Background

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The WHO Health Emergencies Programme is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong preparedness and contingency planning support.

Duties and Responsibilities

Under the direct supervision of the WHE Team Lead, and the overall technical guidance of the Head of the WHO Country Office (HWCO), the incumbent will provide technical support to the Ministry of Health and serve as the focal point for the implementation of national response and preparedness activities in the occupied Palestinian territory (oPt).

The incumbent will perform the following duties:

1. Contribute to timely and proper implementation of WHO activities in Country Health Emergency Response and Preparedness & contingency plans in collaboration with the Ministry of Health and other sectors

2. Support WHE Team Lead for emergency preparedness and response and collaborate actively with, the Incident Management team in the oPt

3. Collect and analyze data and information required for any WHE-related documents

4. Prepare for and organize technical missions/workshops for strengthening emergency preparedness and response

5. Assist in developing and updating implementation plans under WHE and track implementation of these activities and follow up on the progress on relevant indicators outbreaks during and after emergency situations

6. Contribute effectively to the monitoring and evaluation of WHE activities, implementation of activities for the prevention & control of disease outbreaks, results and framework

7. Provide technical expert advice to health partners in particular the Health authorities, aimed at establishing and/or improving high-quality pre-hospital-based and hospital-based emergency services and to ensure updated information on affected population figures and their health status is readily available.

8. During acute emergencies, provide analysis of the public health risks, needs/ capacities and interventions for the trauma and emergency care programme; challenges and operational course correctors, as applicable

9. Liaise with health partners to ensure that all activities are performed in line with existing strategies and plans and carry out ongoing monitoring and reporting on these activities. Provide input to communications and information products (Sitreps, health cluster bulletins etc.) as required.

10. Perform other emergency related activities as requested by HWCO

Functional Knowledge and Skills

• Excellent theoretical and practical knowledge of health emergencies

• Excellent interpersonal skills with ability to communicate with partners

• Demonstrated capacity to write technical documents in a clear and concise manner

• Familiarity with other global health security threats in the region, as well as issues and practices for disease prevention and control

• Demonstrated organizational skills with the ability to multi-task and produce results under pressure.

• Knowledge of the UN and humanitarian systems for emergency response and preparedness.

• Good presentation and writing skills.

Required Skills and Experience

EDUCATIONAL BACKGROUND:

Essential:

University degree in medicine.

Desirable:

Master or postgraduate training in Public Health or other relevant areas. Specialized training in emergency/disaster preparedness and response.

PROFESSIONAL EXPERIENCE AND KNOWLEDGE:

*Essential:

At least one year of relevant experience in implementation of emergency preparedness programmes/projects.

Desirable:

Relevant work experience in UN agencies; experience working in relevant non-governmental or humanitarian organizations. Relevant experience in the implementation of health humanitarian projects.

LANGUAGE SKILLS:

Excellent knowledge of English and Arabic language.
