Background
I. Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “Making Every Woman and Girl Count (Women Count)” aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment.
In addition, the Asia-Pacific regional component of the Women Count Programme envisions a multi-year and multi-country programme of work with particular focus on implementing and supporting regional and country-specific activities in Asia and the Pacific. This includes work in the three inter-related key areas:
- effective monitoring of the SDGs;
- Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
- Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.
Cognizant to the aim of pursuing shared capacity development objectives through exchanges of knowledge, skills, resources and technical know-how and with the aim to further improve the generation, dissemination and utilization of gender statistics, the Philippines, through the Philippine Statistics Authority (PSA), will collaborate with the UN Women under the Women Count Programme. One of the components of the project is to develop materials that may contribute in the development of gender statistics in other countries by learning on the best practice and experiences of the Philippines on gender statistics. These materials will complement the content of the Asia-Pacific Training Curriculum on gender statistics.
The Gender Consultant reports to the Regional Gender Statistics Specialist, Regional Office for Asia and the Pacific (ROAP) and to the Project Manager of PSA. He/she will provide technical assistance and guidance to PSA in the development of the online materials featuring the documentation of Philippines’ best practices and experiences on gender statistics. Furthermore, he/she will help the Project Team in conceptualizing/organizing the available references to develop the online materials on gender statistics.

- Lead the discussion and formulation of the storyline of the online/video tutorials.
- Consolidate and review the relevant materials.
- Provide recommendations on the medium to be used, whether powerpoint, video, etc.
- Lead in the drafting and finalization of the content of the online/video tutorials
- Present the proposed online/video tutorials to the Interagency Committee on Gender, Children and Youth Statistics (IAC-GCYS), PSA, UN Women and other stakeholders for comments/recommendations.
- Participate in the monthly project face-to-face/online meetings, related workshops and prepare accomplishment report.
- Provide guidance to the IT Consultant in developing the online materials.
- Participate in the finalization of the project output taking into consideration the comments/suggestions during the presentation to the IAC-GCYS, PSA, UN Women and other stakeholders.
9. Adhere to UN Women rules, regulations, policies and procedures in all program and operations related matters.
10. Effective and open coordination with other UN Agencies and international partners, including by following protocol and guidance per UN Women Country team, to ensure coherence and avoid duplication.
11. Regularly communicate with the UN Women Regional Advisor on Gender Statistics and PSA Project Manager, including through weekly updates.
12. Complete administrative tasks for project implementation in a timely manner.
13. Quality and timely monthly reports highlighting and documenting the progress on project implementation, development as well as challenges and strategies to overcome them.
14. Quality and timely documentation of lessons learned (particularly from support to national counterparts).
15. Comprehensive and timely summary notes from project team, inter-agency, PSA and UN Women discussions, including notes on strategic priorities for each stakeholder, as well as notes on how the materials will complement those of the Asia-Pacific Training Curriculum on Gender Statistics.

Required Skills and Experience
V. Required qualifications
Education and certification:
- Master’s degree in statistics, gender or other social science fields.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- A minimum of 10 years of work experience in Gender and Development mechanisms, data collection and dissemination, including experience on gender statistics training and the development of modules, online/video tutorials and/or webinars for gender and development
- Experience working with the government of the Philippines, ideally on gender and development mechanisms, data collection and analysis, report writing and dissemination;
- Experience on using gender data for policy making and programs within government;
- Knowledgeable on mechanisms and structure of gender and development and gender statistics in the Philippines; and
- Experience working in international organizations highly desirable, particularly conducting research, creating video tutorials and Information, Education and Communication materials on Gender and Development.
- Working knowledge of Gender Studies and Mechanisms is an asset.
Language Requirements:
- Fluency in English is required;
- Working knowledge of another official UN language is an asset.
VI. Evaluation
Applications will be evaluated based on the cumulative analysis.

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated
Technical qualification evaluation criteria:
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.
Financial/Price Proposal evaluation:
- Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
- The total number of points allocated for the price component is 100.
- The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

IX. Payments
Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
