Office/Unit/Project Description
The United Nations Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 46 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. Under this Strategic Framework 2022-2025, UNCDF will realize its full potential as a hybrid development organization and development finance institution. UNCDF, through its Local Transformative Finance Practice (LTFP), will deepen and expand its role as the UN Hub for Subnational Finance by strengthening its long-standing collaborative relationships and converting them to solution-driven services. LTFP is a technical and financial partner for local transformation. Its clients encompass local and regional governments, cities as agencies of local transformation, domestic capital market participants and regulatory and budgetary authorities. UNCDF combines finance and investment instruments with sector expertise across all aspects of subnational public and private finance.
To this end, UNCDF offers its clients financing and policy expertise in three overlapping transitions: (a) The urban transition to implement the New Urban Agenda that transforms cities into inclusive, sustainable and resilient places with everyone benefiting from growth, access to transport, housing, water and sanitation, green space and the “right to the city”; (b) The green transition to implement the Rio Conventions through sustainable city planning and zoning, urban food systems land-use management, circular water management and clean and smart energy solutions; (c) The productive transition to implement the priorities of the Doha programme of action for the Least Developed Countries (2022-2031): increasing productive capacities through a territorial approach to local economic development and the creation of value-added urban/rural linkages leading to structural transformation. As a center of excellence and innovative fund for local government finance and local economic development finance in the world’s 46 LDCs, LTFP designs, pilots and tests out financing mechanisms and business models in both public and private sectors that support locally designed public investments and revenue-generating capital investment projects. The investment financing toolboxes include Fiscal Decentralization, Local Development Funds for public capital investment programming, Structured Project Finance, Municipal Finance, SME Finance, and Public-Private Partnerships.
Institutional Arrangement
The incumbent reports to the Deputy Director of Local Transformative Finance Practice at UNCDF, based in Kampala, Uganda and in close collaboration with Director of Local Transformative Finance Practice at UNCDF, in Headquarters, New York, and with other LTF colleagues in the regional office/HQ based and country and across the region.
This position is office-based in New York, USA.
Duties and Responsibilities
Scope of Work
Under the direction of Local Transformative Finance Practice senior management in HQ, the communications and RBM expert will lead the practice in deploying and implementing its communcation strategy and results-based management, including support for knowledge management, publications and media, policy advocacy and outreach, reporting, event organization as well as general support to the LTFP programmes as needed.
Key colleagues to work with include the Director, Deputy-Director, Regional Technical Advisors, Global and Regional Programme Managers, and the LTFP HQ team. The expert will also liaise with and contribute perspectives from LTFP as needed within UNCDF Corporate Communications and RBM discussions.
Communications
- Manages the overall communications for the Local Transformative Finance Practice (LTFP) including communications strategy, report production, development of communications and outreach materials and dissemination of knowledge products;
- Leads the LTFP communications network (30+ persons) to implement respective communication strategies at the global, regional and country levels, organizes content gathering and supports content dissemination to all relevant platforms;
- Serves as the communications focal point for the LTF practice at global, regional and country levels, interfacing with LTFP programmes and country offices, UNCDF Corporate Communications team and external audience including key partners (e.g. UN Agencies) and other relevant stakeholders;
- Manages LTF’s Social Media accounts and guides and facilitates social media content publication;
- Manages the Dual-Key communications strategy and works especially with Investments officers in content gathering, content editing and content diffusion;
- Drives and manages LTF’s communication newsletter’s editorial stance and content curation;
- Supports the UNCDF website maintenance and updates, undertakes content development, redesign and presentation of the web pages related to the LTFP global programmes;
- Manages podcast production and publication for LTFP’s Capital LoCAST and where relevant redirect requests to UNCDF’s Capital Musing podcast;
- Assists the LTF Practice in drafting articles, press releases, blogs, cases studies, news, etc. and in the production of communication materials and templates such as brochures, reports and presentations;
- Leads the LTFP Communications & Event Calendar and content planner;
- Supports planning and organization of both in-person and online events, media coverage for the events and produces targeted communications and reports as needed to ensure outreach and visibility;
- Provides training and capacity-building support to LTFP staff on communications.
Results-Based Management
- Assists the LTF Practice in quality control of the annual data collection and reporting exercise, data analysis and results presentation;
- Provides quality assurance and guidance for LTFP’s contributions to UNCDF Annual Reports and donor reports to ensure accuracy;
- Supports LTF Practice in ensuring timely and quality donor reporting, preparing LTFP annual report and programme reporting;
- Provides support in design and presentation of results, disseminates knowledge and learning from results and organizes exchange webinars as needed;
- Supports the development of results frameworks for LTFP new projects, ensuring relevance to UNCDF IRRM and the LTFP Theory of Change
