Development for Renewable Energy Applications Mainstreaming and Market Sustainability (DREAMS) Project

 

PROJECT DESCRIPTION

The goal of the DREAMS is to reduce Greenhouse Gas (GHG) emissions from the Power Sector. An activity related to this goal is geared towards strengthening the capacity of Local Government Units (LGU), Distribution Utilities (DC), and other local organizations to raise investments and implement local RE projects either for households’ electrification and for n Productive Uses of Renewable Energy (PURE). One final outcome, aside from GHG emission reduction, is for 20,000 households in far-flung areas to obtain access to reliable sources of renewable energy.

 

STAKEHOLDERS OF THE PROJECT

The project is being implemented by the Department of Energy (DOE). DOE assumes overall responsibility for the achievement of project results. The Project is co-financed with funding from the GEF. UNDP acts as the GEF Executing Agency. All components of the Project are being implemented by the Renewable Energy Management Bureau (REMB). A Project Steering Committee has been established to serve as a policy and decisionmaking body for implementation.1 A Project Management Unit (PMU) is based at the DOE Compound. The PMU is headed by a National Project Director (NPD) who is also the Director of the REMB. A Project Manager and support staff oversees the day-to-day operations of the DREAMS PMU. The PMU is located at the office of the DOE in Taguig, Metro Manila. 

 

Institutional Arrangement

The IC will be supervised by the Project Manager under the general guidance of the National Project Director (NPD). Among the PMU members, the IC will work closely with the DREAMS Capacity Development Associates.

The IC will not report at the Office of the DREAMS Project Management Unit in Manila but may be required to attend teleconferences as necessary. The IC might likewise be required by either PGLS or LASURECO both of which are located in Marawi City to report at their offices from time to time during the work week subject to the work schedule guidelines and health work protocols of the DOE and the UNDP.

No equipment or other facilities will be provided by UNDP nor by the local partners. The IC must coordinate with local partner directly should he/she needs a work area or place for meetings.

 

Duration of the Work

The contract period is from November 2021 - February 2022. The level of effort shall be 50 person-days.

 

Duty Station

Duty station is Iligan City due to the ensured availability of internet connectivity in these

areas.

Meetings with organizations and selected local government units located in Lanao del Sur will be conducted at the provincial capitol building located in Marawi City. Travel may be required for the on-site activity, if it will be conducted in Cagayan de Oro City (please include in Financial Proposal).

 

Scope of Price Proposal and Schedule of Payments

  1. The Contractor should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all inclusive” (professional daily fees X number of days, communications, travel expenses to CDO, etc.) that could possibly be incurred by the Contractor should be factored into the final amount submitted in the proposal.
  2. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid dur- ing contract duration
  3. The contract price will be fixed output-based price. Any deviations from the output and time- line will be agreed upon between the Contractor and UNDP.

Payments will be done upon satisfactory completion of the delivery by target due dates. Out- puts will be certified by the Project Manager prior to release of payments.

Duties and Responsibilities

SCOPE OF WORK AND METHODOLOGY OF THE REQUIRED SERVICES

A Local Coordinator is required under the Institutional Capacity Building component

(Component 2) and RE Commercialization (Component 4). The scope of work includes the following:

1. Organize and facilitate the “RE 101,” a webinar to be provided by the DREAMS project both onsite and virtually (simultaneously) for the technical and legislative staff of the province, the DC, and selected municipalities (See Annex A)

The consultant is expected to arrange and facilitate and be physically at on-site ses- sions to be held in a hotel either in Iligan City or Cagayan De Oro (depending on health protocol/quarantine guidelines) and conduct meetings, agree on logistics and 

schedule in coordination with PGLS, LASURECO, and target beneficiaries for the fina- lization of the travel and RE101 schedule particularly the list of participants composed of 20-25 staff from the said offices which will be confirmed by the PMU.

The arrangements and preparations for the virtual participants to be composed of the 6 resource persons from the DOE will be handled by the PMU. The hosting of the event including the platform to be used will be handled by the PMU. Based on the agreed upon schedule, the PMU shall handle the selection of the hotel, payment and other contracting arrangements at the venue site

2. Develop criteria for the selection of the site for a proposed RE facility to be installed, in consultation with the local partners

3. Draft local legislation that will support the implementation of the Joint DILG-DOE Circular on Energy Planning

4. As a result of the RE 101 activity, prepare a RE proposal to install a local RE facility that may be supported by the PGLDS, DREAMS Project, and other interested inves- tors.

The proposal will seek funds from the PGLDS and the LGU, where the proposal will be implemented. The proposal may also be submitted for consideration of the DREAMS Project. This will be done in coordination with experts, concerned agencies, the local partner, and the PMU as regards the technical design and requirements of the pro- posal. Consultant will package the RE proposal for submission to target fund source

  2. UNDP Personal History Form (P11) or Curriculum Vitae (following the template attached) indicating all past experiences from similar projects or requirements, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  3. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided, and clearly stating the payment percentage as indicated in this TOR. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
