Background

There is widespread consensus that domestic violence and human trafficking not only result in fundamental violations of individual human rights, but also contribute to security risks on human and global levels. In fact, both violence against women and human trafficking are considered top priority areas for intervention and reforms to address human security. Domestic violence and human trafficking are cause and consequence of insecurity suffered most often by women and children. Domestic violence attacks at home, in the place that ideally should be a safe haven, while human trafficking infects the world at large, feeding crime and corruption, taking advantage of human and territorial vulnerability, and undermining efforts to achieve peace and democracy.

This is especially so in the Republic of Moldova , where, some 17 years after it declared independence and survived an armed conflict, a political conflict remains with the breakaway region of Transnistria, levels of poverty surpass all other countries in Europe , and respect for human rights and rule of law remain issues of widespread concern. Poverty, inadequate public services, high levels of unemployment, discrimination against women, and lack of parental care are additional factors making Moldova vulnerable to human trafficking and domestic violence.

Duties and Responsibilities

Provide an objective assessment of the achievements, constraints, performance, results, impact, relevance and sustainability of the interventions.
Generate lessons from experiences in the respective interventions for the period 2008 to date to inform current and future programming at the country level.
Identify whether past results represent sufficient foundation for future progress towards achieving improved human security.
Provide clear and forward-looking recommendations in order to suggest effective and realistic strategies by UNDP and partners.

Competencies

Excellent communication, analytical and writing skills.
Excellent knowledge of English, both written and verbal.
Knowledge of Romanian or Russian would be an asset.
Good knowledge of the political, economic and social contexts of (including Transnistria region) would be an asset.
Previous work experience in related areas with UNDP or other development organizations preferably in the region.

Required Skills and Experience

Education:

Advanced university degree in social sciences, public administration, international development studies, law or other related areas.

Experience:

Minimum 8 years of work experience relevant to the assignment.
Solid experience in the areas of local development, combating human trafficking and domestic violence, including participatory monitoring and evaluation.
Sound knowledge about results-based management (especially results-oriented monitoring and evaluation).
Minimum 5 years’ experience in conducting evaluation of projects in the socio-economic field.
Previous work experience in related areas with UNDP or other development organizations preferably in the region.

Language:

Fluency in written and spoken English.
