Background

UNDP is currently working in various areas concerning sustainable development, from systems and institutional strengthening to inclusive growth and sustainable livelihoods, as well as sustainable energy, environment, and resilience. The Energy Environment and Resilience (EER) Unit at UNDP is organized around the thematic areas of climate change adaptation and mitigation; disaster management and resilience; and access to clean and efficient energy.

While India is on track to achieve some of its NDC targets on emission intensity and non-fossil fuel-based energy installations, there remain significant bottlenecks such as lack of cutting-edge climate technology for the transition to low carbon pathways; and for innovative and inclusive solutions for building adaptive capacity of vulnerable communities to cope with climate change. To this end, India developed a proposal to the Japan Supplementary Budget (JSB) programme Net Zero emissions, which aims to support transition to a low carbon economy, to support sustainable and inclusive development, to identify and create livelihood provisions (and green jobs) and to build climate resilience of the vulnerable communities. This project will undertake strategic, sector-specific interventions in 9 states, including Madhya Pradesh, Jharkhand, Bihar, Chhattisgarh, Odisha, Uttar Pradesh, Maharashtra, Uttarakhand, and Sikkim.

More specifically, various states developing climate scenarios and adaptation action plans, to suit their policies and plans. In this regard, expertise is needed to review the climate state action plans on adaptation and carbon emission scenarios ensuring the technical standards are met and report quality. In this regard we are looking for a specialist who reviews the adaptation report from the states and engage with the stakeholders and team preparing the report to ensure the quality and technical solutions are in the desired standards from the global perspective.

Duties and Responsibilities

Scope of Work

  • Desk review of the latest draft of the “State Action Plan for Climate Change (SAPCC) for Madhya Pradesh” and provide inputs on current situation and future scenarios
  • Review of actionable items, adequacies and alignment with state and national development and climate change plans
  • Make notes on the current findings and possible improvements in the document
  • Discuss with UNDP/ EPCO/others as identified by EPCO on revision requirements
  • Finetune and revise the document wherever required and provide final draft of the SAPCC.
  • Consultancy for a maximum duration of 3 months .

The incumbent Consultant will work under the technical guidance, and the Environmental Planning & Coordination Organization (EPCO) in Madhya Pradesh, with technical backstopping and quality assurance from the UNDP India CO, to ensure the effective and timely delivery and submission of the following deliverables within the specified timelines.

Required Skills and Experience

Academic Education:

Essential

PhD degree in natural sciences (Ecology, Natural Resource Management and or natural sciences), or Climate Change Mitigation (Energy, Engineering or related)

Relevant Experience

10 years of experience in Climate Actions (Climate Change Adaptation/ Climate Change Mitigation)

Contributed as lead consultant or lead staff member to a SAPCC document preparation

Required Language(s) (at working level)

Excellent knowledge of written and spoken English is mandatory.

I.       Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation;

•           Technical Criteria weight - 70%;

•           Financial Criteria weight – 30 %

1. Criteria 1: Prior Experience and knowledge of the energy sector (30%)

Proven track record of 10 years in public or private sector is required, with projects on Energy Access, Rural Energy, Renewable Energy, Energy Efficiency, Climate Change Mitigation. The consultant should demonstrate experience through at least 5 research assignments that are pertinent to the energy sector. (20 marks)

2. Criteria 2: Demonstrated Knowledge on Quantitative and Qualitative Evaluation   (30%)

  • At least 5 years’ experience in qualitative and quantitative data collection, evaluation and presentation / visualization, reporting is required. The consultant should demonstrate at least 2 projects/ reports where these skills have been employed. (20 marks)

3. Criteria 3: Multi-stakeholder consultation for High Level Documents (10%)

  • Consultant should have excellent understanding of topics and stakeholders. The consultant should have conducted at least 1 project/report, which involved coordinating between multi-stakeholder groups, including both public and private sector stakeholders (10 marks)

4. Criteria 4: Expertise and research credentials demonstrated through interview (20%)

Interview with consultant to assess expertise and credentials related to deliverables. Only candidates that have scored a minimum of 70% in criteria 1, 2 and 3 (i.e. 35 marks) will be shortlisted for an interview and only those that score a minimum of 70% in the overall technical evaluation (i.e. 49 marks) will be requested to submit financial quotes (20 marks)

Financial Proposal

Technically qualified consultants will be requested to submit their lump sum rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned technical evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.
