Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The invasion by the Russian Federation of Ukraine on 24 February 2022 has resulted in loss of life, injuries, and mass displacement of the civilian population, both internally and to neighboring countries. The ongoing violence has also resulted in widespread destruction and damage to residential housing stock and civilian infrastructure, including health centers and schools, and the consequent disruption to essential lifesaving services across Ukraine. This escalation in fighting has exacerbated existing humanitarian crisis—already present for the past eight years in Eastern Ukraine.

Within this rapidly shifting dynamics, UN Women is reconfiguring it programming within humanitarian-peace -development nexus, anchored within the wider UN system priorities.

Under the direct supervision of the Country Representative and in coordination with the Programme team in the Ukraine Country Office, the Partnerships and Resource Mobilization Consultant will provide technical support to the development and management of UN Women Ukraine Country Office’s strategic partnerships and relationships, and resource mobilization strategy for the Ukraine Country Office (UA CO). He/she will develop and implement the partnership strategy and provide technical support to the UA CO management on partnership development, donor intelligence and donor relations, ensure timely and qualitative reporting. The consultant will map strategic donor interests, aligned with the CO priorities, will provide critical analysis and recommendations to facilitate resource mobilization and contribute to increased visibility and knowledge of UN Women’s products and strategies. He/she will support the diversifying and deepening of CO resource base. In close coordination with Europe and Central Asia Regional Office (ECA RO) and Head Quarter (HQ) colleagues, he/she will be responsible for the analysis and management of all fundraising channels and activities, ensuring support for long-term, flexible and larger resources for UN Women in Ukraine

Duties and Responsibilities

Support UN Women’s strategic partnerships:

  • Coordinate relationships with key partners; provide technical inputs to senior management’s efforts at the country level to develop new and innovative partnerships to support implementation of the Ukraine CO 2023 Interim Strategic Note (SN);
  • Provide technical inputs to the Country Office on building and maintaining partnerships and positioning with existing and potential donors
  • Facilitate development of strategic partnerships with the private sectors, academia and think tanks; and support outreach, as needed;
  • Coordinate and organize internal and external meetings, events, and discussions with the donors;

Support the implementation of resource mobilization strategy and initiatives:

  • Develop the resource mobilization strategy/plan for the UA CO and coordinate its implementation;
  • Coordinate the implementation of donor fund-raising strategies, aligned to the UA CO activities and initiatives
  • Develop targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding to address the SNs’ priorities and funding gaps;
  • Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with the UA CO programme team;
  • Provide technical inputs to the development of concept notes and project proposals in line with the UN Women’s resource mobilisation strategy and the interest of donors;
  • Undertake ad-hoc donor studies, research, and other activities to identify funding opportunities; update the resources mobilization strategy as needs emerge.
  • Convene and facilitate strategic donor coordination meeting/working groups on gender equality and women’s empowerment
  • Provide technical inputs to senior management’s efforts to develop new and innovative partnerships;
  • Develop and implement strategies for maximizing potential for existing funding tools, including trust funds, and other sources;

Maintain effective relationships with donors:

  • Provide technical inputs to the CO management in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials;
  • Act as focal point for donors, building institutional relationships;
  • Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence;
  • Identify opportunities to secure additional non-core resources;
  • Provide inputs to the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements; and the preparation of brief funding proposals and concept notes, where appropriate.

Support the submission of high quality and timely reports to donors:

  • Maintain systems to promote compliance with the terms of grants and agreements;
  • Provide technical support to programme managers for the preparation of high quality and timely donor reports as required;
  • Coordinate with Programme and Operations teams to ensure timely collection of information and preparation of results-based reports for external constituencies.
  • Provide inputs to UN Women partnership development and communication products, packages and positions.

Participate in knowledge building and sharing and advocacy efforts:

  • Provide inputs to the CO on the design and implementation of effective advocacy strategies and methods for proactive and strategic targeting of partners and donors.
  • Contribute to the development of knowledge products and mechanisms to effectively position UN Women in country,  in the region and globally, wherever possible;
  • Share knowledge and enhance organizational learning among UN Women CO, and with the regional office through the development and use of on-line tools, templates, tips, mechanisms and guidelines;
  • Identify and document best practices and lessons learned directly linked to the partnership development and resource mobilization for further wide sharing;
  • Provide contributions to knowledge networks and communities of practice (CoPs), including CoP on Resource Mobilization as required;
  • Monitor emerging issues that could affect partnerships and resource contributions at the country, regional and global levels (risk management).

Key Performance Indicators:

  • Timely attention and response to UN Women’s partners and donors;
  • Timely implementation of the resources mobilization strategy and timely support to Country Offices and the Regional Office;
  • Timely targeting of funding opportunities and timely tracking of donor intelligence;
  • Quality communication and advocacy products which result in increased resources and a strong investment case for UN Women;
  • Quality monitoring and reporting mechanism to ensure quality of data and limit redundancy in efforts.

V.  Application Process 

The application should include:

  • Financial Proposal:  Specify a monthly amount (daily rate, personnel costs, tele-communication cost should be included) for the tasks specified in this Terms of Reference and considering 20 days for every month expected as working days. Travel expenses to join in duty station, living allowance, etc. will be reimbursed by UN Women based on the travel policy.);

VI. Payment Schedule

Consultant will be paid upon submission and the acceptance of the deliverables on a monthly basis.

VII. Evaluation process

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation. Based on the highest combined technical (70%) and finance (30%) will be selected as the preferred candidate.
