Background

Papua New Guinea faces myriad humanitarian consequences from regular natural disasters (earthquakes, volcanic eruptions, flash flooding, landslides, tsunamis, drought, frost), conflicts, refugee emergencies, health emergencies, and governance issues. PNG frequently experiences localized disasters, but also less frequent large-scale disasters such as the 2015/16 El Niño- induced drought and frost and the 2018 Highlands Earthquake. National and sub-national capacities for and investment in disaster management remain weak. There is broad variation in national, provincial and local capacities to plan for and effectively respond to humanitarian emergencies. The need to strengthen coordination and communication between national and provincial institutions responsible for humanitarian planning, preparedness, response and recovery, remains a priority.

Following the departure of OCHA from PNG in June 2015, UNDP assumed the role of humanitarian coordination in addition to its overall responsibility to conduct operational activities for disaster mitigation, prevention and preparedness. The Humanitarian Advisory Team serves as the secretariat for the Disaster Management Team and provides critical humanitarian coordination, support, and advice to the Government, UN agencies, the Resident Coordinator, civil society, and faith-based organisations to better prepare for and respond to emergencies and crises. The team supports the mobilisation and coordination of effective and principled humanitarian action in partnership with national and international entities to alleviate human suffering in emergencies. The team also supports the National Disaster Centre to address key goals, including updating the Disaster Management Act, enhancing communication and coordination between national and provincial disaster management bodies, and providing technical support on contingency planning and needs’ assessments.

In this context, UNDP is seeking an International Information Management Officer to be based in Port Moresby as part of the Humanitarian Advisory Team.

This person will be expected to gather, organize, share and use data and information, and develop and manage tools, templates, and protocols for sharing and visualizing information to inform decision-making to improve the effectiveness of cooperation, coordination, communication and collaboration in humanitarian contexts. The I-IMO will also train and build the capacity of a national Information Management Officer.

Duties and Responsibilities

Scope of Work

Within delegated authority, the Information Management Officer will be responsible for the following duties:

Coordination

  • Develop and participate in information management network(s) in accordance with IASC guidance to facilitate humanitarian information exchange and the promotion of data and information standards
  • Work with Disaster Management Team member organizations, Government, the regional OCHA office, and other relevant entities to ensure the effective adoption and use of information tools and services
  • Engage with counterparts to ensure that information activities are coordinated and consistent with global and national standards and practices
  • Provide training and expertise on the use and development of information management tools and platforms to the HAT national information management officer
  • Advocate for the use of data standards and common platforms, and for the open exchange of information.

Web management

  • Manage DMT and country humanitarian content on HR.info, ReliefWeb and other relevant web platforms
  • Provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards
  • Work with external counterparts on related web platforms such as agency and cluster websites and ReliefWeb to facilitate cross-site search and interoperability
  • Provide training and expertise to the HAT national information management officer Data management
  • Design, develop and manage dashboards, databases, spreadsheets and other data tools
  • Understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability
  • Consolidate operational information on a regular schedule to support analysis
  • Participate in the collection, management and dissemination of data on coordination structures to inform humanitarian operations and policy
  • Provide training and expertise to the HAT national information management officer

Data analysis

  • Organize, design and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques
  • Participate in the development and revision of data standards (e.g. the Humanitarian Exchange Language) and advise on the application of these standards into local systems and processes
  • Participate in the development, implementation and management of new indicators, together with its accompanying data, to be included in a Common Humanitarian Dataset
  • Provide substantive support on the development of analyses and communication products on humanitarian coordination
  • Understand, document and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability
  • Provide training and expertise to the HAT national information management officer Assessment analysis
  • Support assessment and needs analysis activities, including secondary data reviews, preliminary scenario definitions and multi-cluster initial rapid assessments
  • Provide advice on assessment design to ensure data quality
  • Manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK)
  • Provide training and expertise to the HAT national information management officer Geographic Information System (GIS) and mapping
  • Develop and maintain spatial baseline and operational datasets in accordance with relevant standards and guidance
  • Produce and update high-quality map products and online services
  • Maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services
  • Provide training and expertise to the HAT national information management officer Visualization
  • Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline
  • Develop advocacy materials including posters, presentations and other visual materials
  • Provide training and expertise to the HAT national information management officer Perform other related duties as required.

Institutional Arrangement

The international Information Management Officer will work with and train the national Information Management Officer and be directly supervised by the Humanitarian Coordination specialist.

Minimum academic education

2.Travel

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Any official travel expected to be associated with performing the functions will be covered by UNDP.
