Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality for women as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

 

As recognized by both global and ASEAN commitments, the impacts of disasters are not gender neutral, with women, children, the elderly, people with disabilities, and other vulnerable groups being among the most impacted. The programme “Strengthening Gender-Responsive Disaster Management in ASEAN,” implemented by UN Women in close collaboration with the ASEAN Secretariat aims to ensure that key relevant ASEAN sectoral bodies are supported with evidence based policy research and relevant technical capacity to integrate gender and protection framework to mitigate and prevent sexual and gender-based violence (SGBV). More specifically it aims to ensure that a protection (including SGBV and child protection), gender and inclusion lens is integrated in the design and implementation of the new ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2021-2025.

 

In October 2021, the ASEAN Committee on Disaster Management (ACDM) launched the ASEAN Regional Framework on Protection, Gender, and Inclusion in Disaster Management 2021-2025 (ARF-PGI). The document aims to articulate a common vision for promoting PGI in disaster management in the ASEAN region, in line with One ASEAN One Response. The Framework aims to support the implementation of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2021-2025 and other regional declarations and plans by: i) Consolidating regional commitments across sectors on target actions for achieving inclusive disaster management; ii) Identifying entry points for collaboration between National Disaster Management Organizations (NDMOs) and other organizations working on gender and social inclusion issues; and iii) Supporting ASEAN Member States (AMS) in setting priorities, indicators, and targets for measuring progress in protection, gender, and inclusion (PGI) at the national level, while establishing indicators and a baseline for measuring progress at the regional level.

 

To support operationalization of the Framework, UN Women is seeking a consultant with technical expertise in inclusion in disaster management to support in development of an operational guidance document on the Inclusion pillar to accompany the ARF-PGI.

Duties and Responsibilities

Under the supervision and guidance of the Regional Humanitarian Advisor, and in close consultation with Strengthening Gender-Responsive Disaster Management in ASEAN project team, the consultant will undertake the following tasks:

  1. Develop draft guidance of maximum 15 pages that:
    1. Outlines, for each of the eight Target Actions under the Inclusion pillar of the ASEAN Regional Framework on Protection, Gender, and Inclusion in Disaster Management 2021-2025:
      1. Sub-Actions that regional and national disaster management and gender and social inclusion actors can take in support of achievement of this target;
      2. Proposed indicators that can be used to track achievement of this Target Action at national level; and
      3. Key resources from ASEAN Member States, UN and iNGO partners, and/or the IASC that can be referenced in the implementation of the Target Action.
    2. Includes at least three 300-400 word case studies from ASEAN Member States to illustrate good practices in inclusion in disaster management.
  2. Develop templates for a) a self-guided prioritization exercise and b) action planning to support national disaster management organizations in applying the guidance;
  3. Finalize the guidance document and planning templates by incorporating feedback from the ACDM, ASEAN Secretariat, UN Women, and other relevant partners.

Competencies

Knowledge and experience:

  • Demonstrated knowledge of inclusion (especially disability inclusion), disaster management, and the Asia-Pacific region.
  • Demonstrated experience providing policy advisory support to governments and/or inter-governmental bodies.
  • Excellent writing skills.
  • Previous experience with UN Women and other UN agencies an advantage.
  • Fluency in English, with knowledge of other languages spoken in the ASEAN region an advantage.

Required Skills and Experience

  • Master’s degree in public administration, economics, gender studies, human rights, disaster risk reduction, humanitarian affairs, and/or any relevant field directly related;
    • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • Minimum seven years of relevant work experience at national or international level in inclusion, disaster risk reduction, and/or humanitarian affairs;
  • Demonstrated experience in establishing and/or implementing M&E strategies/plans;
  • Demonstrated experience providing policy advice to national governments or regional bodies, with experience in ASEAN strongly preferred.
  • Excellent writing skills in English, with knowledge of other languages spoken in the ASEAN region an advantage.

 

Contract period and work location

The consultant will be home-based, with the ability to attend consultations and meetings in times compatible with working hours of ASEAN Member States, and the contract period will be for three months.

 

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
