Background
- Increasing incentives for state organizations to invest in energy efficiency;
- Increasing efficiency of financial resources available to the state sector for energy efficiency investments;
- Replication of Project results by the Energy Center established within the Project.
Duties and Responsibilities
Assume overall responsibility for the successful implementation of project activities and the achievement of planned project objective, outcomes and outputs.
- Supervise and coordinate the project to ensure its results are in accordance with the Project Document, including any revisions which are made to the project document, and UNDP programming procedures;
- Assume primary responsibility for the daily project management – both organizational and substantive matters, budgeting, planning and general monitoring of the project;
- In consultation with the Energy Efficiency Department and UNDP, prepare detailed work plans for the project, ensure adherence thereto, draft work plan revisions and budget revisions, if required;
- Assume overall responsibility for meeting the financial delivery targets set out in the agreed annual work plans, reporting on project funds and related record keeping;
- Control expenditures and ensure an adequate management of the resources provided for the project;
- Identify national experts and institutions to work for the project (in close cooperation with the Energy Efficiency Committee and UNDP);
- Prepare and agree with the Energy Efficiency Department and UNDP terms of reference for national consultants and subcontractors;
- Guide the work of consultants and subcontractors and oversee compliance with the agreed work plan;
- Organize and supervise workshops and training needed during the project;
- Prepare necessary project progress reports, as required by the relevant UNDP, GEF or national procedures;
- Ensure adequate information flow, discussions and feedback among the various stakeholders of the project;
- Conduct negotiations on cooperation with the Energy Efficiency Department, target municipalities and institutions in order to identify and mobilize resources;
- Assist the Energy Center when developing and implementing project activities and achieving sustainability by the end of the project;
- Maintain regular contact with the National Project Director and UNDP Belarus on project implementation issues of their respective competence;
- Ensure proper operational and financial completion of the project on time and within budget;
Undertake any other actions related to the project as requested by UNDP or the National Project Director.

Working knowledge of the energy sector in Belarus;

Required Skills and Experience
- University degree in energy engineering or management or an environmental field;
- At least 5 years of experience in technical assistance project management (preferably UNDP projects funded by the Global Environment Facility);
- Working knowledge of the energy sector in Belarus;
- Proficiency in English and Russian;
- Good computer literacy.
Project Manager works under supervision of UNDP and in coordination with the National Project Director assigned by the Energy Efficiency Department; Project Manager cannot be employed elsewhere during the entire course of the project.
