Project Description

The NDC Partnership (NDCP) was launched at the 22nd Conference of the Parties (COP) of the United Nations Framework Convention on Climate Change (UNFCCC) in 2016 in Marrakech. It is a coalition of countries and international institutions working together to ensure countries receive necessary technical and financial support to achieve ambitious climate and sustainable development targets as fast and effectively as possible. It builds in-country capacity and increases knowledge sharing for climate policies to have meaningful and enduring impacts, and drive increasing ambition over time. The NDC Partnership Support Unit (NDC Partnership SU) is hosted by the World Resources Institute (WRI) based in Washington DC and the UNFCCC in Bonn.

The Partnership works through country-driven approaches and is founded on the principle that effective cooperation, together with horizontal and vertical coordination can fast-track the achievement of results and enhance collective impact of invested resources. Member countries who request support and drive in-country implementation of NDCs (Nationally Determined Contributions) obtain access to a large network of partners who can deliver a flexible array of services (i.e. technical assistance, financial support and knowledge enhancement).

The development of the NDC Partnership Plan for the Philippines is based on the submitted request for support of the Philippines. Scoping activities including mapping of projects, consultations, and workshops with relevant agencies and development partners have been undertaken which led to the continued refinement of the Partnership Plan. Currently, the draft plan has undergone its second revision and has been presented to sectors through house-to-house consultation during the First Quarter of 2020. The house calls finalized the needs identified by sectors as indicated in the 2nd revised draft, and the agencies identified the specific needs for their request.

In this context, recognizing the importance of having a country-based interface with knowledge of the local reality, the Philippines will have a Consultant to oversee the process. His/her main responsibility is to ensure the development and finalization of the NDC Partnership Plan including coordination between the Philippine Government, Implementing Partners and other development partners on the ground. The Consultant will provide recommendations to the country's leadership in the implementation of the NDC Partnership Plan and to promote a whole-of-government and coordinated approach to adaptation and mitigation actions.

 

Institutional Arrangements 

  • The Consultant shall be directly supervised by the NDC Partnership Focal at the Climate Change Commission, with whom all outputs shall be submitted and through whom all communications shall be coursed or copied.
  • The Consultant is also required to coordinate with and seek guidance from the UNDP Climate Action Programme Team Leader and Analyst exercising programme oversight for the project.
  • The Consultant is expected to provide his/her own laptop for the work requirement.
  • The Consultant shall consider at least ten (10) working days lead time for UNDP to review outputs, give comments, certify approval/acceptance of outputs, etc. 

 

Duration of Work and Duty Station

Duty station is home-based. The expected duration of the assignment is sixty (60) person-days between 15 March 2022 and 31 May 2022, unless revised in a mutually agreed upon timetable between the Consultant and UNDP.

In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the consultant shall be done within the guidelines and protocols set by the local and national government. Field work, trainings, meetings, and coordination shall be done in compliance with community quarantine policies.

 

It is the NDCP SU and CCC’s understanding that  the starting date of the contract will be revised accordingly depending on the procurement timeline of UNDP and that the contract will end on May 2022.

 

Scope of Price Proposal and Schedule of Payments 

  • The Consultant should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all inclusive” (professional daily fees X number of days, communications, etc.) that could possibly be incurred by the Contractor should be factored into the final amount submitted in the proposal. Travel, as deemed relevant by UNDP and compliant with government guidelines on community quarantine, will be arranged and paid for by UNDP and should not be included in the financial proposal.
  • Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during contract duration
  • The contract price will be fixed output-based price. Any deviations from the output and timeline will be agreed upon between the Consultant and UNDP.
  • Payments will be done upon satisfactory completion of the delivery by target due dates. Outputs will be certified by the NSPP Project Manager prior to release of payments.

Duties and Responsibilities

Objectives and Scope of Work

The Consultant shall lead the development, formulation, and finalization of the NDC Partnership Plan. Working with the government, the Consultant plays a central role in ensuring the advancement of the NDC Partnership Plan and the NDC Partnership Country Engagement Strategy. This involves:

  • Empowering the Philippine Government by guiding the development, enhancement and implementation of the Partnership Plan, taking into consideration the country’s articulated needs and priorities;
    • Ensure country-driven, government-led approach in NDCP country engagement;
    • Recommend a process for selecting the most appropriate development partner/s for each country priority;
    • Develop results-based monitoring framework and system for tracking the implementation of the Partnership Plan;
    • Prepare the alignment of Sectoral Policies and Measures (PAMS) with the NDC Partnership Plan and Nationally Determined Contributions; and
    • Review the results and experiences from the NDC Partnership and submit corresponding recommendations to improve mechanisms under the Partnership.
  • Organize and conduct workshops or multi-stakeholder dialogues on Partnership Plan, NDCs and other relevant topics;
    • Inter-sectoral multi-stakeholder dialogues to promote a whole-of-government, whole-of-society approach in implementing NDCP country engagement activities;
    • Collaborate with the Philippine Government in conducting meetings among development partners (DPs) and other key stakeholders, in order to maximize synergies, avoid duplication, and mobilize support for identified needs and priorities;
    • Organize a Partnership Workshop; and
    • Prepare a list of DPs and identify alignment of their priorities with the NDC Partnership Plan.
  • Prepare reports documenting baselines and progress made in the implementation of the NDC Partnership Plan, including identification of challenges and recommendations, and opportunities for capacity building and knowledge exchange, at an interval agreed upon by the government focal point;
    • Develop and manage key coordination mechanism between the Philippine Government, NDCP SU, IPs and development partners;
    • Exchange with the NDCP SU on planning, conducting and monitoring and evaluating NDCP in-country activities in close cooperation with the focal point of host country and other partners;
    • Host information exchange meetings among NDCP partners to track ongoing NDCP engagement;
    • Advise NDCP SU on any issues arising that need their attention, including risks and opportunities for the Partnership and in relation to the Partnership Plan; and
    • Provide guidance to the NDCP SU in communicating and coordinating services at country-level by convening stakeholders, organizing bilateral meetings, consultation processes and dialogues;

The Offers received will be evaluated using a combined scoring method - where the technical proposal will be weighted 70 points and combined with the price offer which will be weighted 30 points.

Recommended Presentation of Offer

Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided, and clearly stating the payment percentage as indicated in this TOR. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
