Background

United Nation Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

In April 2023 UN Women, with the generous support of the Swiss Agency for Development and Cooperation (SDC) launched a four-year project “Women’s Increased Leadership for Democracy in Georgia” (WILD). The impact-level goal of the project is to ensure that women and girls in all their diversity fully and equally participate in decision-making and benefit from gender-responsive governance in Georgia. In order to contribute to the achievement of this impact-level goal, the project sets forth two interlinked outcomes, which are as follows - outcome 1: Women and their organizations in all their diversity are engaged in and influence political life and decision-making at all levels in Georgia; and outcome 2: Gender equality and women’s meaningful participation and leadership at all levels is promoted through adoption and implementation of gender-responsive legislative and policy frameworks and practices.

Under outcome 2, the project strives to realize the following two outputs:

  • Output 2.1. Laws, policies and capacities for women’s political empowerment and for gender mainstreaming are developed and implemented at the national and local levels and
  • Output 2.2. More and better-quality data and analysis are available to promote and track the progress of gender equality and women’s political empowerment.

In line with these efforts, UN Women, in partnership with the National Association of Local Authorities of Georgia (NALAG), supports local governments to better undertake gender equality and mainstreaming obligations. This includes technical support to develop and implement municipal gender equality action plans, to integrate gender analysis into policymaking and to promote women’s participation across policy and budgetary processes. This work cannot be accomplished without regular collection and analysis of gender data at the local level. In this connection, UN Women supports local governments in improving systems and practices on data collection and analysis on gender equality

The availability of municipal data is extremely scarce, which greatly prevents designing, monitoring and evaluating evidence-based gender-sensitive policies and programs at the local levels. National Statistics Office of Georgia (GEOSTAT) regularly collects data at the municipal levels through population census and other mainstream surveys. Recently GEOSTAT developed a portal of statistics whereby data is available by regions and municipalities of Georgia (Portal on regional and municipal statistics - http://regions.geostat.ge/regions/#). While this portal is an important step forward in making municipal statistics more accessible, it does not provide sex-disaggregated data. Local governments, in line with their gender equality actions plan, also collect some sex desegregated data on programme beneficiaries, services available etc. However, these data is rarely made available or analyzed in a way that supports programme and policy design, budgeting, monitoring and evaluation on gender equality and women’s empowerment. To address this gap, UN Women in partnership with NALAG plan to develop and promote a minimum set of gender equality (GE) indicators, that can be collected, analyzed and published by data producers (including local governments and GEOSTAT) and be readily available to the local governments to inform policy and action on gender equality at the local level.

In this context, UN Women is planning to hire a National Consultant  to develop minimum set of gender equality indicators for local governments. The consultant will work in close collaboration with UN Women and  NALAG and will be responsible for the tasks outlined below.

Duties and Responsibilities

The duties and responsibilities of the national consultant are:

  • Carry out desk research and map international and national obligations and best practices related to local government GE indicators
  • Conduct consultations with GEOSTAT, NALAG,national and local government representatives and relevant civil society organizations to explore their data collection, analysis and dissemination practices and standards and document which data is readily available and what can be easily available.
  • Aligned with the national and international commitments, best practices and local context, come up with a minimum set of GE indicators for local government, outlining not only  indicators, but their disaggregation level, source of data, frequency of publishing, link to relevant international or national indicator, etc.
  • Develop a list of targeted recommendations on how the minimum set can be further improved and made sustainable at the national and local levels.
  • Validate the draft document with GEOSTAT, NALAG and local government representatives and finalize according to their feedback.

Deliverables:

  • Detailed work plan, including desk review and specifying methodology and timeline developed and submitted to UN Women by 30 June, 2023 (4 working days)
  • Consultations with NALAG, GEOSTAT and local government representatives conducted by 31 July, 2023 (6 working days)
  • Develop a roadmap including the background (legal and policy framework), minimum set of GE indicators (including their disaggregation level, source of data, frequency of publishing, link to relevant international or national indicator disaggregation level, etc., and recommendations and submit it to UN Women for review by August 30 (8 days)
  • Update the document in line with UN Women’s feedback and validate the  document with NALAG, GEOSTAT and local government representatives by September 30, 2023 (5 working days)
  • Finalize the document according to the feedback received during validation and submit the final Georgian version to UN Women by September 30, 2023 (2 working days)

Required Skills and Experience

Education:

  • University degree (at least Masters) in human rights, statistics, demography, sociology, social sciences, or other relevant area.

Experience:

  • At least 5 years of experience of analysing gender data in line with international and national indicators;
  • At least 5 years of experience of preparing academic papers, situation analysis, methodological guidelines,  assessments and research reports on GEWE issues using quantitative and qualitative data (applicants will be required to provide samples of their similar work);
  • Familiarity with international and national GEWE frameworks is a strong asset;
  • Experience of working with local governments is a strong asset.

Language:

  • Excellent command of written and spoken Georgian and English

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • University degree (at least Masters) in human rights, statistics, demography, sociology, social sciences, or other relevant area;
  • At least 5 years of experience of analysing gender data in line with international and national indicators;
  • Excellent command of written and spoken Georgian and English.

The candidates will be evaluated in three stages: according to minimum qualification criteria followed by technical and financial evaluation.

Technical evaluation criteria (including minimum qualifications):

  • University degree (at least Masters) in human rights, statistics, demography, sociology, social sciences, or other relevant area (max 50 points)
  • At least 5 years of experience of analysing gender data in line with international and national indicators (max 100 points);
  • At least 5 years of experience of preparing academic papers, situation analysis, methodological guidelines,  assessments and research reports on GEWE issues using quantitative and qualitative data (max 100 points);
  • Familiarity with international GEWE frameworks, such as CEDAW, SDG, BPfA   is a strong asset (max 35 points);
  • Experience of working with local governments is a strong asset (max 35 points);
  • Excellent command of written and spoken Georgian and English (max 30 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The selected candidate will report to and work under direct supervision of the Governance & Participation in Public Life programme analyst and UN Women Gender Data Specialist.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed as specified below:

  • Deliverable 1,2,3 (18 days) - 72 %
  • Deliverable 4,5 (7 days) - 28 %
