Background

BACKGROUND

The Office of the United Nations High Commissioner for Human Rights (OHCHR) Regional Office for the Pacific is based in Suva, Fiji. It covers 16 countries and territories in the region, - Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Republic of the Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

Around the world, the human rights of millions of migrants, including many involved in large movements or mixed movements, are insufficiently protected or at risk of abuse. Migration is not a new concept and although some people move in search of new economic opportunities and horizons. Others move to escape armed conflict, poverty, food insecurity, persecution, terrorism, or human rights violations and abuses. Still others do so in response to the adverse effects of climate change, natural disasters (some of which may be linked to climate change) or other environmental factors. Many move, for a combination of these reasons.

The Pacific Climate Change Migration and Human Security (PCCMHS)  is a regional programme which seeks firstly to support governments and non-government stakeholders to demonstrate strengthened capacity and coordination through a regional response to climate mobility, covering climate change and disaster related migration, displacement and planned relocation; secondly, supporting migrants and affected communities in the pacific to benefit from safe labour migration as a climate change adaptation and sustainable development strategy; and thirdly, contributing to the evidence-base on good practices in responding to climate change and disaster-related migration, displacement, and planned relocation with particular focus on the role of the human security framework.

Under the overall supervision of the Regional Representative of OHCHR - Pacific, and the direct supervision of the Programme focal point- Migration and Climate Change, the successful candidate will be responsible for the development of advocacy tools on the human rights, mobility, and human security in consultation with programme partners and relevant stakeholders.

The objective of this consultancy is to develop awareness raising tools to amplify the rights of pacific migrants moving within and across borders supporting the overall goal of the PCCMHS programme. The tools will support greater understanding of the value of human rights and the human security approach in addressing climate mobility challenges and will aim to raise awareness and guidance on the human rights of pacific islanders moving within and/or across borders. 

The successful candidate will utilize the Principles and Guidelines on Migrants in Vulnerable Situations[1] as the base document with specific reference to the OHCHR 7 Key Elements on building human rights-based narratives on migrants and migration, and the Toolbox on migration narrative change to ensure the messages, visuals and communications correspond to that guidance and do no harm. Reference will also be made to other research and publications in relation to climate change, disaster, labour migration and human rights and security to establish migration trends within the Pacific context to develop the comic strip I.e., climate change, disaster, labour migration and human rights and security.

Duties and Responsibilities

DUTIES AND RESPONSIBILITIES

Scope of Work

Under the overall supervision of the OHCHR - Pacific Regional Representative and working closely with the programme focal point the consultant will:

  • Extract key messages from the Principles and Guidelines on Migrants in Vulnerable Situations focusing on the principles of:
  1. Non-discrimination
  2. Access to justice
  3. Border governance
  4. Protection from violence/exploitation
  5. Right to health
  6. Right to an adequate standard of living
  7. Right to work
  8. Right to information

Identify and work with a credible and OHCHR approved media and production team to develop and design a cartoon comic strip highlighting human rights of pacific migrants moving within and across borders encapsulating the Principles and Guidelines on Migrants in Vulnerable Situations identified above.  The cartoon comic strip will comprise Pasifika characters; will be approximately 12 pages long; will be translated into other languages (iTaukei, Fiji-Hindi, I-Kiribati, Bislama, Marshallese, and Tuvaluan)

  • Identify translators with credible experience and approved by OHCHR to translate the cartoon comic strip from English into iTaukei, Fiji-Hindi, I-Kiribati, Bislama, Marshallese, and Tuvaluan languages.
  • Identify and work with a credible and OHCHR approved media and production team to produce five 30 second animations based on key messages and characters developed in the comic strip above.

Institutional Arrangement

  • The selected Consultant will report to the Regional Representative, OHCHR ROP.
  • The selected Consultant will provide a weekly update on his/her progress of work via email and provide written reports as required by OHCHR.

Duration of Work

The selected Consultant will be engaged for sixty (60) days between August 2021 to November 2021.

Duty Station

  • The duty station will be Suva, Fiji.

Required Skills and Experience

REQUIRED SKILLS AND EXPERIENCE  

Educational Qualifications:

  • Minimum university certificate and/or diploma and/or degree, preferably in graphic design and/or communication and/or another relevant field.

Experience

  • Minimum of three years of experience delivering quality communication service to English-speaking external clients within deadlines;
  • Demonstrated experience in producing products for a wide variety of audience in the Pacific, audience would include youth, CSOs and technical groups;
  • Demonstrated ability to develop advocacy tools and materials within deadlines;
  • Demonstrated ability to deliver quality results within deadlines; and
  • Fully proficient computer skills including use of relevant graphic software and other applications.

Language requirements

  • Fluency of spoken and written English language is required.

Price Proposal and Schedule of Payments

Lump Sum Amount

The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

  • Deliverable 1: Signing of agreement and Delivery of workplan. 20% of total contract amount
  • Deliverable 2: Final key messages and comic script. 10% of total contract amount
  • Deliverable 3: OHCHR cartoon comic strip (English version). 20% of total contract amount
  • Deliverable 4: Complete Comic strip translations into Itaukei, Hindi, I-Kiribati, Bislama, Marshallese, and Tuvaluan languages. 10% of total contract amount
  • Deliverable 5: Five 30 second animations. 20% of total contract amount
  • Deliverable 6: Final report submission. 20% of total contract amount

Payment request submitted by the consultant must be certified by OHCHR regional representative, accompanying by payment invoice.

  • Payments are to be made within 30 days from receipt of the invoice/Certificate of Payment.

EVALUATION

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). And financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 70 points) [Please add/adjust the below criteria and points awarded to each as necessary]

  • Criteria 1 Eg. Relevance of Education – Max 20 points
  • Criteria 2  Eg. Special skills, Language, etc.- Max 10 Points
  • Criteria 3 Eg. Relevance of experience in area of specialization (e.g. Public Administration)– Max 30 points
  • Criteria 4 Eg. Relevance of experience in key areas (e.g. leading research teams) – Max 30 points
  • Criteria 5 Eg. Assessment of approach/methodology to assignment.(if applicable) – Max 10 Points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

DOCUMENT SUBMISSION

Documentation required

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.
  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment
  • Financial proposal that indicates the all-inclusive fixed total contract price (FJD), supported by a breakdown of costs, as per template provided (Annex II)

 

Incomplete, joint proposals and proposals sent to the wrong mailing address will not be accepted and only candidates for whom there is further interest will be contacted.

Individuals interested in this consultancy should apply and will be reviewed based on their own individual capacity. The successful individual may sign an Individual Contract with UNDP or request his/her employer to sign a Reimbursable Loan Agreement (RLA) on their behalf by indicating this in the Offerors letter to Confirming Interest and Availability using Annex II.

Note: Successful individual will be required to provide proof of medical insurance coverage before commencement of contract for the duration of the assignment.

Incomplete and joint proposals may not be considered. Consultants with whom there is further interest will be contacted. The successful consultant shall opt to sign an Individual Contract or a Reimbursable Loan Agreement (RLA) through its company/employer with UNDP.
