Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The selected candidate will provide support, assistance and research to the work of the Peace and Security Cluster specifically on Conflict Prevention, National Action Plans (NAPs), Open Days, advocacy and knowledge building.  The successful candidate will support the Senior Policy Advisor in these tasks, in collaboration with other members of the cluster.  This work will include  supporting programme implementation in the work on National Action Plans on SCR 1325 for Member States, ensuring smooth running of the annual 'Open days on Women and Peace', providing back-up for conflict prevention work including through interagency processes, and providing overall logistical assistance for the delivery of results in these areas.   In addition the advocacy and knowledge-building work will involve sourcing information on these areas and updating the knowledge based management network particularly in reviewing materials for the women peace and security compendium of knowledge products.

The Programme Analyst (Consultant) will work initially for six months, between 1st July 2011 and 31st December 2011 under the overall supervision of the Senior Policy Adviser of the Peace and Security Cluster, with the possibility of an extension. A report of activities will be required at the end of the contract/consultancy.

Duties and Responsibilities


1. Develop and contribute to programme implementation of National Action Plans on SCR 1325,  including the Open Days, through:
  • Collection, systematization and analysis of data, statistics and information required for providing support to Member States on NAPs.  
  • Maintain contact and provide necessary information and support to Member States in relation to NAPs and information related to women, peace and security.  
  • Support work on development of NAPs on SCR 1325 and subsequent related resolutions in Member countries during the tenure of this contract.
  • Support and update research of information on best practices on NAPs where available.
  • Document and draft briefs, notes and reports on NAPs and related work.
  • Contribute both substantively as well as logistically in the organization of various meetings related to work of NAPs and attend meetings to cover issues related to updating information and knowledge of NAPs.
  • Liaise with Country Offices, Member States and organize the Open Days for SCR 1325.
  • Collate and document information on the Open Days and draft initial report.
2. Support planning and programming in the P&S Cluster through programme, research and overall support on the thematic area of Conflict Prevention:
  • Contribute both substantively as well as logistically in the organization of various meetings related to work of WPS and attend meetings to cover issues related to conflict prevention, including inter-agency meetings.
  • Support and coordinate inputs to UN Women and other annual reporting processes on issues of conflict prevention.  
  • Provide support and assistance to Member States (including programme and technical advice) on issues related to conflict prevention, upon demand.  
  • Support the generation and dissemination of knowledge in the area of conflict prevention including through drafting and dissemination of the information on conflict prevention as requested.
  • Support and prepare research briefs in the conflict prevention, particularly in relation to statistics and facts, as and when requested.
  • Any other tasks as requested by the Senior Policy Advisors and the Chief Advisor of Peace and Security Cluster.

Required Skills and Experience

Education:

  •  Post-graduate degree in development studies, international relations, public policy, gender studies, social sciences or related discipline.

Experience:

  • Work and programme experience on Women, Peace and Security is essential.
  • At least 3 years of relevant work experience.
  • Experience working in the field is an asset and knowledge of the UN system is highly desirable.

Languages:

  • Excellent written and spoken English as well as outstanding research and writing skills required. 
  • Fluency in another UN language besides English is an asset.
In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
