Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

Under the guidance and direct supervision of the Head of Office, the Information Management Associate provides information management services, implements ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The Information Management Associate promotes a client-oriented approach.

The Information Management Associate works in close collaboration with the HC/OCHA Information Unit Office, government counterparts, OCHA ROAP (Regional Office for the Asia and Pacific) in Bangkok and OCHA HQ staff for resolving complex ICT-related issues, collaborates with UN ICT Officers.

The Information Management Associate will be expected to assist the HC/OCHA Information Unit to implement OCHA’s Field Information Management Strategy under direct supervision of Head of Office;
  • Develop and maintain a client-oriented approach with all relevant stakeholders to help identify their information/data requirements to support humanitarian operations and coordination role of the RC/HC, OCHA and government/UN agencies;
  • Produce reports, maps, data by designing and implementing a structured dissemination plan for all information products and services through, for example, hard copy, stand alone executable programmed, CD-ROMS and
  • Maintain operational the  internet connectivity in terms of hardware  and software Lotus-Notes, acts as help desk/trouble shooting for IT related issues for the office
  • Serve as focal point for providing technical assistance in the establishment and updating of OCHA Indonesia’s Website;
1. Function / Expected Results:

Develop and maintain a client-oriented approach with all relevant stakeholders to help identify their information requirements to support humanitarian operations and coordination role of the RC/HC, OCHA and government focusing on achievement of the following results:
  • Building a good working relationship with UN Agencies, as well as other actors, including BNPB (Indonesian National Disaster Management Agency) in the adoption and use of field information management applications and procedures, particularly the standardized Content Management System, the Who does What Where and Contact
  • Obtaining updates and establish and maintain a database/Geographical Information System which would be used for collation and compilation of quality data/information on various aspects of actual and potential disasters and conflict related emergencies in different parts of Indonesia;
  • Establish databases and working together with Emergency Response Officer for compilation and classification of quality data on natural disaster and different emergencies, priority humanitarian needs, and assistance activities provided;
  • Participate in the coordination meetings by providing up-date maps/data
  • Provide training to OCHA staff and couterpart on information system
  • During relief operation if  necessary, oversee technical national staff in the development of databases to support the collection and processing of context specific data (e.g. affected populations, displaced populations, demographic and vulnerability data, result of common rapid assessment).


2. Designing and implementing a structured dissemination plan for all information products and services (e.g. reports, maps, data) through, for example, hard copy, stand alone executable programmed, CD-ROMS and websites, focusing on achievement of the following results:
  • Obtaining up date on data collection on humanitarian operations from  UN Agencies, International NGO, and distribution by attending coordination meetings, workshops and trainings;
  • Regularly sharing up-dated information to relevant stakeholders
  • Up-dating OCHA website regularly
3.  Supervise for the operation of  internet connectivity in terms of hardware  and software Lotus-Notes, acts as help desk for IT related issues for the office.
  • To maintain and regularly check the servers and regular data back-up, to maintain and up-date necessary software application and hardware;
  • To ensure up-dated anti virus for all computers, provide guidance  and advise for IT related infrastructure, liaise with internet provider
  • To liaise with IT HQ in NY for specification of all software and hardware computer equipments (EDPs)
  • To assist on creation of UN email address with IT NY
  • Acts as help desk for Lotus Notes problem solving

4.  Supervise the IT Assistant in  technical assistance in the establishment and updating of OCHA Indonesia’s Website;
  • To maintain OCHA website by regularly up-dating it;
  • Responsible for the design of OCHA Indonesia website and to ensure the compliance to OCHA website standard design
  • To ensure OCHA Indonesia website up and running smoothly and easily accessible for public
5. Function / Expected Results
  • Up-dated data and maps  on humanitarian issues in Indonesia and share with Government of Indonesia/UN agencies/Donors and International/national NGOs
  • Smooth internet connectivity and up-dated antivirus installed, data are regularly back-up
  • Up-dated OCHA Indonesia Web-sites
III. Impact of Results

The key results have an impact on the overall UN coordination role and success in implementation of partnership strategies.  Accurate analysis on data management to ensure effective and efficient efforts on disaster management of OCHA in collaboration with other stakeholders. Timely and appropriate delivery of services  ensure overall timely delivery of OCHA activities.

Required Skills and Experience

V. Education:   
  • Bachelor  degree in relevant areas IT/GIS (S1),  or Civil Engineering mastering IT/GIS
Experience:
  • A minimum of four / five years working experience in setting up and management of databases and/or GIS or a related field and proven knowledge of preparing maps
  • Mastering IT related issues (software and hardware)
  • Mastering Lotus Note
  • Demonstrated and proven experience in the design and successful implementation of new processes and systems;
  • Experience in using MS Access, MS Word/Excel/Power point and other relevant software packages;
  • Experience in an operational UN Agency or with OCHA in a complex emergency is an advantage.
Language Requirements:   
  • Proficient in Bahasa Indonesia and English is essential
