Background

The EU4Climate Project helps governments in the six EU Eastern Partner countries - Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine - to take action against climate change. It supports countries in implementing the Paris Climate Agreement and improving climate policies and legislation. Its ambition is to limit climate change impact on citizens lives and make them more resilient to it. EU4Climate is funded by the European Union (EU) and implemented by the United Nations Development Programme (UNDP).

The objective of the project is to support the development and implementation of climate-related policies by the Eastern Partnership countries that contribute to their low emission and climate resilient development and their commitments to the Paris Agreement on Climate Change. It identifies key actions and results in line with the Paris Agreement, the "20 Deliverables for 2020”, and the key global policy goals set by the UN 2030 Agenda for Sustainable Development. The project will also translate into action priorities outlined in the Eastern Partnership Ministerial Declaration on Environment and Climate Change of October 2016.

To realize this project goal, the following results should be achieved:

Result 1.Finalized or up-dated nationally determined contributions communicated to the UNFCCC;

Result 2.Improved inter-institutional awareness and coordination at political and technical level of the Paris Agreement and the corresponding national commitments;  

Result 3.Established or strengthened MRV systems, with countries getting on track with Paris Agreement transparency requirements;

Result 4.Advanced alignment with EU climate acquis as provided by bilateral agreements with EU and in the context of Energy Community Treaty on climate matters that are not covered by the EU4Energy programme;

Result 5.Establishment of concrete sectoral guidelines for the implementation of the Paris Agreement in each of the Eastern Partners;

Result 6.Increased mobilization of climate finance;

Result 7.Enhanced adaptation planning. 

GOAL

The project goal is to contribute to climate change mitigation and adaptation and the development towards a low-emission and climate-resilient economy in line with the Paris Agreement. The overall goal of the assignment is to assist UNDP Ukraine and the Ministry of Environmental Protection and Natural Resources of Ukraine Ukraine (MEPNR) in the development of methodological recommendations on climate vulnerability and risks analysis.

To achieve the goal of the assignment UNDP (hereinafter referred as the Client) will contract a qualified consultant who has the relevant expertise and complies with the requirements listed in Section 9.   

OBJECTIVES

The main objective of hiring the services of a Consultant is to review available methodologies for climate change vulnerability and risks analysis and develop framework methodological recommendations for conducting these for different sectors.

Duties and Responsibilities

SCOPE OF WORK

Under the overall guidance of the EU4Climate Project Coordinator in Ukraine and International Consultant on Adaptation in the EU Eastern Partnership Countries (Belarus, Ukraine), and close cooperation with the Ministry of Environmental Protection and Natural Resources of Ukraine, the Consultant will be tasked with the following:

• Prepare an overview and conduct a comparative analysis of global best practices for frameworks, methodologies and guidelines for the carrying of climate risks and vulnerability analysis (CRVA), and identify good practices applicable to Ukrainian circumstances for the following sectors: coastal zones, biodiversity, water resources, health care, energy, forestry, cities and public communities, fisheries, agriculture and soils, transport and infrastructure, tourism. The document should cover (but not limited to):

• Framework for Vulnerability Assessment (IPCC 2014);
• Tools and methodologies for climate risks and vulnerability assessments by OECD, EU, World Bank, WHO, FAO, etc.
• ISO 14091:2021 - Adaptation to climate change — Guidelines on vulnerability, impacts and risk assessment;
• Risk-Impact Assessment Framework;
• Three-Tier Approach to vulnerability assessment;
• Methodological approaches and guides by te EU Member States.

• Develop framework methodological recommendations for undertaking climate change vulnerability and risks analysis, with a particular focus on sectoral approaches to the CRVA. The Consultant shall include the overview of additional tools for conducting CRVA (e.g. maps, charts, PC programmes) for key CRVA steps.

The document should include the following, but not limited to (please note that the content should be previously agreed with the Project team and the Ministry of Environmental Protection and Natural Resources of Ukraine):

• General information on climate change vulnerability (key terminologies; rationale of vulnerability and risk analysis, frameworks for assessing climate impacts, vulnerabilities and risks);
• Steps for preparing CRVA, identifying CRVA context, objectives and outcomes, scope, establishing of project team, etc.
• Processes and direction for identifying of impacts, exposure, sensitivity and adaptive capacity, prioritizing selected risks, developing impact chains;
• Data and information needed for the CRVA (working with data, sources, gathering data, quality check, etc, normalisation of data, simulation of scenarios);
• Social vulnerability index development;
• Understanding of future impacts (using quantitative and qualitative approaches);
• Presenting/communicating CRVA results;
• Integration of CRVA results to policymaking, using for monitoring and avaluation;
• Identifying of policies and measures to address current and projected risks;
• References.

