Background
This post is in the Syria Cross-border Humanitarian Fund for Syria Emergency Response, Humanitarian Financing Unit (HFU) of the Office for the Coordination of Humanitarian Affairs (OCHA) in Turkey. The post is based in Gaziantep, with possible travel to field locations such as Antakya, Kilis. The incumbent reports to the Deputy Pooled Fund Manager for the HFU and works closely with the various sections of the HFU, as well as the Coordination, and the Information Management Units of UNOCHA Turkey.
Under the overall supervision of the OCHA Head of the Humanitarian Financing Unit and under the day-to-day guidance of the Deputy Pooled Fund Manager/Head of Programmes, the Programme Associate is expected to perform the following tasks:

Duties and Responsibilities
- Assist in the day-to-day work of the HFU through supporting the humanitarian programming cycle, particularly coordinating with implementing partners and stakeholders to ensure actions are in line with the Fund’s Operational Manual (CBPFs Global Guidelines).
- Assist in the management of the allocation process through supporting the strategic and technical review process of project proposals during allocations.
- Liaise and maintain regular communication with relevant clusters to ensure alignment of priorities between the HFU and clusters.
- Conduct programmatic spot-check of projects to monitor implementation, ensuring that implementation is in line with the project proposal and the grant agreement.
- Engage with implementing partners on monitoring reports and ensure findings and results of the monitoring visits are shared in a timely manner; ensure that the reports and recommendations/follow up action points are uploaded on the appropriate Grant Management System (GMS) monitoring module.
- Follow up with partners to ensure timely submission of narrative reports and where needed, provide programmatic guidance on implementation and reporting to ensure accuracy and compliance with CBPF guidelines.
- Assist in the systematic documenting of readily available electronic and physical files for all projects funded by the HFU, as well as other key documentation and correspondence related with the operation of the Fund.
- Follows up closely with implementing partners to produce key products including regular updates and communication products.
- Perform other duties as required by the Unit.
