The Human Resource Section is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational design, and learning and career development, for 1) the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs and 2) providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of actions.

Over the next months, as part of the development of a new ERP system, Human Resources is revising its values and competencies framework, by bringing it in line with UN Values and UN Leadership Commitments, by moving considering capabilities as part of the  competencies framework as well as by identifying standards for each job family and grade level. This exercise will support innovating UN Women’s Talent Management and Career Development approach. The HR Analyst will provide analytical, coordination and administrative support in the transformation of UN Women’s current Values and Competencies framework as well as its Talent Assessment and Management approach, which entails the development and implementation of a functional skills and capabilities framework. The consultant is further responsible for contributing to the updating of standard job profiles in line with these frameworks, which includes liaising with different UN Women teams and offices globally, as well as exploring talent assessment approaches. The HR Analyst will  also be responsible for coordinating and organizing meetings and drafting communication materials, as necessary.

Duties and Responsibilities

Review UN Women’s existing Values and Competencies framework and develop a proposal to update and transform them based on the following activities:

  • Perform desk review of frameworks of other UN organizations as well as other best practice frameworks and provide summary of draft recommendations.
  • Provide coordination support in consultation sessions with personnel globally on values and competencies.
  • Draft UN Women Values and Competency Framework, including proposed criteria for different job families and grade levels.

Review UN Women’s approach to functional competencies and skills and propose ways to update them, also considering a capabilities approach, and ensure a consistent approach:

  • Identify groupings of skills based on review of existing job descriptions in UN Women.
  • Perform a desk review of functional competencies and skills in other UN organizations and best practice from other organizations.
  • Provide coordination support in consultation with personnel globally.
  • Draft  grouping of possible skills and requirements per job family and grade level.

Draft communication and information materials on the above initiative to inform personnel globally.

Provide analytical and research support on talent assessments and management.

Provide technical support in the development of other ERP Talent Management initiatives as needed.

Deliverables:

  • Draft inputs to UN Women  Values and Competencies framework based on desk reviews and consultations.
  • Draft inputs to updated UN Women functional skills and capabilities framework based on desk reviews and consultations.
  • Communication and information materials developed to inform colleagues, in collaboration with Outreach and communications expert.
  • Draft inputs on approach to talent assessments.
  • Research products related to ERP Talent Management.

Required Skills and Experience

Required Qualifications, Experience and skills:

  • Master's degree in Human Resources or related field or Bachelor’s degree with 2 years of additional experience.
  • Minimum of 3 years’ experience as HR generalist, specialist or professional working.
  • Experience in job analysis, values and competencies/capabilities, or talent assessments is an asset.
  • Experience with change management related project activities is an asset.
  • Experience with HR talent management software and ERP is an asset.
  • Experience working with colleagues in different sections, departments and/or locations.
  • Good understanding of Human Resources processes in recruitment, performance management and talent management.
  • Interest in innovative HR approaches to talent management.
  • Strong analytical skills.
  • Client-oriented.
  • Detail oriented.
  • Affinity with UN Women’s mandate.

Language:

  • Fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.
