Social Sciences, Program Management, Evaluation, or related area required. A Bachelor’s degree with 4 years’ experience in relevant positions may be considered in lieu of a Master’s degree.

Min. years of relevant Work experience

  • A minimum of 2 years working in project or program management or evaluation, preferably within an international organization or government setting.
  • Previous experience working with open data, development cooperation, transparency, or development effectiveness. 

Required  skills and competencies

  • Demonstrated experience producing or contributing to the preparation of high-quality policy briefs and papers.
  • Demonstrated experience with data analysis and high level of proficiency in Excel and / or other data management programs.

Desired additional skills and competencies

  • Previous experience using IATI data and / or demonstrated understanding of the IATI data Standard.
  • Previous experience coordinating Working Groups and / or working within international, multi-stakeholder processes or initiatives.

Required Language(s) (at working level)

  • Fluency in written and spoken English is required.
  • Working knowledge of one other official UN language, especially French or Spanish, would be an asset.
