Background

Since 2004, UNDP and its partners have supported the Sierra Leonean National Electoral Commission (NEC) to implement a strategic planning and reform process, as well as prepare for and administer the 2007 elections – the country's second national election since the end of the 10-year civil war in 2002, and the first without the supervision and major logistical support of the international community and UN peacekeepers. With the successful conduct of these elections, and local elections and by-elections held since, Sierra Leone has made important gains in the consolidation of its post-conflict democracy and towards self-sufficient administration of its own elections.
 
More specifically, the Programme seeks to support the sustainability of know-how and the development of the short and long-term capacities of the National Electoral Commission (NEC), the Political Party Registration Commission (PPRC), the Electoral Courts, civil society organizations involved in electoral observation and education, communication and women’s participation in elections and politics, political parties, the media and security forces.
 
At this stage of the implementation, UNDP is seeking services of experienced Biometric Voter Registration Logistics Advisor for the Programme. Under the guidance and the direct supervision of the Chief Technical Advisor (CTA) of the Support to the Electoral Cycle in Sierra Leone 2011 – 2014 Programme and in close collaboration with the National Electoral Commission (NEC) Sierra Leone, will advise the NEC IT and Operations Departments.
 
The Biometric Voter Registration Logistics Advisor is responsible for day–to-day biometric and biometric related logistical technical advisory to the National Electoral Commission (NEC) Sierra Leone consistent with UNDP rules and regulations. S/he will provide strategic operational advice and necessary planning advice in relation to the upcoming Sierra Leone Biometric Voters Registration (BVR) exercise scheduled for the first quarter of 2012.

Duties and Responsibilities

Summary of Key Functions:
 
Working in partnership with the National Electoral Commission (NEC), specifically the Directors of IT and Operations Departments and UNDP Biometric Voter Registration Adviser, The Biometric Voter Registration Logistics Advisor is expected to provide timely advice on:
  • All necessary planning in relation to the upcoming Sierra Leone Biometric Voters Registration exercise scheduled for the first quarter of 2012.
  • How to design and implement logistics plan for the Commission’s Biometric Voters Registration exercise.
  • Implementation of the Biometric Voters Registration Operational Plan.
  • Nationwide deployment of Biometric Voters Registration kits.
  • All aspects of asset management related to the Voter Registration, such as voter registration kits, generators, VR stationery kits, headquarters and regional data centers equipment, etc.
  • Monitoring and maintenance of Biometric Voters Registration equipment and generators;.
  • Biometric Voters Registration kits movement and distribution plans
  • Biometric Voters Registration kits retrieval and storage plan and facilities.
  • Any other Biometric Voters Registration logistical matters to NEC’s departments of Operations and Logistics
  • Vehicular fleet management in support of deployment and retrieval of BVR kits. 
Deliverables/Final Products Expected:
This consultancy is to be completed within six (6) months. The main outputs of the consultant’s work will result in:
  • Necessary planning for Sierra Leone Biometric Voters Registration exercise.
  • Implementation of the Biometric Voters Registration Operational Plan.
  • Nationwide deployment of Biometric Voters Registration kits.
  • Comprehensive asset management plan for voter registration kits.
  • Deployment and movement plans for Biometric Voters Registration kits.
  • Biometric Voters Registration kits movement and distribution plans.
  • Biometric Voters Registration kits retrieval and storage plan and facilities.

Impact of Results:

Successful implementation of Biometric Voters Registration of all eligible voters in Sierra Leone through successful design and implementation of logistical plans for the Biometric Voters Registration.

Competencies

The suitable candidate for this consultancy shall be a biometric voter registration expert with logistics experience.
 
The expert needs to demonstrate a proven track record in the field of biometric, logistics, institutional capacity development and a high level consultancy experience advising institutions in these areas.
 
Work experience in Africa with a previous experience working with an electoral management body or Ministry of Interior is desired; practical experience in developing biometric voter registration  programmes in post-conflict contexts is necessary;
 
Proven track record of logistical plans for organizations; ability to communicate in English, communication, analytical and facilitation skills. Good knowledge of information systems software such as MS Office Suite.
 
Good writing and oral communication skills in English.

Required Skills and Experience

Recruitment Qualifications:
Education:        An advanced degree (Masters) in business administration, international relations, strategic planning.
Experience:      Previous experience of working with electoral management body or Ministry of Interior.
                           Proven track record in the field of biometric, logistics, institutional capacity development and a high level    
                           consultancy experience advising institutions in these areas.
 
Language Requirements:          Good writing and oral communication skills in English.
 
Duration of the Consultancy:
 
The task is expected to take six months effective from the signing of the contract and payments will be based on deliverables defined under section III above.
 
Payment Modalities:
 
Payment to the consultant will be made on monthly basis upon certification of satisfactory completion by the Chief Technical Advisor of the Programme.
 
Evaluation of Criteria and Weighting:
The consultant will be evaluated against a combination of technical and financial criteria. Maximum score is 100% out of a total score for technical criteria equals 70% and 30% for financial criteria.
The technical evaluation will include the following:
Background and minimum educational qualification as defined above-10%
Practical previous experience relevant to the TOR-30%
Substantial professional knowledge and experience in biometric voter registration and programme implementation planning at international level-50%
English language fluency -10%