• Tailor the framework recommendations for the following sectors: biodiversity and coastal zones, and develop relevant sectoral guidelines.
• Develop methodological recommendations for integrating climate adaptation to local (cities/communities and oblasts level) policymaking. The document should include approaches to mainstreaming adaptation in i) programs of socio-economic development of administrative-territorial units, ii) regional development strategies and action plans for their implementation, iii) action plans for adaptation to climate change, which may be adopted by local governments.
• Present the draft framework methodological recommendations for undertaking climate change vulnerability and risks analysis at sectoral workshops.
• Present the draft framework methodological recommendations for integrating climate adaptation to local (cities/communities and oblasts level) policymaking for representatives from focal Ministries and local authorities.
• Contribute to the EU4Climate Quarterly Report.

PROJECT DURATION

It is expected that the assignment will start in November 2021 and will take a maximum of 9 months, starting from the date of signing a contract with UNDP.

DELIVERABLES, SUBMISSION AND PAYMENTS

RESPONSIBILITIES

The Consultant shall:

• Report to the EU4Climate Project National Coordinator
• Ensure timely and quality execution of the Terms of Reference;
• Ensure unconditional carrying out of requirements of the Contract;
• Follow the visibility and branding guidelines of EU, UNDP and the Ministry of Environmental Protection and Natural Resources of Ukraine
• Abide by the copyright rules of EU, UNDP and the Ministry of Environmental Protection and Natural Resources of Ukraine

REPORTING REQUIREMENTS

The Consultant will work under supervision and directly report to the EU4Climate National Coordinator and in close cooperation with EU4Climate International Consultant on Adaptation in the EU Eastern Partnership Countries (Belarus, Ukraine)  .

Electronic versions of the reports and deliverables should be delivered in Ukrainian and English, if needed, to the EU4Climate Project National Coordinator following the indicated deadlines. All reports and materials shall be prepared and transmitted electronically (Formats of: * .docx, * .xlsx, * .pptx,  * .pdf, etc.) to the electronic device or in the form of electronic communication with the final product.

Required Skills and Experience

Education

At least Master’s degree in environmental sciences, law, climate science, environmental studies, or closely related fields

Experience

• At least 5 years’ experience in climate change, with specific expertise in one or more of the following areas: impacts, vulnerability, risk assessment, adaptation and climate change integration/mainstreaming;
• Prior experience in vulnerability assessments and adaptation process including sound knowledge of of key vulnerability assessment methodologies, including climate modeling, empirical data-based analysis, scenario-based sector risk/hazards projections, risks management and strategy and programme development
• Proven record in the writing of research papers, policy analysis; and recommendations, reports and publications on the topic of climate change;
• Experience in conducting training on climate change vulnerability and adaptation assessments would be an asset

Language

• Fluency in Ukrainian, fluent written English.

FINANCIAL PROPOSAL

Lump sum contract

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including professional fees, travel, per diems, and number of anticipated working days).

 EVALUATION CRITERIA

Criteria A: Education 

• At least Master’s degree in environmental sciences, law, climate science, environmental studies, or closely related fields –{8 pts – Masters; 10 pts – PhD or equivalent};

Criteria B: Work Experience

• At least 5 years’ experience in climate change, with specific expertise in one or more of the following areas: impacts, vulnerability, risk assessment, adaptation and climate change integration/mainstreaming {12 pts. – 5 years; 17 pts. – 6-8 years; 20 pts. – 9 years and more}
• Prior experience in vulnerability assessments and adaptation process including sound knowledge of of key vulnerability assessment methodologies, including climate modeling, empirical data-based analysis, scenario-based sector risk/hazards projections, risks management and strategy and programme development {8 pts. –1 report/publication related to CRVA provided; 12 points – more than 2 reports/publications related to CRVA provided};
• Proven record in the writing of research papers, policy analysis; and recommendations, reports and publications on the topic of climate change {11 pts. – 3 reviews/reports/articles; 13 pts. – 3 to 6 reviews/reports/articles; 15 pts. – more than 7 reviews/reports/articles};
• Experience in conducting training on climate change vulnerability and adaptation assessments would be an asset {3 pts – there is experience; 0 pts – no experience}

Criteria C: Language

• Proficiency in Ukrainian, fluent written English –{10 points – meets the language criteria}.

Cumulative analysis

When using this weighted scoring method, the award     of the contract should be made to the individual contractor whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight; 70%

Financial Criteria weight; 30%

Only candidates that meet a passing score of 70% (49 points) for the technical evaluation will be considered and invited for an interview.
