Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women Lebanon is working across the humanitarian, development and peace nexus under the following frameworks: 1) United Nations Sustainable Development Cooperation Framework 2023-2025 2) Lebanon Crisis Response Plan (LCRP) 3) Lebanon’s Emergency Response Plan (ERP) and 4) Reform, Recovery, and Reconstruction Framework (3RF).
In this context, UN Women partners with a range of organizations to produce gender analysis and data to inform a gender-responsive recovery. This includes conducting gender analysis on relevant datasets to inform UN Women’s response, working with other organizations on gender analysis work. Recent examples include: the Vulnerability Assessment of Syrian Refugees in Lebanon (VASyR) gender chapter 2022, the Multi-Sectoral Needs Assessment (MSNA) Gender, Age and Disability Disaggregated Data Report, MSNA Gender Factsheets, the Impact of Lebanon’s Financial Crisis on Women’s Economic Participation and the 2022 Gender Statistical Profile.1

Duties and Responsibilities
Reporting to the UN Women Country Representative, UN Women seeks to recruit an experienced Research, Data and Information Management consultant with expertise in gender equality and women’s empowerment and experience in humanitarian, development and/or peace building operations to provide technical oversight on data and research efforts for UN Women in Lebanon to provide technical oversight and review of data and research efforts of UN Women in Lebanon.
Responsibilities, Scope of Work, and Tasks:
Research:
- Coordination with external actors to identify secondary data sources that can be used for gender analysis in Lebanon.
- Providing technical oversight on methodologically sound approaches for ongoing UN Women research and research/analysis in collaboration with other agencies, with preference to feminist and participatory methods, for data analysis, including:
- Descriptive and exploratory analysis of quantitative data with focus on gender, age, and disability as variables.
- Content analysis of qualitative data collected by UN Women, partners, or other agencies with focus on gender as a variable.
- Conduct qualitative interviews for research on gender on an as-needed basis.
- Use data visualization tools to present information in the form of graphs, tables, and charts to convey data in an understandable format.
- Prepare terms of references, inception reports, and proposals for research on gender-related topics.
- Support with secondary data review and desk research on gender-related topics.
- Provide inputs on inter-agency research frameworks, methodologies, and assessment approaches.
- Liaise with relevant UN agencies to coordinate gender-related research.
- Undertake strategic writing on topics related to gender equality and women’s empowerment in the context of Lebanon.
- Support policy and advocacy and by providing evidence-based inputs and developing research papers on gender equality and women’s empowerment topics.
- Contribute to proposal writing and fundraising efforts to secure additional resources for gender-related research.

Required Skills and Experience
Education:
- Master's (or equivalent) in gender and women studies, data analysis, statistics, economics or a relevant social science discipline.
- Substantial gender component is an asset.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- A minimum of 7 years of progressively responsible work experience carrying out research and analysis in a development policy and/or research context with a strong focus on gender for a significant part.
- Demonstrated experience and expertise in data management and analysis using tools such as Excel, Google Drive based Excel, R, Stata, SPSS, Python, SQL, Tableau, ArcGIS, etc.
- Proven record of in-depth research using qualitative and quantitative research methods, particularly in relation to gender.
- Experience/knowledge in data visualization software such as Tableau, Microsoft Power BI and visualization and analysis capabilities is an asset.
- Computer skills, statistics, internet communication and command of MS Office
Language requirements:
- Fluency in written and oral English is required.
- Working knowledge of Arabic is an asset.
Evaluation Criteria:
Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.
Criteria Weight Technical: 70% (70 points)
- Criteria 1: Education (15 points)
- Criteria 2: Experience(45 points)
- Criteria 3: Language requirements(10 points)
Financial: Lowest Financial Proposal: 30% (30 points)
The points for the Financial Proposal will be allocated as per the following formula:
- Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
- The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
- 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
