Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

As the UN agency with the mandate to work on gender equality, UN Women is responsible for leading and coordinating United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world and at the country level. UN Women is also expected to provide strong and coherent leadership in support of countries’ priorities and efforts, building effective partnerships with civil society, the nodal government agency, private sector, and other relevant actors.

UN Women India Country Office is currently implementing a Programme in the state of Assam to forge and strengthen multi-stakeholder partnerships in the tea sector  to effectively respond to the impact of COVID-19 and pandemic on women. The goal is to ensure that women and girls are socially, economically and politically empowered in rural spaces which are free from sexual harassment and other forms of violence against women and girls. The Programme through targeted interventions is mitigating the impacts of the pandemic and enhance women workers’ health, wellness, and safety in the tea sector.  The Programme is now being extended and  now includes states of Rajasthan, Kerala and Assam with additional focus on the spice supply chains as another sectoral intervention.  The following are the intended Outcomes:

  • Capacity of partners enhanced on women’s health and wellbeing and on measures to respond to VAWG in the Tea and Spices Sector.
  • Multi-stakeholder partnerships established and strengthened to implement women’s health, wellness and safety solutions in the Spices Sector.
  • Local data available on the impact of COVID 19 on women and girls in selected intervention areas in the Spices Sector.

 The Programme will generate best practices and lessons learned to inform a gender-responsive COVID-19 recovery through:

  1. Improved health outcomes for women in the tea and spices sector through increased access to basic health services, promotion of nutrition, and addressing the specific health needs of women and girls, including sexual and reproductive health.
  2. Enhanced wellbeing of women in the tea and spices sector through increased access to opportunities for women addressing their specific needs and challenges and promoting their rights and agency.
  3. Reduced instances of gender-based violence against women in the tea and spices sector through effective measures to prevent and respond to violence against women, such as training for workers, creating safe reporting mechanisms, and working with local law enforcement agencies.
  4. More gender-responsive systems in the tea and spices sector through e integration of gender considerations into the budgeting and planning processes of tea gardens and spices sector, with a particular focus on addressing gender-based violence and promoting gender equality.

Under the guidance and direct supervision of the Programme Specialist– Ending Violence Against Women (EVAW Specialist) and Girls the Programme Manager is responsible for leading the Programme. The Programme Manager will support formulation, management, and evaluation of programme activities within his/her portfolio and provide policy advisory services on the sectoral themes as and when required.

The Programme Manager will coordinate activities with state coordinators and partners and with relevant team members at UN Women. The Manager will work in close collaboration with the operations team, UN WOMEN staff and Government officials, technical advisors and experts, multilateral and bilateral donors and civil society ensuring successful implementation of specific components of the programme.

Duties and Responsibilities

Provide substantive technical support to the implementation and management of the EVAW programme:

  • Provide technical inputs to the annual workplan and budget.
  • Lead the implementation of programme activities.
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners.
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports.
  • Train partners on Results Based Management and monitor implementation.

Provide technical assistance and capacity development to project/programme partners:

  • Coordinate and provide technical support in the implementation of programme activities.
  • Develop technical knowledge products;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
  • Participate in donor meetings and public information events, as delegated.

Provide technical inputs to the monitoring and reporting of the programme/ project:

  • Monitor progress of implementation of activities and finances using results-based management tools.
  • Draft reports on monitoring missions, programme results, outputs and outcomes.
  • Provide substantive inputs to the preparation of donor and UN Women reports.

Provide substantive technical inputs to the management of people and finances of the programme:

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary.
  • Provide substantive inputs to financial reports.

Provide substantive inputs to advocacy, knowledge building and communication efforts:

  •  Identify relevant information for advocacy with multiple and varied stakeholders and partners.
  • Provide policy advice and technical support to Government functionaries, law enforcement agencies and individual stakeholders.
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products.
  • Any other task assigned by the Programme Specialist and Representative /Deputy Representative with regard to overall programmatic functions.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. 
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 4 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
  • Experience in the EVAW is an asset.
  • Experience coordinating and liaising with government agencies and/or donors is an asset.
  • Familiarity with UN Women policies, procedures, and regulations is an asset.

Language Requirements:

  • Fluency in English and Hindi is required
  • Knowledge of the other UN official working language is an asset.
