Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

 

UN Women is implementing the “Making Migration Safe for Women” programme with the goal of ensuring that migration is safe for women migrating from, into, and through Niger, and that international norms and standards for protecting and promoting migrant women’s rights are strengthened.

 

Migrant women are at increased risk of human and labour rights violations, including sexual and gender-based violence, harassment and abuse, and exploitative working conditions at all stages of migration, and often lack information on how to migrate safely and access protection services and assistance. The limited information they may have tends to be derived from personal social networks, and may not reflect the harsh realities that women and girls are often confronted with during the migration process. While in some countries the participation of labour migrants in pre-departure training is mandatory, these trainings often lack a gender perspective. Additionally, there is a lack of gender-responsive pre-departure training manuals that are specifically designed to inform migrant women and girls and gender non-conforming migrants about safe migration, their rights and responsibilities, and the gendered risks and challenges during the different stages of migration.

In order to address this challenge, UN Women seeks to develop a global pre-departure training manual - which can be subsequently amended to specific country contexts – that can support and guide the delivery of gender-responsive pre-departure trainings for migrant women. The manual will spell out the risks, rights, and responsibilities at all stages of migration, and how to access assistance and support services. The manual will be piloted during pre-departure trainings for aspiring migrant women and migrant women in Niger.

The consultant will receive overall supervision by and report to the Making Migration Safe Global Coordinator. He/she will also work within close collaboration with a national consultant in charge of adapting the manuals to the Nigerien context. He/she will be home-based during the development of the training manuals.

 

The purpose of this consultancy is to develop a gender-responsive pre-departure training manual, outlining all the essential information that aspiring migrant women and migrant women require for undertaking safe migration, living and working abroad, and returning and reintegration, free from discrimination, exploitation, and abuse. The manual should also cover conflict management and negotiation skills, understanding and analyzing work contracts, documenting and reporting rights violations and how to access help and services, including essential services for survivors of GBV and consular services, as well as practical information such as on housing and transport.  The consultancy will include the development of a facilitator’s manual and a participant’s manual:

 

  • The facilitator’s manual will help and guide the facilitator in delivering interactive and participatory pre-departure trainings for migrant women.  It will contain all required information aspiring migrant women/migrant women need to have at all stages of migration; as well interactive activities, such as discussions, brainstorming, case studies, role players, and good practices, to engage the participants and impart new knowledge, skills, and attitudes in a participatory manner. Furthermore, it will also provide instructions and methods to guide the facilitator on how to deliver the different topics.

 

  • The participant’s manual will be used during the pre-departure trainings and provide aspiring migrant women/migrant women with the essential information they need to have at all stages of migration to maximize their safety and wellbeing, and access services.

Duties and Responsibilities

Responsibilities:

  • Develop two training manuals (one facilitator’s manual and one participant’s manual) on gender-responsive pre-departure trainings building on the available literature on pre-departure trainings, including existing manuals and guidelines. 
  • Work in collaboration with the national consultant in Niger who is in charge of adopting the global manuals to the Nigerien context and ensuring synergies and complementarities between the global and Nigerien manuals.  

 

Deliverables:

  • Outline of the two training manuals and work plan for the assignment;
  • Facilitator’s manual on gender-responsive pre-departure trainings;
  • Participant’s manual on gender-responsive pre-departure trainings.

The consultant will draft all the documents in English, using the appropriate design and layout, and submitted to UN Women in digital copies and revised as necessary. The design, translation, and printing of all the documents will be the responsibility of UN Women.

Required Skills and Experience

Required Qualifications, Experience and skills:

  • Master’s degree or equivalent in Gender Studies, Migration, Social Sciences, or a related field is required;
  • At least seven years of technical experience on the linkages between gender and migration, including intersectional forms of discrimination;
  • A proven track record of developing training manuals/ materials on migration preferably with a focus on gender equality issues; working experience within the migration sector (including skills development, recruitment process, and migration governance) is required;
  • Familiarity with pre-departure trainings of aspirant migrants is required;
  • Excellent written and verbal communication skills are required;
  • Experience in working with CSOs and government agencies is an asset.

 

Language:

Fluency in oral and written English and French is required.
