Background

The joint UNDP/EC Action “Support to Environment and Sustainable Development in Belarus” launched 6 November 2009. The overall objective of the action is to promote environmental protection and sustainable development at central and local levels by supporting (i) institutional capacity (ii) active involvement of communities in local decision-making and (iii) public awareness raising initiatives.

The action consists of three components, “Sustainable Development at Local Level”, “Building Capacity for Strategic Environmental Assessment and Environmental Conventions Implementation in Belarus” and “Raising Environmental Awareness of the Youth through Establishment and Development of Green Schools in Belarus”, registered in Belarus as the international technical assistance projects.

The first component of the action, UNDP/EC Project #00062795 “Sustainable Development at Local Level”, is aimed at developing capacity for preparation and implementation of Local Agenda 21 (LA21) in the regions of the Republic of Belarus. The project activities include arrangement of informational and educational seminars, research, elaboration of printed materials, exchange of expertise with neighboring countries, support in the development of LA21 and “Greenways” strategies and dissemination of this experience throughout Belarus, provision of legislative support to state institutions in the area of local sustainable development.

The Ministry of Natural Resources and Environmental Protection of the Republic of Belarus (Ministry of Environment) will act as a National Component Implementing Agency.

Duties and Responsibilities

The Task Coordinator (LA21-Greenways) will be based in Minsk, Belarus. He/she will assume the leading role in the UNDP/EC Project “Sustainable Development at Local Level”, ensure efficient project management, producing planned outputs, coordination and supervision of the of the project activities in line with UNDP/EC rules and procedures, achievement of the project goals and objectives, UNDP/EC reporting.

The Task Coordinator (LA21-Greenways) will:

  • Supervise and coordinate the project activities effectively in order to ensure production of the required outputs in line with the Project Document, UNDP/EC rules and procedures;
  • Assume primary responsibility for the daily project management – both organizational and substantive matters, budgeting, planning and general monitoring of the project implementation;
  • Prepare the detailed project work plans in consultations with the Project Manager, Ministry of Environment and UNDP, project reports for UNDP, EC and the Ministry of Economy as well as any other reports on the project implementation, required by the Ministry of Environment and/or UNDP/EC;
  • Ensure project work plans implementation and adjustment, if necessary;
  • Prepare Terms of Reference and identify experts, consultants and subcontractors for execution of certain works and services within the project in consultation with the Ministry of Environment and UNDP according to UNDP/EC rules and procedures;
  • Control of the works and services performance time;
  • Ensure appropriate control of the project expenditures according to the project budget, work plans and the Project Document;
  • Supervise and perform evaluation of the project staff, experts and consultants engaged;
  • Provide LA21-Greenways related information to the PR Coordinator and cooperate with her/him in ensuring a high-quality (i) PR coverage of Greenways activities and (ii) content of the project web site related to the LA21-Greenways activities;
  • Prepare and provide briefing and background materials to the Project Manager, Ministry of Environment, UNDP and other relevant stakeholders;
  • Prepare and monitor projects logs, monitor project performance indicators;
  • Provide appropriate project information sharing among various stakeholders and partners;
  • Maintain regular contacts with UNDP and the Ministry of Environment on the project implementation related to their sphere of competence;
  • Ensure proper project operational and financial closing according to UNDP/EC and national procedures.

The Task Coordinator (LA21-Greenways) will work under direct supervision of the Project Manager/EC Action Coordinator in close coordination of his/her activities with UNDP and the National Coordinator, assigned by the Ministry of Environment.

Competencies

  • Excellent spoken and written English and Russian;
  • Familiarity with the concepts and principles of sustainable development and capacity building;
  • Knowledge of UNDP and/or EC rules and regulations is an asset.

Required Skills and Experience

  • University degree, preferably in Environmental Management, Environmental Policy or related fields;
  • Minimum three years of work experience in coordination/managing of international environmental cooperation and/or management of environment-related international technical assistance projects;
  • Experience of cooperation with international organizations, UN and state institutions in Belarus would be preferable;
  • Outstanding management, communication and organizational skills;
  • Excellent analytical, organizational, administrative and planning skills;
  • Good computer skills.
