Background

Since 2003 the United Nations Office on Drugs and Crime (UNODC) has been supporting UN Member States worldwide to strengthen their criminal justice responses to terrorism, in accordance with the UN system’s wider efforts, the UN Global Counter-Terrorism Strategy and the UN Plan of Action to Prevent Violent Extremism. Following extensive consultations with national and regional stakeholders, UNODC has developed and implemented a Regional Programme for Southeast Asia since 2011.

To enhance country-specific focus and emphasis, and after stakeholder consultations throughout the Philippines, including the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), UNODC jointly developed capacity building and technical assistance activities in several areas in line with human rights and international standards, including: i) strengthening the capacities of criminal justice entities to investigate and prosecute violent extremism cases in line with human rights and international standards; ii) enhancing inter-agency collaboration between criminal justice entities to prevent terrorism, in line with the Philippines’ legal and policy framework, human rights, and international standards and; iii) enhancing the Philippines’ legal, policy, and operational framework to assess, prosecute, rehabilitate and reintegrate local and foreign terrorist fighters with respect to age, gender, and human rights dimensions.

GOVERNANCE AND ACCOUNTABILITY

1. The Consultant shall be guided by the Programme Officer for CT in the Philippines. The Consultant will work under the overall supervision of the CT Regional Program Coordinator for UNODC ROSEAP based in Bangkok and Senior Resident Policy Adviser, UNODC Philippines. The Consultant is expected to provide constant updates the CT National Programme Officer on the progress of his/her work related to the project. The updates should take place on a weekly basis during the contracting period to ensure that targets are met in a timely manner.
2. The Consultant is expected to provide his/her own laptop for the work requirement. S/he will be provided with desk space and access to office facilities and equipment. S/he will also be support by UNODC staff for administrative and logistic requirements, as necessary.
3. The Consultant shall consider at least 7 working days lead time for UNODC to review outputs, give comments, certify approval/acceptance of outputs, etc. 

DUTY STATION AND DURATION OF WORK

The consultant will be home-based with potential travel within the Philippines to conduct the Hybrid workshop. The expected duration of the assignment is 45 working days between November 2021 to February 2022, unless revised in a mutually agreed upon timetable between the Consultant and UNODC.

In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Individual consultant shall be done within the guidelines and protocols set by the local and national government. Field work, trainings, meetings, and coordination shall be done in compliance with community quarantine policies.

SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS:

1. The Contractor should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all inclusive” (professional daily fees X number of days, communications, transportation, etc.) that could possibly be incurred by the Contractor should be factored into the final amount submitted in the proposal. Travel, as deemed relevant by UNODC and compliant with government guidelines on community quarantine, will be arranged and paid for by UNODC and should not be included in the financial proposal.
2. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during contract duration
3. The contract price will be fixed output-based price. Any deviations from the output and timeline will be agreed upon between the Contractor and UNODC.
4. Payments will be done upon satisfactory completion of the delivery by target due dates. Outputs will be certified by the CT Regional Program Coordinator (UNODC ROSEAP) and Senior Policy Advisor prior to release of payments.

Duties and Responsibilities

OBJECTIVES OF THE ASSIGNMENT

UNODC seeks a consultant to organize and facilitate the implementation of activities in the abovementioned areas. This includes the preparation for and implementation of a virtual workshop on Screening, Prosecution, Rehabilitation, and Reintegration (SPRR) of local and foreign terrorist fighters, a hybrid workshop on inter-agency collaboration with criminal justice entities and the finalization of its associated training manual and, the preparation for and implementation of virtual consultations on the Philippines’ legal, policy, and institutional framework on the investigation and prosecution of violent extremism cases.

Under the overall supervision of both the UNODC Counter-terrorism (CT) Regional Programme Coordinator based in Bangkok and the UNODC Senior Resident Policy Advisor, the Consultant will work in close coordination with the UNODC Programme Officer for CT in the Philippines.

SCOPE OF WORK:

The Consultant shall support UNODC in undertaking operations related to facilitation and knowledge exchange; event, meeting, and workshop facilitation; rule of law, justice and security; local governance; collaboration and partnership; report-writing, proofreading, and copy-editing. In particular:

1. Facilitation and knowledge exchange, and event, meeting, and workshop facilitation
   • Preparation for and facilitation of, a virtual workshop with relevant government stakeholders and experts on Screening, Prosecution, Rehabilitation and Reintegration of foreign or local terrorist fighters and their families and a hybrid “refresher” workshop on inter-agency collaboration for the effective prevention of terrorism.
   • Preparation for and facilitation of, two (2) consultations on the Philippines’ legal, policy, and institutional framework on the investigation and prosecution of violent extremism cases.
2. Rule of Law, Justice and Security
   • Implementation of workshops on Screening, Prosecution, Rehabilitation, and Reintegration and inter-agency collaboration for the effective prevention of terrorism, looking at criminal justice responses and measures in line with the rule of law.
   • Review and finalisation of inter-agency training manuals on effective prevention of terrorism, focusing on criminal justice responses.
   • Preparation for and facilitation of, two (2) consultations on the Philippines’ legal, policy, and institutional framework on the investigation and prosecution of violent extremism cases.
3. Collaboration and Partnership
   • Coordinate and collaborate with UNODC counterparts on their participation at the virtual workshop on SPRR and hybrid “refresher” workshop in inter-agency collaboration for the effective prevention of terrorism.
4. Report writing, proofreading, and copy-editing
   • Reviewing and editing Inter-Agency manual for substantive, procedural, and language/style accuracy. Finalising manual to be printed.
   • Producing outcome reports and other resource materials for the virtual meeting on SPRR, and hybrid “refresher” workshop in inter-agency collaboration

Required Skills and Experience

Offers will be evaluated based on the combined scoring method :

• Technical qualifications = 70%
• Financial Proposal = 30%

For the evaluation of the Technical Proposal, the selection of the successful consultant must be based on the following qualifications (with the appropriate obtainable points).

The review of CV and Portfolio will be rated using the criteria in the table. Only offerors who will obtain a minimum of 49 out of 70 obtainable points will be shortlisted and deemed eligible for financial evaluation.

2. UNDP Personal History Form (P11) or Curriculum Vitae (following the template attached) indicating all past experiences from similar projects or requirements, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
3. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided, and clearly stating the payment percentage as indicated in this TOR. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. 
4. At least 1 sample work (publication, policy brief, presentation) that demonstrates excellent command of written English, as well as the certification/s mentioned in the qualifications.
5. At least 1 sample work of professional published or unpublished writing on criminal justice aspects related to terrorism and violent extremism in the Philippines.
